JANUARY RESOLUTION

WHEREAS the Graham Local Schools has not asked for and passed a new
operating levy in 24 years and during that time the district has cut, reduced, and
stretched their budget,

WHEREAS with the failure of the November 2017 ballot issue and despite the
district’s lean fiscal operations and cuts made to-date, the district is now facing a
significant shortfall and the need did for additional funds did not go away with the
failure of that issue,

WHEREAS the board is now placing an earned income tax on the May 8, 2018
ballot and, if passed, will allow the district to maintain the same quality of
education offered. If the levy does not pass, the district will need to enact
significant cuts,

WHEREAS the board recognizes that with the district running in such a lean
manner that any cuts that come with failure on May 8, 2018 are necessary but
will harm the opportunities and quality of education offered in the Graham Local
Schools,

WHEREAS in order to be transparent and open with the community, it is

determined that should the May 8 levy fail that the following cuts will occur:
X, Y, Z.

WHEREAS, the rationale for these cuts includes: <<Maybe list any criteria on
which this list is based>>.

WHEREAS the board recognizes that there is no good option and that if the funds
do not exist to maintain operations at the current level then cuts need to be
made. Moreover, if the May 8, 2017 levy does not pass, the district’s financial
situation will only worsen and the need does not go away with failure or future
cuts.
