• Status of LA (Hindrance only):- Affected length is 1.435 km. (length of 35 m
affected from km. 344.870 to km 344.905 due to Khasara no 16 Tree cutting/forest
clearance: NPV & CA of Rs. 0.65 cr. released in December 2017. Issue in 1.4 km
length from Km 347.020 to km 348.420 due to opposition of bypass by local
villagers resulting in non-felling of 156 nos. trees.

(i) Slow progress by contractor as the construction of diversion to transport heavy
equipments on other bank of river Alaknanda was delayed as coffer Dam being
constructed washed away. Presently contractor has transported equipment by boat.
(ii) Villagers of Khankra are opposing to bypass their village. Chief Secretary, Govt. of
Uttarakhand during meeting held on 10.12.2018 directed to expedite the matter and
progress of work. Again a joint survey has been made by NH PWD in July 2019 and new
alignment proposed by villagers was not found suitable hence rejected by NH PWD and
report submitted to District administration accordingly. Work was started on 11.11.2019
which was again stopped by villagers. DM Rudraprayag conducted meeting with villagers
on 10-12-2019 to resolve the issues but still villagers has not given consent to start the
works beyond second bridge. Construction of 2 No bridges is under progress. Works
beyond second bridge to be started after removal of hindrance of trees.

• Any other issues: The owners of many structures especially in the markets of
Tilwara (km.9.980 to 12.245) have filed a number (approximately 30) of writ
petitions in December 2017 which has been decided by the Hon’ble High Court,
Nainital in May 2019.
• For valuation of structure as per original designed 24m RoW has been made.
Hindrance issue of Tilwara area was referred to Ro-MoRTH. RO-MoRTH through
its letter No. NH-109-UR-2015-16-448 dt 16.01.2020 has issued direction to
reduce ROW at these locations to a minimum of 14 meter. Accordingly the
marking of land and structures valuation work completed.
