1. SCOPE
This specification covers the design, material, fabrication, inspection and testing of Diesel Conditioning
Package, complete with start-up, one (1) year spare parts, field technician and vendor data be used in
Production Barge (Ingenium II) Cambodia (Apsara) Block “A” Field Development.

1.1 General
It shall be supplement by and shall be read in conjunction with the Codes and Standards necessary to
meet applicable Government and other Regulatory & Statutory requirements as stated in this
document.
Terms stated in this report are defined as follows,

for compliance with governmental rules or regulations

1.2 Codes and Standards


The requirement and recommendations of the latest revisions of the following listed international

2. GENERAL REQUIREMENTS
The purpose of this specification and referenced codes, standards, general specifications and project
documents is to establish a minimum level of acceptable quality. Alternate standard designs of equal
or superior quality may be proposed, provided all exceptions are listed and written approval for all
exceptions are obtained from COMPANY.

In case of conflict between the documents, Vendor shall submit the discrepancy to COMPANY for final
resolution. In his Bid Document, Vendor shall provide for the more stringent requirement unless
otherwise instructed in writing by the COMPANY.

Equipment specified by this specification shall be complete in all details and ready for installation.

Equipment supplied shall be of a standard model or series in regular production at the manufacture's
facilities.

This specification shall normally be utilized in conjunction with COMPANY supplied vessel outline
drawings. Outline drawings will indicate critical major dimensions, design and operating conditions. It
shall be Vendor's responsibility to perform detailed mechanical design of and prepare all necessary
detailed fabrication drawings for the vessels.

In cases where a process guarantee is requested, it shall be Vendor's responsibility to perform all
necessary process calculations for the vessel based on COMPANY supplied operating parameters
and fluid properties.

Equipment shall be designed for continuous use in an exposed, tropical, offshore, salt laden, corrosive
atmosphere with minimum/maximum 22C/34C ambient temperatures and 100% relative humidity.

3. SCOPE OF SUPPLY
Centrifugal Pump unit shall include the following listed major components which shall be assembled
onto a single skid package and fully shop tested prior to shipment from the Vendor facilities:
 One (1) filter
 One (1) tank

4. DESIGN REQUIREMENTS
4.1 Design Data
Pump/motor unit shall be sized to meet the requirements for capacity, head, gravity, viscosity,
temperature, etc. as listed on the Equipment Data Sheets. The Equipment Data Sheets shall also list
special features which shall be provided as part of the unit such as auxiliary piping for bearing cooling
and pump/motor protective devices such as sensors for bearing and case temperatures, seal failure,
and vibration.
Material shall be selected in accordance with ASME Section II Part A.
Alternative materials may be used if advantageous, with the prior approval of the Company. Proposed
substitutions must be clearly defined. No substitution of material may be made without written consent
of the Company.

4.2 Design Parameters


4.2.1 Pressure

Design pressure shall be vessel's flange rating unless otherwise indicated on the data sheets.

4.2.2 Temperature

Design temperature shall be as specified on COMPANY supplied data sheets or vessel's outline
drawing.

4.2.3 Allowable Pressure

Maximum allowable vessel pressure shall be based on actual vessel wall thickness less corrosion
allowance. Maximum allowable vessel pressure shall be limited by the shell, head thickness, or nozzle
flange rating only.

4.2.4 Allowable Stresses

The basic allowable stresses for vessel pressure components shall be as per ASME Section VIII,
Division 1, Paragraph, UG-23, and Maximum Allowable Stress Values. These stress limits shall also
apply to the vessel's supporting skirt/saddle.

4.2.5 Design Loading

Vessel shall be free standing, and shall be designed to withstand the worst combination of forces
exerted by wind, earthquake, pressure, temperature, piping loads, weight and boat impact with the

platform. It can be assumed that earthquake and wind do not simultaneously occur. The
vendor/manufacturer shall calculate the motion analysis and accelerations/angles.

4.3 Head and Shells


4.3.1 Pressure vessel heads shall be one-piece, semi-ellipsoidal, ratio 2 : 1. For vessel 24" in diameter and
smaller, weld caps may be used in place of heads provided weld caps meet Code requirements.

4.3.2 Hemispherical heads shall be used only with the approval of the COMPANY.

4.3.3 Shells shall be rolled from plate. Plate edges shall be preformed prior to rolling. Seamless pipe or
tubing may be utilized on vessels up to 30" in diameter.
4.3.4 If heads are cold formed then they shall be stress relieve / normalized after forming.

4.4 Nozzles
4.4.1 Vessel nozzles shall be flanged and a minimum of 2" NPS. Small diameter connections shall in general
be 2" reducing flanges. Threaded connections welded directly to the vessel shall not be permitted.

4.4.2 All nozzles shall be installed with full penetration welds.

4.4.3 Threaded connections shall not be screwed directly into the vessel with the exception of reinforcement
pad telltale holes and attachment stud holes in pads.

4.4.4 Flanged nozzles sized 1 ¼ inch, 2 ½ inch, 3 ½ inch, and 5 inch shall not be used unless specifically
required by COMPANY.

4.4.5 Nozzle flanges shall be forged steel weld neck or long weld neck type. Slip-on flanges may be used
only with the approval of the COMPANY (internal piping excepted).

4.4.6 Flange dimensions, facing, and drilling pattern shall conform to ASME Standard B16.5.
4.4.7 The outside projection of a nozzle is defined as the minimum distance from the vessel's outside
diameter to the flange face. The minimum outside projection of nozzles shall be as follows:

4.4.8 If the vessel is to be insulated or a reinforcing pad is required for the nozzles, the outside projection of
the nozzles shall be increased by the thickness of the insulation or the reinforcing pad.

4.4.9 Nozzles may project into the vessel to the extent permitted by the Code for reinforcing area plus the
corrosion allowance. However, drain and vent nozzles shall be installed flush with the interior vessel
surface.

4.4.10 Minimum wall thickness of nozzle necks (excluding corrosion allowance) shall be:

- 1 ½ " and smaller - Schedule 160

- 2" through 6" - Schedule 80

- 8" and larger - 3/8" wall minimum


4.4.11 Inlet flow nozzles shall be provided with momentum breakers or other separation devices as described
on the data sheets.

4.4.12 Process liquid flow outlet nozzles shall be provided with vortex breakers.

4.4.13 Nozzle necks and connections shall not be located such that nozzle tangents are closer than 6" to the
vessel seams without COMPANY approval. Nozzles on vessel heads shall not be located such that
the nozzle tangent is further than 0.8 x vessel radius from the vessel's centre-line.

4.4.14 Flanged nozzles shall be designed to include the applied forces and bending moments of attached
piping.
4.4.15 Unless otherwise indicated on drawings, sketches, or data sheets, bolt holes of all flanges shall
straddle the vertical centreline of the flange.

4.4.16 Flange facing shall generally be raised face 125 to 250 RMS finish for ANSI 600# pressure rating and
lower. All flanges with a ANSI 900# pressure rating and greater shall have ring-type joint flange facings.

4.4.17 Flanged nozzle pipe shall be seamless up to and including 14" NPS. Flanged nozzle pipe 16" in
diameter and larger may be made from double butt-welded rolled plate of the same material as the
vessel's shell or head. When nozzles are fabricated from double butt-welded rolled plate, the nozzle
seam shall be 100% radiographed.

4.5 Reinforcement of Nozzles


4.5.1 All openings made in the vessel shell or heads shall be adequately reinforced in accordance with Code.
One ¼ " NPT telltale hole shall be provided in the reinforcing pad of nozzles up to 10" in diameter and

two telltale holes 180° apart on nozzles 12" diameter and greater. Telltale holes shall be at 90° to
vessel axis.
4.5.2 Reinforcing pads shall be 2" minimum width, 3/8" minimum thickness and have a minimum thickness
smaller or same with the shell thickness. Reinforcing pads shall be one (1) piece.

4.5.3 Reinforcing pads shall be fabricated from the same head or shell material to which the reinforcing pads
are welded.

4.5.4 For new vessels, reinforcement pad thickness shall be based on vessel design pressure. For openings
made in existing vessels, reinforcement pad thickness shall be based on the vessel's maximum
allowable working pressure.

4.6 Manways and Inspection Openings


4.6.1 Manways shall be provided on all vessels 36" in diameter and greater. Vessels 34" diameter and less
shall have a minimum of two handholes unless the vessel has removable internal components or is
internally coated or lined.

4.6.2 If the vessel has removable internal components or internally coated or lined, the vessel shall be
provided with the largest diameter manway allowed by the Code. Alternatively, the vessel shall be
provided with a raised face flanged end cover.

4.6.3 Circular manways shall be 24" nominal flange diameter. Handholes shall be 8" nominal flange diameter
and shall be provided with covers having handles. Manways shall be provided with covers, bolts,
gaskets and davits.

4.6.4 Two or more manways shall be provided on vessels where access is limited by internal partitions or
weirs. Only one manway shall be provided for vessels where internal access is not restricted.

4.7 Vessel Supports and Skirts


4.7.1 Each vessel shall be self-supporting without use of guys or braces, and supports shall be designed in
accordance with ASME VIII and other Codes referenced therein. Supports shall not be less than ¼”
thick.

4.7.2 Unless otherwise specified, vessel supports shall be continuously welded to the shell of the vessel
when the vessel is supported on structural steel.

4.7.3 Vessel supports shall be designed to withstand horizontal forces due to seismic loads, wind loads,
transportation and horizontal acceleration due to boat impact with the platform.

The following design criteria shall be used:


 Wind loads : Refer to specific wind velocity in the data sheet.
 Transportation loads
 The transportation load of the vessel will be determined depend on the proposed location.

4.7.4 Unless prior approval is given by the COMPANY for alternatives, horizontal vessels shall be supported
by two support saddles. Vessel design shall prevent vessel buckling, local circumferential bending and
shear stresses.

4.7.5 Horizontal pressure vessels shall be supported by structural steel saddles providing at least 120
degrees of support. Vessel shell to saddle reinforcing pads shall be provided with a 3/8" dia. telltale
hole located at the reinforcing pad's bottom centreline.

4.7.6 Vessel internal stiffening rings shall be installed where required but stiffening ring use shall require
COMPANY prior approval.

4.7.7 Attachment of the support saddles for horizontal vessels to the deck by welding or bolting will be
specified on the data sheet. Horizontal vessel support feet shall be securely anchored at only one end.
Slotted anchor bolt holes shall be provided in the support saddle at the vessel's other ends to allow for
vessel contraction and expansion. Where the vessel's expected expansion is greater than 3/8", a slide
bearing plate shall be provided beneath the slotted support saddle.

4.7.8 All vertical vessels shall be supported by a skirt unless specified otherwise on vessel data sheets. The
vertical vessel skirt shall have an outside diameter equal to the outside diameter of the vessel. The
vessel skirt shall be suitable for welding or bolting to the deck as specified on the data sheet.

4.7.9 If support legs are specified on the vertical vessel data sheet, then a minimum of four legs shall be
supplied. Support legs may only be utilized for vessels 24" diameter or smaller.

4.7.10 Vertical vessel skirt heights shall be specified on vessel data sheets or vessel outline drawings. In
general, skirt heights shall, as a minimum, be sufficient to allow adequate clearance of piping and
fittings located within the skirt. Minimum skirt height shall be 18 inches.

4.7.11 Support skirt shall be provided with a minimum of two 4" or four 2" vent holes located as high as
possible on the skirt to prevent the accumulation of gases within the skirt.

4.7.12 Skirts shall be provided with the following sleeve reinforced access openings:

Vessel Diameter Access Openings

2 feet or less One- 6" dia. or larger

2 to 3 feet One - 12" x 18" oval or

16" circular opening

3 feet or more Two - 12" x 18" oval or

16" circular openings


All access, openings 6" in diameter or larger shall be reinforced to compensate for loss of structural
strength

4.7.13 Skirt shall normally be provided prepared for welding directly to the deck. When a support flange is
specifically required by the data sheet or Company vessel drawing, the support flange bolt holes shall
be in multiples of four with eight bolt holes as a minimum. Bolt holes shall be 1/8" larger than the
diameter of the bolt. Bolt circle shall lie outside the skirt.

5. PROTECTIVE COATING
Surface preparation and coating of all exposed metal parts shall be in accordance with IPB-OCS-KEA-
PIP-SPE-0006 Specification for Painting & Coating. Insulation is required only when specified or
indicated on data sheets or outline drawings.

6. INSPECTION AND TESING


6.1 General
6.1.1 Inspection and testing shall be carried out on all equipment at the applicable manufacturer's works and
shall be witnessed by the Company’s representatives and/or the Certifying Authority.
6.1.2 All non-destructive examination shall be carried out in accordance with the design code as a minimum.
All personnel involved in non-destructive testing shall be qualified to a nationally recognised standard.

6.2 Non-destructive Examination (NDE)


6.2.1 All welds on atmospheric tank shall be checked by dye penetrant/magnetic particle inspection (MPI).
MPI shall be used for ferromagnetic materials and dye penetrant inspection for non-ferrous materials
and austenitic stainless steels.
6.2.2 All cut edges, including cut outs for nozzles shall be visually checked followed by dye penetrant
examination.
6.2.3 The tie bars shall be subject to a visual examination to check that no mechanical damage exists.
6.2.4 Butt welds on nozzle necks shall be subjected to 100% radiographic examination where practicable.

6.3 Hydrostatic Testing


6.3.1 All plate heat exchangers shall be hydrostatically tested (at 1.5 x design pressure) at the Vendor's
works in accordance with the design code.
6.3.2 The test pressure used shall be calculated in accordance with the design code.
6.3.3 Normally, only fresh water shall be used for hydrostatic testing, heated if necessary to achieve the
required minimum metal temperature.
6.3.4 Where it is proposed that the test fluid be something other than water, or that a chemical be added to
the water for any reason, the Company shall be consulted, and approval granted before testing.
6.3.5 On completion of hydrostatic testing, exchangers shall be drained and blown dry with hot air for 30
minutes. A 50 mm (2 in) (approx.) wide band shall be painted diagonally across the edges of one side
of the plate pack in order to ensure correct assembly during subsequent maintenance. Marking paint
shall not contain metallic pigments, chlorides or other materials which are incompatible with the
materials of construction.

6.4 Reports and Acceptance Certificates


The Vendor shall prepare a report on the tests and the results, which shall be included in the 'Data
Books'. All Data Books produced shall be complete and copies shall be submitted to the Company for
review.

7. EQUIPMENT/MATERIAL IDENTIFICATION
7.1 Identification for main unit
The Atmospheric Tanks shall be provided with permanently attached, impression stamped, 316
Stainless Steel nameplates. The nameplate shall contain at least the following information:
 Manufacturer
 Tag Number
 Capacity
 Design pressure and temperature
 Service
 Maximum test pressure
 Overall size
 Serial number
 Purchase order number.
7.1.1 Total Package Weight
Vendor shall provide information a tagging plate for total package weight.

7.2 Identification for spare parts and tools


Spare parts and special tools shall be clearly identified, either stamped or tagged, with the
Manufacturer's part numbers as referenced on the parts and special tools lists per the Data
Requirement Sheet.

8. PREPARATION FOR SHIPMENT


Vendor shall be responsible for the loading and securing of the atmospheric tank ready for shipment
from his yard.

Equipment shall be prepared for export shipment and shall be created to provide maximum protection
during shipment and extended outdoor storage. Any items which are liable to be damaged during
shipment shall be removed, packed separately and shipped with the unit.

Tools and spare parts shall be packed in metal boxes suitable for long term storage. The boxes shall
be galvanized or coated in accordance with IPB-OCS-KEA-PIP-SPE-0006 Specification for Painting &
Coating.

9. GUARANTEE
Material and/or equipment shall be guaranteed by Vendor to perform in accordance with specification
requirements and to be free of defects and poor workmanship including, but not limited to, those
caused by inadequate preparation for shipment, as ruled by associated RFQ, for a period of one (1)
year after material/ equipment is placed in service, but not exceeding eighteen (18) months following
delivery to the contracted destination. Vendor shall repair or replace all defective items during the
guarantee period at no cost to Company
