A few additional comments are provided below to further explain the wind criteria and their applications.
- Both mean and gust speeds can affect pedestrian’s comfort and their combined effect is typically
quantified by a Gust Equivalent Mean (GEM) speed, with a gust factor of 1.85 (References 1, 5, 7
and 8).
- A 20% exceedance is used in these criteria to determine the comfort category, which suggests that
wind speeds would be comfortable for the corresponding activity at least 80% of the time or four
out of five days.
- Only gust winds need to be considered in the wind safety criterion. These are usually rare events,
but deserve special attention in city planning and building design due to their potential safety
impact on pedestrians.
- These criteria for wind forces represent average wind tolerance. They are sometimes subjective
and regional differences in wind climate and thermal conditions as well as variations in age, health,
clothing, etc. can also affect people's perception of the wind climate. Comparisons of wind speeds
for different building configurations are the most objective way in assessing local pedestrian wind
conditions.

Entrances
The wind condition at all of the entrance locations remains consistent with the Proposed Development with existing
surrounds scenario with the exception of retail entrances marked by receptors 11, 23, 24 and 25 having one category
calmer wind conditions compared to Configuration 1. Mitigation measures are required for entrances represented by
receptors 10, 23, 69, 95 and 109 having strolling wind condition, receptor 90 having walking wind conditions and
receptor 89 having uncomfortable conditions for any pedestrian activity.
During summer season, the wind conditions at all the entrances remains consistent with the Configuration 1 except
for the retail entrance marked by receptor 10 having one category calmer standing wind conditions and entrance to
parking represented by receptor 30 having one category windier standing conditions, which is still acceptable for
intended use. Desired wind conditions (standing or calmer) are predicted for entrances represented by receptors 6 to
12, 20, 24, 30, 70, 75, 81, 97 and 97. All other entrance locations (receptors 23, 69, 78, 89, 90, 95 and 109) would
require mitigation measures to achieve wind conditions desired for entrance use.
The seating areas along the west-facing terrace at podium level-1 (receptor 119) of Tower 1 have wind conditions
consistent with Configuration 1 (i.e., sitting wind conditions throughout the year) and remain acceptable for the
intended amenity use.
The wind conditions along the north through north-west facing terrace of Tower 1 at podium level-1 ranges from
acceptable for standing use to uncomfortable for any pedestrian activity during both the seasons. All the receptors
have wind conditions consistent with Configuration 1 except for receptor 121 having a calmer standing wind
conditions (compared to strolling condition in Configuration 1). However, the terrace remains windier than desired
for any amenity use, requiring mitigation.
Mitigation measures can be in the form of localized landscaping such as small trees, shrubs in planters or porous/solid screens

Mitigation recommendations include addition of 1.5 to 2m tall parapet along the periphery of the terrace to provide shelter
to the portion of the terrace immediately behind the balustrade. Landscaping elements such as trees 1.5 to 2m high or
shrubs in planters or porous screens combined with low level landscaping elements like 1m tall hedges are recommended
to be added, staggered within the podium terrace to break down the wind flowing over the balustrade. Examples of

6.4. Balconies
All the balconies of the Proposed Development exposed to the prevailing wind directions are very likely to have windier
than desired conditions requiring mitigation. Localised mitigation such as soft landscaping may diffuse the high wind
speeds in the balcony space. Alternatively screening on the sides of the balconies, as well as increasing the balustrade
height, as illustrated in Image 7, would be beneficial in providing shelter, and thus achieving acceptable sitting conditions.
2. The Proposed Development with existing surrounding buildings scenario had wind conditions ranging from suitable for
sitting use to uncomfortable for all uses. Majority of the entrances and thoroughfares had wind conditions desired for the
intended uses. Windier than desired conditions were predicted at isolated locations along the thoroughfare (having
walking or uncomfortable wind conditions), several entrances, the podium level amenity spaces and balconies. Mitigation
measures are recommended for these locations.
3. With the addition of the nine future surrounding buildings in the Configuration 2, the wind conditions to the east of the
Proposed Development along the ground and podium terrace becomes relatively calmer with the rest of the Site having
wind conditions consistent with the Configuration 1.
4. Receptor 89 at the entrance to Tower 2 near the south-west corner recorded strong winds exceeding the safety criterion
in both the configurations. This would require mitigation as strong winds pose a safety risk to pedestrians.
5. The following wind mitigation measures are recommended to achieve desired wind conditions within the Proposed
Development:
- Addition of trees 2 to 4m in height combined with low level landscaping elements and/or porous wind screens or
planted trellis along ground level;
- Canopy features added along the facades of the podium and towers and over the entrances;
- Addition of soft landscaping elements for entrance and/or recessing the entrance;
- Addition of canopies or free standing pergolas over the podium terraces along the building façade;
6. It is recommended that the mitigation measures described in this report should be developed through further wind tunnel
testing to determine the effectiveness of the measures and optimize the usability of the Site.
