MYANMAR AND THE UNITED NATIONS ORGANIZATION

The United Nations is a world organization which provides member nations with
an international forum to work together for world peace. Just after World War II it was
formed on 24 October 1945, with 51 member nations. Myanmar became a member of
the UN on 19 April 1948, being the 58th member of the UN. As each nation gained
independence in the postwar period it joined the UN so that by 2011 the membership had
increased to 193.

Aims and purpose of the UN as set out in its Charter are: (1) To keep peace
throughout the world; (2) To develop friendly relations among nations; (3) To help
improve living conditions of poor people; (4) To be a center for helping nations achieve
these goals.

The Secretariat is headed by the Secretary-General who is appointed by the
General Assembly on the recommendation of the Security Council for a five-year team.
He is the chief administrative officer of the UN. U Thant was Secretary-General of the
UN in the critical years of 1961 to 1971. He could handle the Cuban Missile Crisis when
the world was on the brink of the next Great War in 1962. Moreover, he settled War in
Congo in his first term, and Arab-Israeli Conflict and Vietnam War in his second term. U
Thant died of lung cancer in New York on 25 November 1974.

Apart from the six organs, the UN has many specialized agencies and commission
which work for the solution of social, economic and cultural problems as part of the UN
effort to maintain international peace. Some of the important UN agencies are:

- The United Nations Children's Emergency Fund (UNICEF) which tries to meet
the needs of children by supplying food, safe water, medicine and shelter and
works for the long-term survival protection and development of children.

Some UN specialized agencies have established office in Myanmar to carry out
their activities more effectively. They include the United Nations Development
Programme (UNDP), the United Nations Children's Emergency Fund (UNICEF), the
Food and Agriculture Organization (FAO), the World Health Organization (WHO), the
United Nations Drug Control Programme (UNDCP), the United Nations High
Commissioner for Refugees (UNHCR). The programmes and activities of UN
specialized agencies are intended to assist the Myanmar Government in the effort to
advance the social and economic development of the nation.

Other Southeast Asian Nations joined ASEAN. Brunei Darussalam joined on 8
January 1984, Vietnam on 28 July 1995, Laos and Myanmar on 23 July 1997, and

Cambodia on 30 April 1999. The ASEAN Declaration states that the founding of the
ASEAN is aimed at accelerating the economic growth, social progress and cultural
development in the region through joint endeavors in the spirit of equality and
partnership in order to strengthen the foundation for a prosperous and peaceful
community of Southeast Asian Nations. At the 27th ASEAN summit in Kuala Lumpur on
22 November 2015, ASEAN leaders adopted the ASEAN Economic Community (AEC)
2025 blueprint in their goal for economic integration. The AEC aims to (1) facilitate the
movements of goods, services, investments, capital and skills of the region (2) increase
trade (goods and services) and investments among Member States (3) promote and
expand regional production sharing and networks and (4) promote a higher level of
transparency and predictability.

In 2014, Myanmr assumed the ASEAN chairmanship and successfully hosted its
annual summit and related meetings in its new political capital Nay Pyi Taw, ushering in
a new chapter in its engagement with the regional group.

Economic and political circumstances have often challenged these aspirations. But
ASEAN has always remained faithful to its mission, anchored by the principles of mutual
respect, cooperation, and consensus building. This unique "ASEAN Way" has enabled
our region's unprecedented success.

Cultural exchange across our community's border has never been higher. Myanmar
itself is a diverse and vibrant nation. When joined with the other nine countries of
ASEAN, this cultural tapestry becomes even more colourful.

The ASEAN Community Vision 2025, which was crafted in line with the United
Nations's 2030 Agenda for Sustainable Development. Eighty-seven sovereign states and
one regional organization have already accredited ambassadors to ASEAN. In return,

Myanmar attened the inaugural June Meeting as an observer and joined the
organization as a full member at a Special Ministerial Meeting held in Bangkok on 22
Deceember 1997, upon which the name of the groping was changed to BIMST- EC.
Nepal was granted observer status by the second Ministerial Meeting in Dhaka in
December 1998. Subsequently, full membership has been granted to Nepal and Bhutan
in February 2004, the Philippines and Vietnam in September 2007 became BIMST- EC
member.

In the first Summit on 31 July 2004, leaders of the group agreed that the name of
the grouping should be known as BIMST- EC or the Bay of Bengal Initiative for Multi-
Sectoral Technical and Economic Cooperation. The main objective of BIMST-EC is to
foster socio-economic progress in the member countries by promoting cooperation in
trade and economic areas.

On 16th January 1998, the Working Group held consultations with international
organizations in Thailand such as ESCAP, UNDP, FAO, and the World Bank. These
international organizations expressed willingness to cooperate for the benefit of the
people in the region. At the Meeting 8 projects were categorized in the following areas
and it was agreed that responsibility be delegated as follows:
1. Trade and Investment (Bangladesh)
2. Technology (India)
3. Transport and Communication (India)

4. Energy (Myanmar)
5. Tourism (Sri Lanka)
6. Fisheries (Thailand)

After the 8th Miniserial Meeting in Dhaka on 18-19 December 2005, a number of new
areas of co-operation emerged. The number of priority sectors of co-operation increase
from 6 to 14. The 8 new sectors were discussed in the 1st BIMST – EC Summit and there
has been various activities to enhance those co-cperation ever since. The sectors are as
follows,
1. Agriculture, led by Myanmar
2. Public Health, led by Thailand
3. Poverty Alleviation, led by Nepal
4. Counter-Terrorism and Transnational Crime, led by India
5. Environment and Natural Disaster Management, led by India
6. Culture, led by Bhutan

endowed with primary energy resources such as coal, oil and natural gas. But the supply
of electrical power in most member countries with the exception of Thailand and India,
still lags behind demand.

The BIMST-EC Energy Sector Cooperation Programme is an arrangement to
achieve the objective of increasing energy supplies and will concentrate its effort on
developing energy resources and cross - border sharing. With its designation as the lead
country in the energy sector, Myanmar has established the Committee of expert/officials
according to the guidelines laid down regarding the role and functions of the lead
country.

The Committee is made up of 25 members, 2 each from Bangladesh, India and Sri
Lanka, 9 from Thailand and 10 from Myanmar. The BIMST- EC regional grouping acts
as a bridge between the South Asian and Southeast Asian regions. BIMST-EC has also
established a platform for intra-regional cooperation between South Asian Association
for Regional Cooperation (SAARC) and ASEAN members. Although it is relatively
new it is an important regional grouping. In the globalize world, countries are forming

into regional groups, to help their integration into the global economy. The BIMST- EC
is one such regional group. The BIMST- EC lines in the success of its cooperation and
coordination, and Myanmar benefit from this success in the various areas of cooperation.

The Mekong River is the 12th longest river in the world. The Mekong River is an
international river which is a very important artery and has great potential for other uses
of its water. The water of the Mekong River and the abundant resources that it contains
are exploitable in many ways for the purpose of economic development. The river is
therefore a great source of wealth and prosperity.

The economic and political history of the Mekong Sub-region has resulted in a
weak infrastructure and other services liking the countries of the Sub-region. The
development of peace in the sub-region provided an opportunity for the countries of sub-
region to draw more closely together, in a programme of regional economic cooperation.
The six countries took up the challenge and initiated the GMS Programme in 1992, with
assistance from the Asian Development Bank, which places high priority on regional and
sub-regional cooperation. The Greater Mekong Development Programme includes
sectors on transport, energy, communication, tourism, environment, human resource
development, trade and investment, agriculture and eradication of narcotic drugs.

The major issue that confronts the GMS countries is the conservation of the
natural environment. This is absolutely necessary for the long – term or sustainable

The Mekong Sub-region Environmental Conservation Work Committee has been
established to deal with the issue of the conservation of the natural environment. The
eighth meeting of the Committee was organized by the Myanmar National Commission
for Environmental Affairs in cooperation with Asian Development Bank in 2002.
Tourism provides an important source of income for the sub-region and there has
been close cooperation among GMS countries for the development of Tourism in the sub-
region. Myanmar has taken an active part in this and the 1st Meeting of Working Group
of Tourism was held in Yangon in 2002. The Meeting prepared for the 7th Mekong
Tourism Forum to be hosted by Myanmar and organized by Pacific Asia Travel
Association.
The Greater Mekong Sub-region Economic Cooperation Program Strategic
Framework 2012-2022 was adopted ar the 4th GMS Summit of Leaders in Nay Pyi Taw,
Myanmar in Decdmber 2011. It is anchored on the development of economic corridors,
which provides the spatial and thematic focus to the program.
