RA 9163 was passed by the House of Representatives and the Senate of the Republic of
the Philippines on December 19, 2001. It was approved by Philippine President Gloria
Macapagal-Arroyo last January 23, 2002.The implementation of RA 9163 commenced in School
Year 2002-2003. Under the NSTP Program, both male and female college students of
any baccalaureate degree course or technical vocational course in public or private educational
institutions are obliged to undergo one of three program components for an academic period of
two semesters. The students, however, are free to choose which particular program component to
take (either CWTS, ROTC, or LTS).

Vision: The University shall provide higher and advanced vocational, technical, industrial,
technological and professional education and training in industries and technology, and in
practical arts leading to certificates, diplomas and degrees. It shall provide progressive leadership
in applied research, developmental studies in technical, industrial, and technological fields and
production using indigenous materials; effect technology transfer in the countryside; and assist in
the development of small-and-medium scale industries in identified growth centers.
Vision: The TUP-NSTP envisions to build up valuable and effective members of NSRC/MRC
who may serve as agent in attaining quality of life, sustain peace, unity, cooperation and growth
of the target communities of the university.
