1. GENERAL
Immediately after the Commencement Date, Contractor shall begin planning for the
Temporary Works required at Site to support the construction phase, from initial
mobilization through demobilization on completion of the Work. As Temporary Works are
a major cost, care must be taken to plan efficient and practical facilities. These facilities
shall be designed to support the field effort but shall be removed after Project completion
and the area restored to its original condition.

Contractor’s Construction Manager shall lead the development of Temporary Works


necessary to support the Work at Site.

Company will only allocate land or space for Contractor/Subcontractor temporary


facilities within Manzalai CPF and Makori EPF, to the extent the land is in possession of
Company. Any other land, even adjacent to the above mentioned facilities, if required by
the Contractor for its own use or for the use of its sub-contractors, shall be arranged by
the Contractor at its own cost. Contractor shall take prior approval from Company before
going into any negotiation/ contracting with locals in this respect.

Note: All temporary facilities and camp accommodation shall be designed and
managed keeping in view and in accordance with Company’s and Government of
Pakistan’s established COVID-19 protocols.

2. TEMPORARY WORKS
2.1 Temporary Construction Facilities
Temporary construction facilities include, but are not limited to the following:
 Area leveling & grading
 Administrative and field offices
 First aid, ambulance and medical services
 Buildings, sanitary facilities, and sewage disposal
 Access Roads
 Fences, gates, and area lighting
 Site fabrication facilities
 Warehouse and laydown yards
 Personnel and material transport
 Concrete Batch Plant
 Communication facilities
 Security services

 Utilities
 Electrical Power
 Site lunch facilities

2.2 Construction Camp Accommodations


Contractor shall be responsible for providing accommodation for its staff and workforce,
its specialists and Subcontractors. Contractor shall be fully responsible for all
arrangements related to construction camp accommodation.

2.3 Temporary Site Facilities and Laydown Areas


Contractor shall be responsible for providing temporary Site facilities and lay down areas
for execution of project work scope. Contractor shall submit his plan for the same at an
early stage for Company review /approval.

2.4 Space Requirements


Contractor shall estimate the space required for offices, shops, warehouse, laydown and
off Site fabrication areas and submit to Company for approval. Contractor shall take into
account all subcontractor needs as well.

2.5 Medical Facility


Provision of medical facilities shall be Contractor’s responsibility.

2.6 First Aid and Emergency Services


Contractor shall provide and maintain first aid and emergency equipment/ambulance to
respond to any medical emergency involving Contractor or Subcontractor personnel.
Handling of all medical emergencies is Contractor’s responsibility.

3. ACCESS ROADS
3.1 Routes
Access roads shall be the responsibility of Contractor with the intent to enhance
construction mobility while mitigating the effects of traffic on existing roads.

3.2 Safety
Safety is a major consideration in planning for construction traffic. Therefore traffic lights
are suggested wherever construction traffic must cross existing roads. Also, construction
traffic must be limited to specific routes, which minimizes contact with, and impact on
existing roadways.

Shrubbery, bushes, trees and anything else that restricts vision at intersections should
be cleared for a minimum of 25 meters on either side and replaced with grasses or small
plants.

Trees and bushes may be replaced after all construction is complete but it would be
highly advisable to maintain the sight distances at the intersections permanently.

3.3 Common Roadways


Contractor shall construct temporary roads serving the Project as part of its scope of
work.

3.4 Contractor’s Roadways


Temporary roads within Contractor’s work and laydown areas are at its discretion.
However, all routes, whether improved roadways or not, shall be properly maintained
and controlled for dust by Contractor.

4. FENCING
Contractor shall properly fence the site accommodation camp, office, warehouse,
laydown areas, etc. Moreover, in order to restrict unauthorized movement of Contractor
resources within the operational facility while undertaking site construction, the
Contractor shall install fence all around the major work site area, as part of its scope of
work. The installed fence shall be removed by the Contractor once the construction
activities are completed, prior to demobilizing from site.

5. TEMPORARY POWER
Temporary power will not be available. Contractor shall determine needs and source
alternative methods for supplying power to work areas, offices, shops, warehouses and
camp, etc. at its own cost.

6. CONSTRUCTION WATER
Contractor is responsible for the supply of all water for construction activities including
temporary site facilities. Contractor shall determine needs, source and methods of
transport, storage and distribution for all construction/camp requirements, including
testing and flushing of all classes of piping systems and tanks.

Contractor shall also arrange for the reclamation and disposal of all water used for
hydro-testing, flushing and cleaning of pipe and equipment in compliance with the
applicable laws.

7. GENERAL SERVICES

7.1 General
The following activities shall be performed on a daily basis site-wide to support both the
infrastructure and the construction of the work:
 Roadway maintenance
 Trash removal and disposal
 General clean-up of common areas and roadways

7.2 Site Specific General Services


Site-specific general services for the maintenance and operation of the infrastructure
and construction work and/or office/ laydown areas, and camp etc. shall be performed by
Contractor.

These items include but are not limited to the following:


 Housekeeping in both laydown and work areas. All areas are to be maintained
in a neat and clean manner with trash removed on a daily basis
 Road maintenance and dust control including dust control of non-improved
storage areas
 General building maintenance
 Mob and demobilization services
 Installation of any additional facilities, if required
 Supply of fuels and lubricants
 Equipment maintenance
 Moving services

8. TRANSPORT - PERSONNEL AND EQUIPMENT


8.1 Vehicle Contract
Contractor shall fully comply with the requirements of all local regulatory bodies in
contracting vehicles. Contractor shall take prior approval from Company before going
into any contracting with locals in this respect.

8.2 Personnel and Equipment Transport


Contractor shall provide transport for all materials, supplies and equipment both to and
from laydown and storage areas, as well as transport for all personnel to and from the
camp accommodations area.

9. CONSTRUCTION EQUIPMENT
9.1 Equipment Requirements
Contractor shall supply all equipment required to complete the Work including that
needed for heavy lifts and transport.

Contractor shall fully comply with the requirements of all local regulatory bodies in
contracting construction equipment.

9.2 Supplier Survey


Contractor shall perform a thorough survey of all equipment suppliers during the
construction planning phases.

10. CEMENT SUPPLY


Contractor shall arrange Cement supply for the Work.

Company shall approve the cement supplier, batch pant, materials, and mix designs.

11. MATERIALS TESTING


Contractor shall provide civil materials testing laboratory and NDT facilities at Site.
