1 PURPOSE
The purpose of this document is to provide guidelines & specification for scope of work
including providing and services in Plant 1, 2, CPP, IPP & BOP area of Vedanta Aluminium,
Jharsuguda plant.
2 SCOPE OF WORK
2.1 Scope of Service
2.1.1 The work shall be carried out as per relevant latest Indian Standards, codes, criteria
and recommendations and in absence of later the work shall be executed as per
best industrial practices and to the Indian Standard Specification and as may be
desired by the Engineer in charge of Vedanta.
2.1.2 The technical specification/Scope of work shall be read in conjunction with the
description of items in the schedule. The Tender shall refer to the Engineer any
discrepancy which may exist between the specification and corresponding items of
schedule for clarification before submission of the quotation and the Engineer’s
decision as to the clarity of the point.
2.1.3 Work shall be carried out only on basis of BOQ, specifications provided and
drawings (if any) marked “Released for Construction” with additions, alterations
and modifications made to aforesaid drawing from time to time and according to
other drawings that will be supplied to the Bidder progressively during the
execution of the work.
2.1.4 In addition to these specifications and drawings (if any), if the Bidder requires
further details, to facilitate his own people, familiar with his own specific detailing
practice, Bidder may do so at his own cost.
2.1.5 The Contractor shall include charges for all equipment, tools and plants etc., in the
respective item as per the BOQ. No separate charges on account of mobilization of
equipment are payable.
2.1.6 Dismantled materials shall be disposed to the allocated location which will be
shown by Vedanta.
2.1.7 Manufacture Test Certificates/Lab Test Report shall be submitted for all incoming
materials/Bought out item and it shall be sent along with the materials for all the
lots. Source of incoming materials to be prior approved by Client & Third-party
inspector
2.1.8 Design Approvals and Materials testing shall be done at NABL approved lab or
Central Government institution.
2.1.9 Service provide to follow QAP (Quality assurance plan) which must be approved by
client & third-party inspector before start of Job.

2.1.10 This Project involved Dismantling & Repair of damaged areas, WMM, GSB, PQC,
Crack Repairs, DBM, BC, Road Marking, RCC/UPVC pipe Laying, Road Gully Chamber
& Manholes Repair, Kerb stone laying, Painting works, Brick work, plastering works,
Hire of Machinery like Truck, Excavator, JCB, etc.,
2.1.11 Detailed BOQ is attached in the ANNEXURE 1.
2.1.12 All the work to be executed as per Specifications, Drawings, Work Procedures, site
condition and directed by EIC.
3 PROJECT MANAGEMENT
Contractor shall appoint one project manager for all the activities. The responsibility of the
project manager is to direct the works to be performed in accordance with the contract
and schedule and co-ordinate the tasks of engineering, procurement and construction.

i. Construction management
Contractor shall establish a capable site supervision team covering all disciplines. The
supervision shall be made up of personnel experienced in their field. The construction
manager shall be responsible for ensuring that the works are performed in a safe manner
and that local regulations are adhered to.
The Construction Manager shall be responsible for
i. Ensuring the timely execution of the works.
ii. Communication with purchasers.
iii. Communication with engineering office.
iv. Coordination between sub-contractors
v. Management of the site team
vi. Quality assurance and quality control
vii. Project controls and reporting
viii. Material management and stock control.
ix. Safety, Personnel relations and safety standards and regulations.
ii. Project controls
Contractor shall establish a project controls group at site that will
i. Track and report progress,
ii. Prepare progress reports,
iii. Update overall schedule,
iv. Monthly report with photographs of main activities
v. Monitor progress of sub contracts.
vi. Daily Manpower & Project progress reports
vii. Contractor shall prepare and issue monthly status and progress report and
convene regular progress review meetings.
iii. Safety
i. Contractor shall depute a capable and experiences site safety manager & team.
Service provider shall be responsible for & shall follow safety rules under the
provision of factory act and Orissa factory rules and electrical safety rules
amended up to date and other statutory rules & regulations.
ii. Safety officer shall provide all the necessary safety gadgets like safety shoes,
safety helmets, goggles, dust masks, hand gloves etc. to all his employees. All
the personal protective equipment (PPEs) should be of ISI grade.
iii. Before starting any job, contractor shall submit the safe work procedure (SWP)
& Hazard identification & risk assessment (HIRA) and get it approved by
Vedanta.

iv. Contractor shall follow and strictly adhere to the Vedanta HSE guidelines. The
contractor shall be arranged the gate pass of all the
labours/supervisors/engineers & has to abide by Vedanta safety & HSE policy.
6 PERFORMANCE GUARANTEE
Performance Guarantee period shall be of 5 years from the date
commencement/Handover. Party has to submit a PBG for the defect liability period. Any
Damage occurs in road in between shall be executed by service provider free of cost. In

case any agency will not be able to attained the potholes /road damages within defined
time line, same will be done at risk & cost of agency
