1.0 INTRODUCTION
This procedure describes the initial startup operation guide-lines of the new LNG
Train (Skikda, Algeria), once the commissioning phase is complete.
Detailed operations are described in relevant operating manuals and commissioning
procedures. In addition, it is assumed that:
• All pre-commissioning operations are achieved.
• All circuits which may contain hydrocarbons are correctly purged with nitrogen
until the oxygen content is less than < 2 %.
• F&G detection and fire fighting systems are available.
• All PRV’s are lined up for normal operation, as shown on relevant PID’s
• Utilities required for initial start-up are available (fuel for EDG’s, feed gas,
industrial, demineralized and potable water).
• LNG, Propane and Butane storage tanks are cooled down. However, this
operation is done after flare/ blowcase systems commissioning.

• LNG rundown line is maintained under LNG circulation from existing facilities
to Unit 15 battery limit.

2.0 START UP CHRONOLOGY


Start up chronology is described on the following sketches:
• 00-00: Utilities start up chronology.
• 00-01: Liquefaction Train/ Fract start up chronology.

2.1 Utilities start-up

2.1.1 Essential Diesels generators (EDG’s)

Start EDG’s one by one as needed and get them coupled to Essential Power Bus
51-ESM11A-B-C.

Start one air compressor (example 56-MJ01A) and line up 56-MJ01B/C as back up.
Put discharge pressure control in AUTO mode.

2.1.3 Service water


(Commissioning procedure PP-AAA-PP1-250)

Fill storage tank 59-MF01 from DRIK’s main header. This water is used for:
• Maintaining pressure in fire-fighting system by the jockey pumps.
• Pumps seal cooling.
• Supplying potable water system.
• Cleaning the facilities.

2.1.4 Fire water


(Commissioning procedure PP-AAA-PP1-261)
(Sketch nº 63-00).
• Line-up fire-fighting system and start jockey pumps 63-ML08-MJ01A.
• Put sea water pump 63-MJ01 in AUTO mode.

Note : LNG Train Fire Water System is connected to existing facilities via
three tie in :
• Tie in 126A & 126B located at North side of New LNG Train, on see
water intake
• Tie in 127 located at east side of New LNG Train, on west side of
existing LNG Tank TK-102.
• Tie in 128 located at south east of New LNG Train (behind Sonatrach’s
infirmary).

2.1.5 Demineralized water


(Commissioning procedure PP-AAA-PP1-249)
Fill up demineralized water storage tank 59-MF03 from existing units. This water is
used for:
• Cooling of auxiliary systems of rotating equipments (turbines, compressors).
• Make-up for AGRU solvent.
Fill up water cooling circuits using 59-MJ03/A and start circulation via 09-MJ09/A.

2.1.6 Flares system


(Commissioning procedure PP-AAA-PP1-243),
(Sketch nº 65-00).
• Confirm nitrogen purge for all concerned circuits.
• Establish fuel gas purge through all flare headers, using feed gas and light
flares pilots :

2.1.7 Blowcase
(Commissioning procedure PP-AAA-PP1-244)
• Confirm nitrogen purge for all concerned circuits.
• Light 65-MB08 and 65-MB09 liquid flare pilots according to sketch
no. 65-00

2.1.8 GTG’s
(Commissioning procedure PP-AAA-PP1-241)
• Confirm nitrogen purge and line-up 6’’ start-up line to provide fuel gas for
GTG’s.
• Introduce gas to 6’’ start-up line.
• Put fuel gas heater 51-ML01 in service.
• Warm-up 6’’ fuel gas line and start one GTG.
• Start electrical equipments (air-cooler) on Train/Fractionation, stop EDG’s
accordingly then start a second GTG.

2.2 Liquefaction Train and Fractionation start-up


At this operating step, it is assumed that all systems which may contain
hydrocarbons are nitrogen purged. Fire-fighting equipment, F&G and flares systems
are operational.
Also, liquefaction and fractionation dry out has been achieved once the regeneration
of the driers is completed. Then, during the following chronology, it is considered that
Train and Fractionation units have been dried out and kept under positive pressure
of dry gas.
Note: During the first start up, hot oil for AGRU and dehydration will be provided from
Oil Furnace 58-MB01, through the temporary crossover line connecting Train and
Fractionation (sketch nº 58-01).
Note: This temporary line will be disconnected once all driers are regenerated.

2.2.1 Feed gas compressor 01-MJ01 start-up

• Line up feed gas metering system.
• Pressurize Compression Unit to 42 b.
• Pressurize absorber 12-MD21 to 42 b.
• Start Fan Cooler 01-MC01.

• Close 36’’ manual valve and its bypass at 01-MJ01 discharge, downstream
of 01-ESDV-1035.
• Start compressor 01-MJ01 and maintain it at minimal speed, recycle valve
open at 100 %. At this step, expected discharge pressure is around 55 barg.
• Open ESDV-1035
• Open slowly 2’’ bypass valve around 36’’ butterfly valve downstream of 01-
ESDV-1035 to pressurize absorber 12-MD21.

2.2.2 Acid Gas Removal Unit start-up


(Commissioning procedure PP-AAA-PP1-202)
(sketch nº 12-00).
• Pressurize absorber at compression unit pressure (about 55 b).
• Open fully 36’’ valve downstream of 01-ESDV-1035.
• Fill up solvent regenerator 12-MD27 and flash drum 12-MD22 at 80% with
solvent (40% MDEA, 60% Demin Water), using transfer pump 02-MJ21.
• Pressurize Flash Drum 12-MD22 at 3 barg LP fuel gas system (reverse flow).
• Line-up solvent circuits and start one booster pump 12-MJ22-A/B/C while
continuing filling up.
• Start one HP pump 12-MJ-21A/B/C.
• Stabilize cold solvent flow and switch control loops to AUTO mode, wherever
possible.
• Once hot oil is available :
- Start Lean Solvent Cooler 12-MC21 and Solvent Regenerator
Condenser 12-MC34.
- Start MDEA solvent regeneration.
- Put Solvent Filtration Skid 12-ML33 in service.

Note : During the first start up, hot oil will be provided from Hot Oil Furnace 58-
MB01, through temporary crossover line connecting Train to Fractionation.
Later on, hot oil will be provided from Waist Heat Recovery Unit 18-MC01,
once Propane Compressor Turbine 16-MJ04-GT is in service

2.2.3 Dehydration Unit start-up


(Commissioning procedure PP-AAA-PP1-203),
(sketch nº 13-00).
At this step, dehydration unit is under a slight pressure of nitrogen. Once warm
MDEA solvent circulation is in service and all AGRU parameters are stabilized:
• Slowly pressurize the three driers 13-MD02 A/B/C up to 30 barg (regeneration
circuit pressure).
• Pressurize one drier at absorber pressure (about 55 b) an line it up in service.
• Establish a small natural gas flow to flare via 13-PV-1062 B.
• Start Regeneration Gas Cooler 13-MC03.
• Start regeneration of the three driers.

2.3 Compressors PR, MR and External PR start-up

2.3.1 Propane and HP-MR Compressors 16-MJ04/MJ03


(Commissioning procedure PP-AAA-PP1-215),
(sketch nº 16-00).
Once one drier is regenerated :
• Put Defrost Gas Heater 15-ML01 in service.
• Pressurize HP FG system up to 28.75 barg using regeneration gas and
establish circulation to flare through 15-PV-PV1159
• Put Fuel gas Heater 15-ML02 in service.
• Put PR compressor 16-MJ04 tertiary seal (nitrogen) and primary seal (dry
gas) systems in service.
• Start filling up propane kettles and propane accumulator 16-MD06,using
propane from existing units (5P/6P) and purge light components through high
points vents, to get maximum propane concentration (> 90%).

Note: Prior to inventorying propane into the Accumulator 16-MD06, propane


may be flowing from 5P/6P to tank 76-MF01. It may be necessary to redirect
the propane flow to the Propane Accumulator by raising the set point of 76-
PIC-1442 to 4.5 barg. Propane flow from Unit 5P/6P will then flow to the New
LNG Train.
Propane Accumulator 16-MD06 will be isolated once a liquid level is maintained
at 85% and allowed to pressurize due to ambient heat leak
At this point, propane will be the primary source of seal gas for the Propane
Compressor. If the propane seal gas is depleted before the compressor is
started, it will be necessary to switch the primary seal gas supply back to
defrost gas. At this time, the Accumulator will need to be depressurized and
refilled with liquid propane from 5P/6P to be used as primary seal gas reservoir
for the compressor.
• Put HP-MR compressor 16-MJ03 tertiary and primary seal systems in service.
• Pressurize compressor MR-HP at 1.5 barg, using defrost gas gas.
• Establish a pressure of 1.5 b with propane vapor in PR compressor 16-MJ04.
• Start oil circulation on Unit 18 (sketch nº18-00).
• Put in service Propane Fan Coolers 16-MC09/10/11 and HP-MR Fan coolers
16-MC03.
• Once Fuel-gas line to Propane Gas Turbine 16-MJ04-GT reaches 74ºC,
proceed to 16-MJ04-GT start up.
Note: Once WHRU 18-MC01 is in service, warm up hot oil circuits supplying
LNG Train Heat Exchangers.
• 12-MC23A/B: Solvent Regenerator Reboiler.
• 13-MC02: Regeneration Gas Heater.
• 15-MC07: Fuel Gas Heater.

Stop Electrical Fuel Gas Heater 15-ML02.

2.3.2 MR-LP/MP compressors 16-MJ01-02.

• Establish tertiary and primary seal on LP-MP MR compressors 16-MJ01/02.
• Pressurize LP-MP MR compressors 16-MJ01/02 at 1,5 b using defrost gas
• Pressurize MCHE 15-MC05 shell at 3 barg using defrost gas.
• Put MR Fan Coolers 16-MC-01/02 in service.
• Start 16-MJ01/02-GT.

2.3.3 External Propane Compressor 20-MJ01


• Establish tertiary and primary seals on External Propane Compressor
20-MJ01.
• Start filling up propane kettles and propane accumulator 20-MD05,using
propane from existing units (5P/6P) and purge light components through high
points vents, to get maximum propane concentration (> 90%).
• Establish a propane vapor pressure of 1.5 barg in external propane
compressor 20-MJ01.
• Start External Propane Fan Coolers 20-MC01/02/03.
• Once Fuel-gas line to Propane Gas Turbine 16-MJ04-GT reaches 67ºC,
proceed to 16-MJ04-GT start up.

2.4 Liquefaction start-up

2.4.1 Mercury absorber to MCHE second pass outlet pressurization with dry
gas

2.4.2 Furnace 58-MB01 start-up


(Commissioning procedure PP-AAA-PP1-228).

This equipment should be first started to provide hot oil to AGRU and dehydration
through temporary crossover line.
At this step, it is also required to provide hot oil for scrub column reboiler 15-MC15
during MCHE cooldown.

2.4.3 MCHE 15-MC05 Cooldown

Note: Temperature gradient to respect during cooldown is:
• 17ºC/hr max during initial cooldown.
• 28ºC/hr max during next cooldown.

2.4.3.1 STEP 1 (-30ºC): 15-MC05 shell and MRL header downstream of

• LP/MP-MR Compressor 01-MJ01/02 is shut down and boxed up.
• Propane Compressor is in service.
• Propane Kettles 15-MC01/02/03 are filled up with propane at 75% level.
• Establish dry gas flow from dehydration to scrub column reflux drum
overhead via 15-HV-1023.
• Open 15-TV-1039 at 100% to by pass MCHE first pass
• Establish blending of cold gas from top of scrub column reflux drum 15-MD02
an defrost gas to MCHE shell side through 66’’ MR line.
• Establish reverse flow on MCHE shell side from bottom to top then to Cold
Flare via 16-PV-1014.
• Simultaneously, establish reverse flow from MCHE shell side to cooldown
MRL header downstream of MRL valves 16-FV-1037A/B.

2.4.3.2 STEP 2 (-30ºC): HP MR Separator 16-MD08 and associated lines.

• Maintain STEP 1 in service.
• Establish defrost gas circulation on propane kettles 16-MC04/05/06/07 tube
side to MR separator 16-MD08 then to Cold Flare, downstream of 16-MD08.

2.4.3.3 STEP 3 (-30ºC): MCHE MRL and MRV bundles and 1st and 2nd pass
inlet headers to MCHE

• Maintain STEP 1 and STEP 2 in service.
• Establish reversed circulation through MRV bundle.
• Establish normal circulation through MRL bundle.
Establish normal circulation for cooling down of 1st and 2nd pass inlet headers to
MCHE.

2.4.3.4 STEP 4 (-145/154ºC): MCHE 15-MC05 shell

• Stop STEP 1 (no defrost gas injection in shell side).
• Stop defrost gas injection upstream of Propane Kettle 16-MC04
• Maintain circulation from top of reflux drum 15-MD02 to Cold Flare via
15-HV-1023.
• Start MR compressor 01-MJ01/02.
• Continue MCHE shell cooldown,using normal circulation :
o MRL via Warm JT valve 16-FV-1037C
o MRV via Cold JT valve 16-CRV-1035.

2.4.3.5 STEP 4A: 1st and 2nd pass feed gas bundles
(Sketch nº 15-05)
• When MCHE overhead shell side temperature reaches about -100ºC, slowly
close 15-TV-1039 and divert flow through 1st pass, then to scrub column
reflux drum 15-MD02 overhead via 15-HV-1023
• When 1st pass outlet temperature reaches -55ºC, slowly open 15-PV-1063 at
2nd pass outlet to flare. Simultaneously, close 15-HV-1023 at Scrub Column
reflux drum 15-MD02 overhead.

2.4.4 Cooldown of equipments downstream MCHE 15-MC05


Note: Helium rich gas flash drum 15-MD03, nitrogen stripper 15-MD04 and
LMR/Helium rich gas heat exchanger are first cooled simultaneously by LNG vapors
then by liquid for both drums.

2.4.4.1 Helium rich gas flash drum 15-MD03 cooldown

• Once MCHE outlet temperature is < -110ºC, crack open 15-FV-1057C and
cool down the line to 15-MD03. At the same time, slowly close 15-PV-1063 to
flare.
• Open 15-XV-1438 and crack open Helium Drum control valve 15-PV-1089 to
flare.

2.4.4.2 Nitrogen stripper 15-MD04 cooldown

• Crack open Nitrogen Stripper control valve 15-PV-1363 to flare.

2.4.4.3 LMR/Helium rich gas heat exchanger 15-MC06

• Helium and fuel gas passes are progressively cooled once correspondent
vapor stream are available.
• MR pass will be first cooled to cold flare (15-TV-1001 closed), once MR
temperature downstream of 15-CRV-1035 reaches about -100ºC.

2.4.4.4 LNG pumps 15-MJ03A/B

These pumps should be cooled down from rundown line as propane compressor
16-MJ04 is started up.

Line up LNG circuits and, once a level about 60% is reached in Nitrogen Stripper
15-MD04, start LNG pump 15-MJ03A/B on total recycle and forward flow to LNG
Storage 71-MF01 .

2.4.4.5 Fuel Gas Compressor 15-MJ04


(Commissioning procedure PP-AAA-PP1-212)

Fuel Gas compressor 15-MJ04 will be started once LNG production is about 70 %.
• Start fuel gas compressor 15-MJ04 on total recycle.
• Slowly forward flow to regeneration circuit and then to fuel gas circuit.
Note: Perform this operation as slowly as possible to prevent sudden
variations on PCS, which can trip gas turbines.

2.4.4.6 Helium compressor 15-MJ05 start-up

At first, rich helium produced will be diverted to flare.
As required specifications are obtained and fuel gas compressor is in service:
• Put Helium Fan Cooler 15-MC13 in service.
• Start helium compressor 15-MJ05.
• Line up helium rich stream to Helison.
Note: In case of helium compressor trip, rich helium load can be delivered to
Helison as following:
• Put helium gas heater 15-ML06 in service.
• Raise helium rich gas flash drum 15-MD03 set point up to 6 barg.
• Helium rich production drop will be compensated by LNG BOG via 15-FV-
1540

2.4.4.6 BOG recycle compressor BOG 15-MJ06A/B/C start-up


(Commissioning procedure PP-AAA-PP1-213)

BOG compressors 15-MJ06A/B/C will be started once liquefaction and Demethanizer
07-MD01 are in stable operation.
Note: Before BOG recycle compressors 15-MJ06A/B/C start up, storage tanks
vacuum protection systems as well as assist gas and dry gas to liquid flare 65-
MB08/09 are supplied by natural gas thorough 15-XV-1186.

At this step, liquid MR flows via Warm JT 16-FV-1037C (MR expander 16-MJ06
bypass).
MR expander 16-MJ06 will be put in service when LNG production reaches about
80% and all parameters are stable. It is mandatory to respect rigorously the
cooldown procedure of MR Expander

2.4.4.8 LNG Expander 15-MJ02 cooldown


(Commissioning procedure PP-AAA-PP1-214)
(Sketch nº 15-09).
At this step, LNG flows via 16-FV-1057C (LNG expander 15-MJ02 bypass).
LNG expander 15-MJ02 will be put in service when LNG production reaches about
80% and all parameters are stable. It is mandatory to respect rigorously the
cooldown procedure of LNG Expander.
2.5 Fractionation start up
(Sketch nº 07-00)
• Fractionation start up requires the availability of External Propane
Compressor 20-MJ04 and Hot Oil Heater 58-MB01.
• Level in Scrub column will appear during pre-cooldown phase once the
temperature reaches -30ºC.
• At first, off spec liquid wil be sent to flare until design parameters are
obtained.
• Later on, ethane, propane, butane and gasoline will be diverted to storage
when design spécifications are obtained.

2.5.1 Demethanizer 07-MD01 start up


(Commissioning Procedure PP-AAA-PP1-221)

• Establish small hot oil flow through Scrub Column Reboiler 15-MC15 (tube
design temperature = -12º)
• Once Scrub column level reaches 40%, begin forward liquid to Demethanizer
07-MD01.
• Establish small hot oil flow through Demethanizer Reboiler 07-MC01.
• Once the level in Demethanizer Reflux Drum 07-MD10 reaches 40%, then
start Reflux Pump 07-MJ08/A.
Note : Demethanizer overheads will be sent to flare until BOG Recycle
Compressors 15-MJ06A/B/C are put in service.

• Once the level in Deethanizer Reflux Drum 07-MD03 reaches 40%, then start
Reflux Pump 07-MJ01/A.
Note : Off spec ethane will be first sent to flare. When Fractionation Unit is
stabilized, ethane could be sent to :
• Ethylene Plant (CP1/K )
• MR Loop as make up to refrigerant.
• Fuel Gas System via Fuel Gas Compressor 15-MJ04
• LNG reinjection
• LP Fuel Gas System.

2.5.3 Depropanizer 07-MD04 start up

the fractionation, nC5 will be forwarded to Gazoline Sphere 76-MD03 then to
Refinery (RA-1/K) while iC5 is reinjected in LNG.

2) Hot oil for units 12/13 will be first provided by hot oil furnace 58-MB01, through temporary crossover line, connecting Liquefaction to Fractionation.
3) LNG/Propane/Butane storage tanks and Gazoline Sphere should be available before LNG Train start up.
4) LNG BOG Compressors will be put in service after LNG Tank 71-MF01 cool down from existing units.
5) LPG refrigeration (Unit 76) will be put in service after Propane Tank 76-MF01 cool down from existing units.
6) Incinérateur 65-MB07 should be available once feed gas circulation through AGRU commences.
7) LNG rundown line will be maintained on cool down from existing units.
8) LNG production pumps 15-MJ03/A will be cooled down from existing units just after PR Compressor start up.

line with a combustible gas/air mixture .Use the FFG Pushbutton PB-60 to ignite first pilot. Confirm that the pilot FROM

8) When the pilot flame is stable close fuel gas valve VG-5 with air still open to clear any flame in the ignition line.
