PROJECT PROPOSAL
I. Rationale
In adherence to the House Bill 8965, authored by Reps. Anna Katrina Enverga (1st District, Quezon) and
Committee on Revision of Laws Chairperson Rep. Marlyn Primicias-Agabas (6th District, Pangasinan),
seeks to commemorate the death anniversary, heroism, and patriotism of Hermano Puli.
In the explanatory note of HB 3765, on which HB 8965 was based, Enverga highlighted the importance
of remembering Filipinos like Hermano Puli who fought and died for freedom throughout the Spanish era
in the Philippines.
"Hermano Pule rendered invaluable service to the country by founding the brotherhood popularly known
as the Confradia De Jesus. The brotherhood or religious organization that Hermano Puli founded spread
like wildfire in the Province of Tayabas (now Quezon, Laguna, and some towns in Batangas) which
historical research proved as one way of showing nationalism during that time.
In response to the Provincial Government of Quezon through the Local Government Unit, the Schools in
Calauag which involve employees and staff of the both public and private will participated in the 178th
Death Anniversary of Hermano Puli on Nov. 4 , 2019 at Bulwagang Manuel L Quezon.
This event intensified the commemoration of the hero’s death anniversary as the office of Municipal Mayor
gives the support and also hopes to spark heroism and patriotism among ordinary citizens of the town.
Thus, Hermano Pule Celebration 2019 program is hereby proposed by Sta Maria Elementary School of
Calauag West District as the host school for this year’s celebration.
The celebration is grounded on the awareness and commemoration of the heroism of Hermano Pule as
he stood out among Filipino heroes for understanding that religion was vital in the efforts to overcome
the Spanish colonizers.
He saw the power of religion on the life of his countrymen. He knew that colonial rule could not be
overthrown by force or use of arms. His studies in the library of the Hospital de San Juan de Dios
convinced him that religion was a powerful means to awaken his people and liberate them from the
abusive colonial government
In this connection, there will be celebration to be attended by the Local Government Unit, schools in
Calauag which involve employees and staff of the both public and private. There will be mass at 7am, a
civic parade, and flower offering in the heroes park. After this, there will be a program for declamation,
oratorical and poster making contest for high school and elementary students both public and private
sectors.
III. Objectives
1. Create awareness about the heroism of Hermano Pule.
2. Intensified the commemoration of the hero’s death anniversary through different contest and
program.
3. Inspire the today’s generation about the heroism and patriotism of Hermano Pule who rendered
invaluable service to the country.
