EARTHWORKS FOR CIVIL AND INDUSTRIAL
WORKS FOUNDATIONS CARRYING OUT
1. SCOPE
1.1 The earthworks for the execution of the
foundations consist of: earth digging, loading,
transportation, dispersal, levelling and compacting
for the carrying out of the foundations and
underground installations inside the buildings and
related area which may affect the strength, stability
and operation conditions. The carrying out of these
works will be normally done mechanically. The
manual method is used only for economical and
organizational reasons. In case of mixed methods,
the works manually executed shall be established by
the project, considering the special conditions of
performance.
2. FIELD

PENTRU FUNDAREA CONSTRUCTIILOR CIVILE
SI INDUSTRIALE
1. SCOP
1.1 Lucrarile de terasamente pentru fundarea
cuprind; saparea, incarcarea in mijlocul de transport,
transportul, imprastierea, nivelarea si compactarea
pamintului pentru realizarea fundatiilor si instalatiilor
subterane din interiorul cladirilor si a zonei aferente
din jurul lor, care influenteaza conditiile de
rezistenta, stabilitate si exploatare. Executarea
lucrarilor mentionate se va face de regula
mecanizat, metodele de lucru manuale fiind aplicate
numai acolo unde folosirea mijloacelor mecanice nu
este justificata din punct de vedere tehnico-
economic si de organizare. In cazul adoptarii unor
metode mixte, volumele executate manual vor fi
stabilite prin proiect, tinind seama de conditiile
specifice ale executantului .

is still capable of being compacted in accordance
with the specified requirements. Fill material shall be
compacted in such a manner that structures or
utilities are not disturbed or damaged.
The compacting equipment shall be chosen in
compliance with the provisions of the STAS 2914-89
norms.
The equipment for the compacting operation may be :
a) Static equipments ( air-tired cylinder ) ;

Testing
Tests shall be carried out on the fill material and the
frequency of such tests shall be according to
specifications.

La alegerea utilajului de compactare se va tine
seama de prevederile STAS 2914-89.
Utilajele pentru executarea compactarilor pot fi :
a) utilaje cu actiune statica (cilindru cu pneuri, cilindru picior
de oaie);
c) utilaje cu actiune vibratoare (cilindru vibrator)

to the drawings, and no soft spots or uncompacted
areas will be allowed in the work.

wet, either from rain or from excess application of
water.
7. RESPONSIBILITIES
7.1. Engineer
- Is in charge of the execution, with the strict
observance of the project provisions and contract
conditions;
- Takes-over the co-ordinates before the start of the
works and provides the correct marking of the work,
based on the Marking Minute;
- Elaborates the Minute of the foundation level
verification, together with the designer and client
representatives;
- Elaborates the Minute of the verification of the
foundation terrain nature, together with the designer
and the client representatives;
- Will permanently inform the PT about the progress
of the works;
- Follows the observance of the technical provisions
imposed by the related PTE;
- Elaborates the bill of quantity for personnel,
equipments and materials ;
- Verifies the recording in time of the works quality ;
- Is supporting the CQ person in charge and takes
measures , if necessary, in order to eliminate the
situation which may impede the good progress of the
works ;
- Proposes to the PT the modification of the
technology of execution , if necessary ( when the
situation on the field is different as compared to that
established by the project );
- Before the works commencement takes0over the
emplacement and the boundary stones, on the basis
of a minute of taking – delivery
- Initiates corrective and preventive actions in order
to improve the activity on the site.
7.2. Quality technical control responsible

7. RESPONSABILITATI
7.1. Inginerul de executie
- Raspunde de executia incredintata, cu
respectarea stricta a prevederilor proiectului de
executie, caietului de sarcini;
- Preia pe baza procesului verbal de trasare a
lucrarilor, reteaua de coordonate inainte de
inceperea executiei lucrarilor si asigura trasarea
corecta a lucrarii;
- Intocmeste procesul verbal de verificare a cotei
de fiindare, impreuna cu reprezentantii
proiectantului si clientului;
- Intocmeste procesul verbal de verificare a naturii
terenului de fiindare, impreuna cu reprezentantii
proiectantului si clientului;
- Are obligatia de a informa permanent PT despre
stadiul si calitatea lucrarilor executate ;
- Urmareste indeaproape respectarea prevederilor
de executie, detaliilor de executie, precum si
prescriptiile tehnice impuse de PTE aferent;
- Intocmeste necesarul de utilaje, materiale si forta
de munca ;
- Verifica intocmirea la timp a inregistrarilor de
calitate de baza la lucrari;
- Sprijina activitatea responsabilului CQ pe lucrare,
informandu-se despre stadiul fizic al lucrarilor si
calitatea lor si ia masuri, cand este cazul, pentru
indepartarea situatiilor negative depistate de
acesta, urmand aplicarea corecta a solutiilor de
remediere propuse ;
- Propune PT schimbarea tehnologiei de executie
atunci cand situatia reala pe teren este alta decat
cea prevazuta prin proiectul de executie ;
- Inainte de inceperea lucrarilor preia pe baza de
proces verbal amplasamentul lucrarii si bornele de
reper (reteaua de coordonate);
- Initiaza actiuni corective si preventive in vederea
imbunatatirii activitatii in cadrul santierului.
7.2. Responsabilul CTC

sheets and the projects of the works organization in
view of fabrication;
- elaborates and keeps to date a register file of the
construction works which is responsible for.

deficiencies or deviations from the manufacturing
project;
- proposes corrective actions for the works repair.

7.3. Responsabilul tehnic cu executia
- Verifica si avizeaza PCCVI, sau dupa caz planul
calitatii (daca clientul solicita prin contract) pentru
lucrarile care urmeaza a fi executate;
- Admite executia lucrarilor de constructii numai pe
baza proiectelor si a detaliilor de executie verificate
de specialistii verificatori de proiecte atestati MLPAT;
- Verifica si avizeaza fisele si proiectele tehnologice
de executie. proiectele de organizare a executiei
lucrarilor;
- Intocmeste si tine la zi un registru de evidenta a
lucrarilor de constructii pe care le coordoneaza tehnic
si de care raspunde;
- Opreste executia lucrarilor de constructii in cazul in
care s-au produs defecte grave de calitate sau
abateri de la prevederile proiectului de executie ;
- Propune solutii/actiuni corective pentru remedierea
lucrarilor.

9. PREVENIRE RISC SI INSTRUCTIUNI SSM
Regulile de sanatate si securitate incluse in aceste
metodologii sunt complementare Planului General de
Organizare si Functionare a Santierului si Regulilor
de Sanatate si Securitate in Munca aplicabile
Santierelor din Romania si nu inlocuiesc aceste
lucru regulile de sanatate si securitate vor fi revizuite

in conformitate cu legile si regulamentele oficiale in

1. Risks :
- presence in the area of electrical cables,
electrocution risk,
- Breakdown
- Uncontrolled movements of the machine cuts
or pricks provoked by manual tools
- presence in the area of pipes, explosion and
fire risk,
- presence in the area of inflammable
materials, explosion and intoxication risk,
- presence in the area of explosion materials
(CH4), explosion and intoxication risk,
- presence in the area of sharp objects, cutting
and pricking risk,
Other related risks:
- dorsal lumbar injuries,
- skin injuries,
- intoxications,
- blindness
- mechanical injuries,
- falling and tripping
2. Prevention and Protection Measures:
• The state of the ground where such works are
performed must be supervised and checked
daily in order to eliminate bank collapse
accident risks during excavations. Where soil
mass collapse or gliding is possible,
regardless of the fact that props may or
may not be performed, immediate
consolidation measure will be taken.
Only afterwards excavations can be
continued
• The excavation of the foundation holes depth
ditches into natural humidity grounds free of
surface waters will be performed without
consolidations or props, as follows:
o In soft ground [sand, fillings] down to
70 cm depth.
o In average ground [manual] down to 1
m depth
o In hard soil [manual] down to 1.6 m
depth
o In very hard soil the [manual]
excavation goes down to 2 m.
• verifying the way of disconnecting for
electrical network, water network, gas
network, if necessary;
• it is forbidden the direct contact with electrical
conductors, even if the disconnecting works
are done;

- prezenta cabluri electrice, risc de
electrocutare, incendiu explozii;
- Surpare
- Miscari necontrolate ale utilajelor, taieturi sau
intepaturi provocate de uneltele manuale
- prezenta conducte, risc de expozie,
incendiu;
- prezenta material inflamabil (benzina,
motorina), risc de incendiu si explozie;
- prezenta material explozibil (CH4), risc de
explozie, intoxicatii;
- prezenta zone taioase si ascutite, risc de
taiere sau intepare;
Alte riscuri asociate:
- afectiuni dorsolombare,
- afectiuni ale pielii,
- intoxicatii,
- orbire,
- prindere de catre organele de masini aflate
in miscare,
- cadere, impiedicare
2. Masuri de prevenire si protectie :
• Pentru eliminarea pericolului de accidentare
prin surpare de maluri la sapaturi, se va
supraveghea si controla zilnic starea terenului
unde se executa asemenea lucrari. Acolo
unde sunt posibile surpari sau alunecari de
mase de pamant, indiferent daca sunt sau nu
sunt facute sprijiniri, se vor lua imediat masuri
de consolidare. Numai dupa aceea se va
continua executarea sapaturilor
• Saparea gropilor de fundatie cu adancime
mica in terenuri cu umiditate naturala si
unde nu exista ape freatice de suprafata
se vor executa fara consolidari sau sprijiniri
dupa cum urmeaza:
o In teren usor [nisip, umpluturi] pana la
adancimea de 70 de cm.
o In teren mijlociu [manual] pana la
adancimea de un metru.
o In teren tare [manual] pana la
adancimea de 1,6 metri.
o in teren foarte tare, se sapa [manual]
pana la adancimea de 2 metri.
• daca e necesar, se va supraveghea
deconecatrea retelelor electrice, de apa si
de gaz;
• se interzice contactul direct cu conductorii
electrici chiar daca debransarea a fost
executata;

• it is forbidden to be stationed on the auto
access path or in the equipment reach;
• transport equipment and working equipments
will not be left without survey, with the engine
running;
• all the workers will wear vests, helmets,
protection footwear, gloves and if is needed
masks for dust;
• the working equipment will be kept clean;
• during the trucks loading, the drivers must not
wait in the cabin.
• parking on the access roads and within the
work area of equipments and machineries is
forbidden;
• a worker will be trained for conducting traffic;
• Digging beyond 1.5 m depth will be performed
with side shoring.

• se interzice stationarea pe caile de acces
auto, in raza de actiune a utilajelor;
• mijloacele auto si utilajele de lucru nu se vor
lasa nesupravegheate, cu motorul pornit;
• toti lucratorii vor purta veste reflectorizante,
casca de protectie, incaltaminte de protectie
cu bombeu metalic, manusi, iar in caz de
nevoie, masti de protectie,
• echipamentul de lucru va fi pastrat curat;
• in timpul incarcarii mijloacelor auto,
conducatorii acestora nu trebuie sa se afle in
cabina.
• se interzice stationarea pe caile de acces
auto si in raza de actiune a utilajelor;
• un lucrator va fi instruit in vederea dirijarii
circulatiei;
• Sapaturile peste 1,5 m se vor executa cu
sprijiniri de maluri.
