TITLE OF THE TRAINING RE-ORIENTATION ON DEPED ORDERS NUMBER 21 AND 37 SERIES 2015 CUM
PROGRAM RE-ORIENTATION-WORKSHOP ON CRAFTING OF ENHANCED-SCHOOL
IMPROVEMENT PLAN WITH INTEGRATION OF DRRM CONCEPTS and ACTIVITIES
Rationale Republic Act (RA) 10121 otherwise known as the Philippine Disaster Risk Reduction and
Management Act of 2010, mandated DepEd to institutionalize policies, structures,
coordination mechanisms and programs with continuing budget appropriation on disaster
risk reduction and management in schools. This sets the direction and priority areas for
DRRM in schools while maintaining the prerogative to decide on what specific activities
to undertake depending on the hazards identified, available resources and existing
partnerships and linkages. Hence, it is very important to integrate in the Enhanced-School
Improvement Plan the DRRM Program in order to make them workable for the good of
the learners.

For the past three years, E-SIPs in this division have not thoroughly monitored as to the
alignment of the activities vis-à-vis to the AIPs as well as to their MDPs. As a result, there
are schools which have received disallowances from the COA. Moreover, there are
activities in Disaster Risk Reduction Management that were not reflected in the plan that
made less efficient and effective in its implementation.

A well planned activity is half done. This adage pushed this division to conduct this re-
orientation in order to capacitate the school heads on crafting the most important
documents in school –the E-SIP. The school heads must ensure the alignment of
strategies/activities to the Division, Region and Central Office. The plan must be
evidence, results-based, child-and learner centered, the process must be innovative,
systems thinking and a mindset of continuous improvement. And most of all the E-SIP
shall involve the active participation of all education stakeholders in the community.

Objectives Terminal Objective:


- understand the processes involved in crafting the Enhanced-School
Improvement Plan with DRR Integration; and,
- imbibe all the provisions stated in DepEd Orders No. 21 and 37 series of 2017
Enabling Objectives:
All participants should be able to:
- articulate the provisions stated in DepEd Orders No. 21 and 37 series of 2017;
- familiarize the different tools/annexes;
- communicate the processes involved to the planning and project teams; and,
- follow the E-SIP cycle process for continuous improvement.

SUBJECT:
IMPROVEMENT PLAN WITH INTEGRATION OF DRRM CONCEPTS and
ACTIVITIES
1. Republic Act (RA) 1021 otherwise known as the Philippine Disaster Risk Reduction and Management Act of
2010, mandated all government agencies to institutionalize policies, structures, coordination mechanisms and
programs with continuing budget appropriation on disaster risk reduction and management in schools. This
sets the direction and priority areas for DRRM in schools while maintaining the prerogative to decide on what
specific activities to undertake depending on the hazards identified, available resources and existing
partnerships and linkages. Hence, it is very important to integrate in the Enhanced-School Improvement Plan
the DRR activities in order to make them workable for the good of the learners.

2. On a similar vein, in 2019, a new cycle of the E-SIP shall take effect until 2022. Hence, the division will conduct
this RE-ORIENTATION ON DEPED ORDERS NUMBER 21 AND 37 SERIES 2015 CUM RE-
ORIENTATION-WORKSHOP ON CRAFTING OF ENHANCED-SCHOOL IMPROVEMENT PLAN WITH
INTEGRATION OF DRRM CONCEPTS and ACTIVITIES to better prepare the school heads and the teams
in crafting the plan. More so, it aims to revisit the processes involved and to be familiarized on the necessary
tools to be used. This orientation will be on September 14, 2018 at 7:30 am in Selades Apartelle and
Convention Center, Tandag City.

3. Specifically, this activity aims to allow the participants to:

- imbibe all the provisions stated in DepEd Orders No. 21 and 37 series of 2017.

4. The participants to this activity are principals/head teachers: three for elementary and one for secondary per
district. They are advised to conduct district level re-orientation.
5. All expenses incurred in this activity shall be charged against DRR Funds while travel expenses of the
participants shall be charged against school MOOE/Local Funds subject to the accounting and auditing rules
and regulations.
6. Immediate dissemination of this memorandum to all concerned is highly desired.
