Sub. : Request for Interim Time Extension

Dear Sir,
We evade to reproduce the details presented through our letter no. - TEL/EIL/APL-
NAM/O53/19-20, dated – 27.05.2019, TEL/EIL/APL-NAM/94/18-19, dated –
31.05.2019, EIL/APL/A672/C&S/2019/081, dated – 26.06.2019, TEL/EIL/APL-
NAM/158/19-20, dated – 26.12.2019, TEL/EIL/ APL-NAM/159/19-20, dated –
26.12.2019 and mail dated – 24-06-2019, 29-08-2018, 29.11.2019, 11-12-2019 & 12-
12-2019.

The purpose of this communication is to bring out many facts of the progress of the
work and impact on the execution of key activities & amp; schedule owing to many
factors beyond the control of the contract. At this stage we are in the 20th month of
continuing with execution with all the support from APL. Ongoing balance works of
this challenging job has been under continuous struggle due to many constraints and
requires lot of extraordinary efforts to fulfill the obligation of completing the
subjected work to meet the overall needs of APL. TEL has been putting sincere
efforts in delivering the results to the best of EIL’s satisfaction in this project.

The reasonably correct assessment for completion of the balance work can be done
only after getting clearance of all inputs as well as assessment of the hindrances like,

 Revision of Engineering inputs and Drawings

 Delay in release of RFC drawings and front
 Hold on Work fronts
 Some RFC drawings still awaited
 Non compacted Bentonite mixed muddy soil throughout the working area
 Access to and Possession of the Site
 Delay in providing Earth Stock Pile Area
 Unexpected Unseasonal Heavy Rains
 Delay in access to site in certain areas
 Change In Law
  Force Majeure due to Change In Law
 Availability of labours
 Augment of outside labours
 Approval of Non-Schedule Items

You would kindly appreciate that, the reasons for delay, as stated above, were clearly
beyond our purview and control. The reasonably correct assessment for completion
of balance work can be done only after getting clearance of above all as well as
assessment of extent of balance work to be executed by us.

In view of above and in adhere to the current status of work, we request you to kindly
grant an interim extension of time up to 31-05-2020, with associated benefits
under the provisions of the contract. This would help both the parties to the contract
to honor their commitments for operating the contract in the extended period.
