“I'd put my money on the sun and solar energy.

What a source of power! I hope we don't have to

wait until oil & coal run out before we tackle that”

THEORIES AND RULINGS
THEORIES & RULINGS

What is solar power?

Solar power is power obtained

by harnessing the energy of the
sun's rays.
THEORIES & RULINGS

What is net metering?

A system in which solar panels or

other renewable energy generators
are connected to a public-utility
power grid and surplus power is
transferred onto the grid, allowing
customers to offset the cost of power
drawn from the utility.
THEORIES & RULINGS

Who is eligible?

DLPC residential, commercial and
industrial customers with high daytime
electricity consumption

Has available roof space at least 8 sq.
meter

All end-users who are in good credit
standing with the DU

Establishment/house is facing south,
clear of trees or buildings
THEORIES & RULINGS

3 configurations of solar
power

1. Grid-tied System

2. Hybrid System

3. Stand Alone System

THEORIES & RULINGS
 Section 10 (Net Metering for Renewable Energy) of Republic Act No. 9513 “An Act
Promoting the Development, Utilization and Commercialization of Renewable Energy
Resources and for Other Purposes”

 Section 10 of RA 9513 provides that DOE , ERC, Transco or its successors-in-interest, DUs,
PEMC, and all relevant parties shall provide mechanism for physical connection and
commercial arrangements necessary to ensure the success of the program, consistent with
PGC and PDC

 Section 7 of the Implementing Rules and Regulations (IRR) mandates ERC in consultation
with NREB to establish within 1 year from the effectivity of the Act, the net-metering
interconnection standards, pricing methodology and other commercial arrangements
necessary to ensure the net-metering for renewable energy program

 ERC Resolution No. 09, Series of 2013 “A Resolution Adopting The Rules Enabling The Net-
Metering Program For Renewable Energy”

 Renewable Portfolio Standards (RPS) “A market-based policy that requires electric power
industry participants, including suppliers to source out a portion of their energy supply from
eligible Renewable Energy (RE) resources – section 4(ss) of RA 9513”

Net Metering Application Form

Electrical permit for Net metering ( OBO )

Electrical plan with RE modification ( signed and sealed by Professional Electrical
Engineer)

Technical Specification of the component used. ( Inverter , Panels and protection. )

For Distribution Impact study specification requirements:

1. Technical specifications specifying the voltage requirement of the PV inverter
2. Short-circuit current contribution (refer to your manufacturer)**
3. Applied load (peak load if necessary)* and PV capacity
4. Typical 24hr generation profile of the PV system
5. Harmonic Current Injection (refer to manufacturer type verification test reports)**

6. Other documents and/or certificates showing that the PV system passes
international standards such as IEC, IEEE and others.

Certificate of compliance ( to ERC )

Comply the metering standard.

Net-metering shall be equipped with
metering equipment that can
measure the flow of electricity in both
directions at the same rate , through
the use of either two uni-directional
meters, one for import and one for
export or single bi-directional meter,
whichever is more economical.
