TUPAD PROJECT PROPOSAL

I. PROJECT PROFILE

A. Project Title: Emergency Employment Assistance for the displaced/


underemployed workers and farm laborers/ workers

II. BACKGROUND

Of the 29,415.18 total land area of the municipality, 57% or 13,530.98 hectares is
suited for agricultural activities, making the municipality an agriculture base area
involving 87% of the total population. Most of the population of the municipality
depend mainly on their income as farmers resulting to a high underemployment rate in
the locality. Financial support of families depends mainly on the crops harvested and
services during planting and harvesting seasons. However, the increasing number of
combine harvesters in the area is becoming an additional problem to farm laborers
since harvesting works are done by these machineries causing increasing
unemployment rate.

Aside from the onslaught of Typhoon Ompong and Rosita which both hit the
municipality, another burden is the widespread drought brought by the El. Niño
phenomenon destroying most of the crops in the locality resulting to a low production
yield to farmers and lower income to farm laborers.

With the goal of the local government to address problems brought by these
scenarios, the implementation of programs from the government to help indigent
individuals or families that have been affected or displaced by unforeseen and
unwanted circumstances is vital. The cash for work program for the indigent individuals
particularly to low income farmers and farm laborers will be a great help for providing a
short term intervention for income augmentation. However, the meager fund for local
government unit is not capable of bearing such programs.

The program of the Department of Labor and Employment (DOLE) on short term
employment is one of the most effective interventions to address such problems. The 30
identified beneficiaries shall engage into various community works like
clearing/cleaning and tree planting at the eco-park, public weeding/cleaning and
sweeping of roadsides and cleaning and beautification of municipal park for thirty (30)
days to be paid at ₱ 360.00 per day. The qualifications of the beneficiaries were assessed by
DOLE IFO in accordance with Section 14 (c) of DO 173 or the revised guidelines in the
implementation of DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

The beneficiaries are also required to attend a one-day orientation on Occupational


Safety and Health (OSH) and briefing on the pre and post implementation of TUPAD. They will
also be provided with TUPAD long sleeve and will be enrolled in the GSIS micro insurance
program.

The LGU will provide basic cleaning materials and other support related to the program.
The PESO Office will conduct monitoring visits in coordination with the DOLE Isabela Field
Office to ensure the smooth implementation of the project.

III. OBJECTIVES

The aim of the project is:

1. To provide emergency employment to displaced/disadvantage workers


who are affected by the drought;
2. To engage them in short term community work which will provide them
with temporary employment for 15 days while waiting for fixing season;
3. To promote a clean, safe and healthy environment; and
4. To control mosquitoes and prevent dengue in different barangays.
