What is Exposure?
o Exposure
• is referred to as the “elements-at-risk”
• refers to both the human population and the building
stock that lie within a hazard footprint
o A comprehensive exposure database contains
information on the:
• spatial location of people and structures (including
residential, business, emergency services and critical
infrastructure);
• construction information including material type (e.g.,
wall and roof type), number of stories and vintage; and
• value of structures and contents

• Project started in response to Cyclone Program Components:
Ondoy (Ketsana) in 2009 and is part of
a broader AusAID initiative known as • High Resolution Digital Elevation

GMMA-RAP Polygon-Based (Landuse) Approach
(used only for Greater Metro Manila Areas)

1. Delineate Developable Land Areas

2. Classify actual Land Uses within Developable Areas
3. Estimate Era of Construction in Developable Areas
4. Estimate 3D geometry of buildings
5. Develop building type information per land use
6. Estimate floor area of building types in each polygon
7. Estimate residential population
8. Combine spatial and non-spatial inputs into single
file
Exposure Database Development (GMMA):
Much exposure information were derived from the Aerial Imagery
Exposure Database Development (GMMA):
From the Aerial Imagery, the land use was delineated together with
LGU
Exposure Database Development (GMMA):
From the Aerial Imagery and LiDAR, the building heights were determined

Height of Buildings
Exposure Database Development (GMMA):
From remote sensing data, era of construction were obtained and validated by LGU

Red: Pre-1972
Pink: 1992-2010
Exposure Database Development (GMMA):
From National Statistics Office (NSO) and using statistical approach,
building population per floor area were obtained
Finally, we derived the land use exposure information
which can now be used for risk assessment!

1. The Polygon(Landuse)-Based Approach was

only applied in National Capital Region (NCR)
and some municipalities in Rizal Province
(Rodriguez, San Mateo, Cainta, Taytay and
Antipolo City)

2. In developing the exposure database of other

provinces, a barangay-level approach was used
which utilized readily available demographic &
building information from the 2010 census data
of PSA.

We can improve results of our risk
assessment by developing a more
reliable exposure database.

This can be done with the help of local

government units, through the conduct
of actual building survey.
