1. GENERAL
This detailed works program focuses on the construction procedure for installation and
operation of ordinary concrete production facilities, (to describe with concision, “ordinary
concrete is described as “CVC” and “ordinary concrete production facilities” is described as
“CVC Plant”). The detailed works program for the earthwork of CVC plant has been already
submitted as the detailed works program for earth work of RCC Plant Yard (PCL NNP1-MS-
PY-001) separately.
This CVC Plant will be constructed in order to supply the ordinary concrete for the structural
works (i.e.. main dam internal structure, main dam powerhouse, re-regulation dam, dyke,
the structure and lining of diversion tunnel, upstream coffer dam, etc.) planed in this project.
Raw materials source to be used for CVC production such as water will be procured by
pumping up water from mountain at Disposal No.2 (quality of water had tested attached
Appendix 9.18), aggreagtes will be procured from Army Quarry (Paksan) until the start of
aggragate plant operation by dump tracks. After the aggregate plant operation, aggregates
will be transported from the aggregate plants by dump tracks.
The location of CVC Plant yard was selected on the basis of the following condition.
i. Near the Main Dam and Quarry
ii. The quantity of developed area is relatively small
iii. To ensure the necessary area including stockpile
iv. To ensure the strength of equipment foundation
CVC Plant yard is located including location of RCC Plant Yard at the vicinity of Road P1,
STA.7+180km with total average 1.9 Hectares and 6km away from the village of Ban Hat
Gniun and 3km with Ban Hatsaykham as shown in Fig.1.
The plan layout for setting heavy equipment of CVC Plant Yard are shown in Fig.2
The maximum volume per month is 17,341m3 (Dec. 2016) and the maximum volume
per day is 700m3 (i.e., 17,341 m3 /26 day= 670 m3/day). If the average concrete
placing time is 12 hours, it is necessary to ensure the batching plant capacity more
than 120 m3/h (700m3/ 12h =58.3m3/h). In order to supply the planned quantity of
ordinary concrete as well as proposed maximum batching plant capacity shall be more
than 90m3/hr in Contract, we will install 2 numbers of batching plant with capacity is
60m3/h for parallel production or one of each batching plant standby.

3. MATERIALS
This CVC Plant is temporary, therefore, materials to be used are temporary use only.
The quantity of material to be used for foundation works depicted in table 2 and Appendix
9.4

After finish the foundation and installation work, CVC Plant will be constructed in
order to supply the ordinary concrete for the structural works (i.e.. main dam internal
structure, main dam powerhouse, re-regulation dam, dyke, the structure and lining of
diversion tunnel, upstream coffer dam, etc.) planed in this project. The materials to
be used in this construction work shown in table 3.

Appendix 9.16
And then, the evaluation for subcontractor will be done and recorded.

5. CONSTRUCTION PROCEDURE
CVC plant is located at the part of RCC Plant yard as shown in Fig.1. The earth work for
CVC Plant is finished before start installation work.
After completion of the Plant Yard development, the foundation of each CVC Plant
facilities will be constructed. The drawing for foundation plant of each facilities is shown
in Appendix 9.4. The summary quantity of each foundation is shown in Appendix 9.13.
The design strength of lean concrete is more than 10N/mm2 and structure concrete is 25N/mm2.
The supply for foundation concrete will be used truck mixer/ Excavator.
The type of CVC plant will be transported from Viet Nam and made a unit in the factory.
The each facilities will be assembled by mobile crane. The procedure of assembly is
shown in Fig 4
After the completion of assembly, test operation will be carried out. At the test operation, we
should confirm as follows:

be complied in accordance with Table 11 Batching and Mixing in Technical Specification of

After the CVC Plant finished installation work, plan for trial mix will be instructed for ordinary
concrete. The mix proportion will be proposed and submit the detail on trial mix plan
separately.
The supply of CVC will be carried out in accordance with each construction schedule. These
schedule will be arranged daily, weekly and monthly. Supply schedule for concrete is shown in
Appendix 9.14
The CVC will be transported by truck mixer to each supply point. At the concrete placement,
the test on the fresh condition (Slump, temperature) will be carry out. At the same time, test
specimen for compressive strength will be made at the site.
The inspection of facilities should carried out in the commencement of daily opening and
monthly. And spare parts of plant will be stocked at the site.
After the completion of all CVC supply, each facilities CVC Plant will be disassembly. The
removal of each concrete foundation will be made a decision about that after disassembly it
with the Owner.
6. Safety control
Safety control for site works shall follow the latest Safety and Security Program
(Document No. NNP1-PRG-SSP-A3) enclosed with Contractor’s letter NNP1-PCL-
00044, dated 10th December 2013.
Especially for CVC Plant excavation works area and installation works for CVC Plant,
the following issues shall be concerned.
For all staffs and workers, the safety training shall be carried out.
Warning sign board will be arranged.
Don’t approach the working radius of heavy equipment.
High place works shall be wore the safety belt.
All of staffs and worker should but on their safe shoes, helmet, goggles and leggings.
The limited of truck lorry speed is less than 10km/h in site and 25km/h with outside.
Signboard and instructions to download the driver and recognize dangerous problem.
Watch man shall be arranged on the shoulder of area work for installation
Plant component will be mobilized from Vietnam and transported by trailer (12m and
14m) that should be provided seatbelt for tight component during transportation.
One small nylon piece or anything equivalent will be hanged on components which
are longer than trailer body length for safety alarm from afar view.
The plant component will be unloaded by tire crane or unit crane if crane capacity (25
tons) is safe enough, at Plant.
Nobody is allowed to stand within working radius of crane arm except crane operator
and 2 workers for unloading.
Crane operator must have license and available for checking whenever authority
party required.
The calibration crane must be in valid.
Two (02) ropes will be provided at two (02) edges of component for direction control
by two (02) workers during unloading.
The crane’s swing speed is limited as slow enough to prevent any incident as well as
accident.
The installation must be conducted by experience man and carried out in day time only
Nobody can enter installation area during setting up except relevant role man.
Before the start of mixing concrete warning bell shall be given to all personnel
working in batching plant to give warning and be aware of the operation plant

Before commencement of work, safety training will be carried out to relevant staffs and
workers as follows. The emergency action plan is attached in Appendix 9.5.
4) Fire prevent
Each batching plant should have fire extinguisher when emergency happened.
7. QUALITY ASSURANCE
Quality Assurance shall be followed to the Quality Assurance Program (Document No.
NNP1-PRG-DrQAP-A3) enclosed with Contractor’s letter NNP1-PCL-00086, dated 16th
January 2014.
Basically, Quality Control works shall be conducted by the contractor whereby proper
implementation and inspection of this work shall be made to ensure that the quality is
maintained.
PART 2
SITE SPECIFIC ENVIRONMENTAL & SOCIAL
MANAGEMENT & MONITORING PLAN
(SS-ESMMP)
For
CVC PLANT
INSTALLATION OF FACILITIES
8.1 Introduction
This Site Specific Plan has been prepared to highlight environmental and social conditions
prior to the beginning of each construction activity and will be used as a tool to ensure the
particular activity follows the correct management and mitigation procedures. Sub-Plans will
be used to detail mitigation methods for each of the activities associated with the construction
or excavation works.
The CVC Plant will be used to produce conventional concrete for all civil works, from office
flooring and bridge foundations to the Main Dam construction. This Site Specific Plan will detail
construction of CVC Plant area and foundations along with installation of Plant facilities and
equipment, also described in Section 1 General, of the DWP.
Table 8.1 below shows the referential linkages of documents regarding environmental matters
in the NNP1 Project. The Owners (NNP1) documents use references and information from the
Concession Agreement. This SS ESMMP (Contractor) uses references and information from
Owners EIA/ESMMP and Owners ESMMP-CP.
The Contractor documents are; Contractors EMP (Item 4) and SS ESMMP (Item5) which have
used applicable information extracted from the Owners documents which are Concession
Agreement (Item 1), NNP1 EIA/EMMP (Item 2) and ESMMP-CP (Item 3).
All obligations of the contractor are stated in the Civil Works Contract (CWC) which includes
Schedule 9 (Concession Agreement Pass Through Obligations) and is the only governing
document for the Contractor.
Previous land use in the area consisted mainly of shifting cultivation i.e., seasonal crops
including rice and corn, being farmed in the area. The area has since been cleared as part of
the earth and excavation works for the Plant Yard (CVC & RCC).
Sediment ponds, inside and outside of the CVC Plant will be installed to minimize sediment
loaded waste water from entering Nam Ngiep River.

Table 8.2 below identifies the relevant list of Sub Plans required for the construction activities being
undertaken in the CVC Plant area. The Sub Plans were selected after a review of the following:
Detailed descriptions of Sub Plan content and guiding objectives are found in the relevant sections
relating to NNP1 Environmental and Social Management and Monitoring Plan. See Contractors
EMMP-CP Appendix 2.1 “Sub-Plan for Civil Works”
An Environmental Management Activity Table with monitoring method and frequency, for
construction of the CVC Plant can be referred to in Appendix 9.12 of the DWP.
- A sediment pond within the plant site will be used to collect run-off from
construction activities. Appendix 9.1 shows location of sediment ponds.
- Open ditches will run along the outside of the CVC Plant and collect in a
sediment pond (See Appendix 9.1)
- Material stockpiles within the Plant will be contained within a bunded area to
reduce run-off during rain periods.
Weekly inspection are conducted as part of the Contractors Environmental, Health and
Safety procedures, and these will include inspections of sediment ponds. Any
maintenance such as clearing of sediment will be at the inspector’s discretion, with
frequency of clearing increased during heavy rain periods.
- Sediment ponds will be installed within the CVC Plant Yard to collect surface run-off
- An additional Sediment pond/waste water treatment pond, will treat waste water from
washing down cement trucks and recycled for use within the plant, it will not be
discharged outside of the plant.
- The “stock pile” shown in Appendix 9.1 is actually a de-watering station, used to
remove water from sludge collected in the waste water treatment pond.
- Recycled water may be reused as dust suppression within the plant yard or access
roads
- Proper waste collection of construction waste, such as oil rags, used oil containers, oil
filters and any hazardous materials will be crucial. Disposal will be through authorized
waste management companies.
- Septic tanks will be installed along with toilets
See Appendix 9.1 for details regarding location drainage systems, and septic systems.
- All fuels/oils and other hazardous materials will be stored in correctly constructed
storage facilities to prevent spillage or un-authorized use i.e., raised concrete
floor, bund, roof or sunshade, oil weir or trap.
- All hazardous materials to be correctly labeled.
- Hazardous materials and chemicals used in the construction work shall be stored
with Material Safety Data Sheets (MSDS).
- Discharge of any contaminated water into the environment shall be prohibited.
- Prior to the operation of the CVC Plant, the Contractor shall install a wastewater
treatment system that: have the capacity to treat wastewater to a quality
compliant with relevant standards (refer to Appendix 9.8 and Appendix 9.10 of the
ESMMP-CP) and are designed appropriately for site conditions. For example,
settling and retention ponds with sufficient specifications/capacity for treatment of
wastewater, e.g., from washing of equipment such as mixer drums, mixer trucks
and chutes being in contact with storm water.
- All vegetation clearing has already been completed as part of the Detailed Work
Program for Earth Works of Plant Yard.
Spoil disposal within the plant yard refers to sludge that is removed from the
sediment ponds or drainage ditches. After de-watering, dry spoil will be
transported to Disposal site No.2.
The distance from the CVC Construction site to the closest Village, Ban Hatsaykam is
over 3km away and over 6km from Ban Hat Gniun. There is no influence of noise and
vibration.
Excessive noise cannot be avoided during construction of plant facilities; all workers will
be required to wear PPE, such as ear plugs if noise levels exceed 80dBA. Other PPE
such as safety glasses and breathing masks must also be worn if necessary.
UXO clearance has been carried out within the CVC Plant site by NNP1 before the
beginning of any construction activities.
Traffic speed regulation devices, such as speed bumps, and signage will be installed at
sensitive locations including in the vicinity of villages, construction camps and at busy
intersections on the approach to the CVC Construction work area. Regular monitoring
of traffic conditions will be conducted as part of the weekly Environmental, Health and
Safety inspection. In case that explosive material will be transported, the permission by
relevant authorities shall be obtained.
The New Employee Indoctrination Training is executed for all new employees prior
to commencement of the works. In this training, the Contractor staff have
explained the site regulation/rule, site situation and safety & environmental
issue. The content can be referred to the site regulation in the Contractor letter
NNP1-PCL-00050, dated 13th December 2013.
All workers have to complete the environmental training programs. A register of this
training is kept and can be given to NNP1 on request.
The monthly safety mass meeting will be carried out regularly and the instruction for
safety and the environment impact will be mentioned in this meeting.
Weekly meetings are also conducted to bring further awareness to environmental
health and safety issues in the CVC Construction area.
Regarding the content of Section 6, Part 1 of the DWP, the tool box meeting will be
carried out weekly and before commencement of any new works.
Health Awareness Training has been be carried out for all personnel in the monthly
mass meeting.
First aid kits will be made available by the Sub-Contractor in charge of construction
activities.
First aid kits should be located in the temporary site office.
The register for each item above can be provided to NNP1 on request.
Barriers shall be installed to keep visitors and workers away from hazardous areas.
Signage shall be installed around the outside of the construction site to warn and
direct traffic and visitors.
Strictly impose speed limits on construction vehicles along residential areas and
where other sensitive receptors such as schools, hospitals, and other populated
areas are located.
Limiting construction vehicle speeds to appropriate levels (typically 25 km per hour)
to reduce accident potential, and securing all construction vehicles and equipment
during non-working periods to prevent unauthorized access or use (e.g. through use
of a fenced and locked staging site and/or security guards).
Referring to the emergency action plan in Appendix 9.4, the emergency response
procedures, emergency contact numbers and communication and reporting
procedures will be clearly displayed and each staff always carry it.
First aid kits will be prepared at each site accordingly.
Hazardous materials will be stored in the permitted area only and according to the
instruction by the authorities,
Facilities and equipment for firefighting shall be prepared.
According to the EIA document, a preliminary survey of the Project Area was
conducted by the Lao PDR Department of Museums and Archaeology (DMA) in
October of 2007. In September 2013 local villagers informed NNP1 of Buddha images
located in caves near the NNP1 Temporary Bridge site (near CVC Plant). On the 30th
November 2013 the images were successfully relocated to the local Temple at Ban Hat
Gniun. The relocation was complemented by traditional Buddhist ceremonies, which
involved Lao department and authorities including; Head of Hat Gnuin Village,
Representative from NNP1, Representative from Bolikhamxay Province, and
Representative from Bolikhan District and RMU.
If the Contractor is to find any new physical or cultural resources during CVC Plant
construction, the Contractor shall stop the works and inform the Owner immediately
and follow the Chance Find Procedures (below).
Objectives of Chance Find Procedures are to; (a) minimize impacts to resources from
all NNP1 related activities and (b) to ensure that any artifacts uncovered are
appropriately recorded, documented and reported to the appropriate line agencies.
If any fossil or cultural item of significance is found the Contractor will promptly give
notice to the owner. This follows the guidelines stated in the Civil Works Contract
“CWC” Clause 4.25 regarding Fossil and Artifacts. The Contractor will work with Owner
to ensure safe removal of the artifacts, as directed by the Owner who will implement
Chance Finds Procedures with a variation order.
(i) The contractor shall immediately cease operations on road section where
artifacts/archaeological finds are unearthed and immediately inform NNP1 Site
Manager.
(ii) The Owner will consult the Head of Village and Culture and Tourism
Administration Office to obtain advice regarding the next steps.
The contractor to recommence work only after the Culture and Tourism Office has
provided official notification accordingly.
