EXECUTIVE ORDER NO. 44

Series of 2019

“AN ORDER DECLARING SUSPENSION OF CLASSES IN ALL LEVELS IN

TUGUEGARAO CITY ON 18 NOVEMBER 2019”

WHEREAS, DILG Legal Opinion No. 02-2015 provides that Local Chief Executives are
justified under Section 16 (General Welfare Clause) of Republic Act 7160 otherwise known as
the “Local Government Code of 1991,” in declaring suspension of classes in all levels in both
public and private schools, and suspension of work in all government institutions, to ensure
public order and convenience among their constituents;

WHEREAS, accroding to the latest weather bulletin issued by PAGASA Tropical Storm
Ramon is expected to hit the Northeast of Tuguegarao City on Monday morning that will bring
light to moderate rain with occasional heavy rain in the area;

WHEREAS, because of the peculiarity of students in Tuguegarao City coming from the
different areas of Kalinga, Apayao and Isabela, there is a need to suspend classes;

WHEREAS, the suspension of classes is highly recommended to ensure public order

and safety among the students in lieu of TS Ramon;

NOW, THEREFORE, I, ATTY. JEFFERSON P. SORIANO, City Mayor of Tuguegarao,

by virtue of the powers vested in me by the Constitution and the Laws, do hereby order the
following:

Section 1. Suspension of Classes. Classes shall be suspended in all levels (including graduate
schools) in both public and private schools on 18 November 2019 (Monday).

Section 2. Repealing Clause. All prior issuances or parts hereof inconsistent with this
Executive Order are hereby repealed, amended or otherwise modified accordingly.

Section 3. Effectivity. This Executive Order shall take effect immediately.

DONE in Tuguegarao City, this 16th day of November in the year of Our Lord, Two
Thousand Nineteen.
