VOLUME IV

The 2016 edition of the DPWH Standards Specifications for Project Quality Assurance,
Volume IV sets out to improve the delivery of quality infrastructure projects in line with its
stated ISO 9001:2008 Mission Statement. Volume IV adopts the AASHTO QA Program to
introduce today's best practices for quality assurance and quality control.

Volume IV is hereby prescribed for adoption by all DPWH Regional Offices, District
Engineering Offices, Unified Project Management Offices and Contractors as a guide during
inspection, sampling and testing in relation to the monitoring of compliance to standard
specifications and plans.

Full implementation of Volume IV is hereby set to CY 2017. Prior to its full implementation of
Volume IV, massive training and capacity-building program shall be conducted to all
implementing offices and contractors, together with the Bureau of Quality and Safety (BQS),
Bureau of Research and Standards (BRS) and Bureau of Construction (BOC).
