We have choose clothing(brand) sector to survey. For survey, our team select a
shop named WESTERNA . Which is located at basundhara city complex . it
is a partnership business and a small kind of business ,which is growing us to
mideum rype of business. They sells clothes which are imported from Bangkok ,
Thailand. They sells exclusive collection of clothes which are very stylish to wear.
The main aim of this enterprise is to become the leading enterprise on western
dresses collection in Bangladesh.

Executive Overview
SME’s in Bangladesh is a thriving sector. For surveying we choose a
business that has started out as a small enterprise and transformed into a
medium one. The business is based on western styled garments and
operates within Dhaka. We conducted our survey based on a framework to
extract necessary informations. Our criteria was to find out how the
business tackles different situations and what were their long term goals.
Our findings includes various topic related information. Business objectives,
location, financial issues, investment criteria, obstacles etc. We have
concluded elaborated descriptions further down the report which will give
the reader an exact and proper insights on this SME based business. In the
light of the results of the survey we recommend that if they step up mor
branding they’ll be able to reach more buyers which will help increase their
sales.

SME Introduction
Small and Medium sized Enterprises (SMEs) have drawn a lot of interest among
policymakers, academics, businessmen and people in general. There is a broad
consensus that a vibrant SME sector is one of the principal driving forces in the
development of the economy of Bangladesh. SMEs stimulate private ownership
and entrepreneurial skills and can adapt quickly to changing market situation,
generate employment, help diversify economic activities, and make a significant
contribution to exports and trade.

Therefore, policies and initiatives to develop SMEs and to increase their


competitiveness are a priority for Bangladesh. Liberalization of the economy along
with rapid globalization has posed severe challenges to SMEs not only in
international market but also in the domestic economy.

Since SMEs are based on relatively small investment, their survival depends on
readily available market with easy access. In this context, access to finance,
market development and expansion as well as removal of other bottlenecks are a
challenging task, which requires coordinated efforts by individual business
enterprises and the government.

In Bangladesh, SMEs including micro enterprises comprise over 99 per cent of all
industrial units, contributing over 85 per cent of industrial employment. Focusing
on the10+ units, small units constitute 87.4 per cent, followed by medium and
large units comprising 5.7 and 6.9 per cent respectively.

The micro, small and medium enterprises (MSMEs) together employ a total of 31
million people, equivalent to about 40 per cent of the population of Bangladesh,
aged 15 years and above. More than three quarters of the household income in
both urban and rural areas are provided by the MSMEs.

1. What is the goal of this business?
 Actually they want to introduce the western dresses in a positive manner.
Today we can see that many teenagers and other ladies are prefer western
dresses for their daily use. In fact ,females feels very comfortable to wear
these kind of dresses than salwar kamiz or sarees. To become one of the
leading brands of the western clothing industry in Bangladesh .

2. which factors are motivating them to this business ?


 At first , they had a ready made garments product business . Suddenly ,
they have noticed that people are demanding on some long dresses or
europian type of dresses , which are giving the entrepreneurs a new
business plan .Then they have decided to switch their business from
ready-made garments business products to western dresses .

3. In which way are they setting their objectives ?


 Considering Supplier and Customers satisfaction. They always try to give
customer satisfaction and also try to clear supplier dues as soon as
possible . they get the customer satisfaction by giving qualityfull products
and services , other side they always clear supplier dues which make a
honest relationship with both parties .
4. In which dimension are they
synchronizing their business?

 Long term vision;


 Short term decisions.
 they have some long term vision , which are internal matters of their
business . But they have short term business decisions .
 A business can have long term visions but it can not have short term
decisions . because, constantly the changes of products and the variations
are products are changing .thats why the owner or entrepreneurs are
wakeful of this kind of changes . they have to observe the market changes
of various products .

5. Why did they choose small and medium sector , not a


large enterprise?
 Because of having lower capital and higher ambitions.
 It is a fact of capital that they could not start their business like a large
enterprise . but they have tried their best at their position . in fact , in
profit making they are using some activities by which they arer creating
customer market .they are trying to understand which kind of clothes
customer may like or love to purchase . and they are continuously
changing the designs of clothes . for that, customer are visitng their shops
for new collection of clothes
Location Criteria

1. Which factors did they emphasis while choosing the


location?
 As they have choosed Basundhara City Complex for their shop location.
 Customers availability, secured and healthy environment.
 The type of customers as they want , they can find only in this types of
malls. That’s why they have setted an new outlet in Jamuna Future Park.
 And also thinking about to install new outlets in Dhanmondi , Gulshan
,Banani and Uttara .

2. Do they have any outlets inside or outside Dhaka?


 yes, they have 6 outlets inside Dhaka . five outlets are in basundhara city
complex and they have recently opened a new outlet in Jamuna Future
Park .
 They do not have branches outside of Dhaka. As well as they are planning
to enlarge the enterprise outside of Dhaka ,like Chattogram and Sylhet are
their next vision points.

 They keep their records manually. But they are taking process to record
their transaction digitally.

Financial Issues

1. What was their initial capital to start SME?

 With small amount of money and loans from friends & family
 Around 50-70% of the capital they have managed from their friends and
family as loan. And rest of the capitals were investing by them.

2. Is there any rule of tax exemption for SME?

 -no ,they have not nany kind of tax exemption .


Inverstment Criteria

What are the requirements during the


time of investment?

 Investments are done during the festive seasons like Eid, Pujo, Winter etc
 Besides that sometimes they re-invest in their business in random time
depends on owners decisions.

It is very tough to compete in this type of competerive market where many sellers
use many fraud techniquesa to get profits . But westerna is triying to give
qualityful products to customer . They exported their clothes from Thailand and
for business purpose they have pay taxes and also pay travel shipment charges for
the products. That’s why the price range of products are little bit high than other
sellers.But their regular customers are very satisfied with their services and
products , that’s why in some ways they are considering the price level.all of these
Westerna always try to satisfy their customer and try their best to minimize the
prices of products .
VISION OF THE BUYERS AND SELLERS REGARDING
MODERN CLOTHING INDUSTRIES

Good quality local products are expensive and beyond the reach
of middle-income groups

Shoppers are buying imported clothes for this Eid instead of locally made ones.

Because of fancy designs and better quality, imported clothes are favoured by
shoppers for their children. 

This season, children's clothes from India, Pakistan, China, and Thailand, have
grabbed a major share of the Eid market across the country. 

With customer demand and taste in mind, a number of shops in various city
shopping malls have introduced imported clothes for teenagers and children.

Visiting different shopping malls in the city, Dhaka Tribune found traders were
catering to the customer craze for imported baby wear with prices as high as
Tk10,000. 

Mr. Rashed Iqbal , Co Founder of WESTERNA at Bashundhara Shopping Mall,


said all of their clothing collections are now from Bangkok and Thailand.  

“We have clothes for between 15-35+ years of age. The price of a special combo
set of skirts and tops ranges from Tk1500 – Tk5,000. Synthetic party dress prices
range between Tk1,500 – Tk6,000. 

.Rawoshan Ara from Dhanmondi, who came with her daughter, said the prices for
her teenage daughters’ clothes were very high.

“I came here to buy a dress for my daughter but the price is very high. Though,
there are indeed plenty of irresistible collections of imported dresses here,” she
said
Shoyebur Rahman, from Mirpur came with his family for Eid shopping. He bought
an imported party frock for his 15 year old daughter.

He said: “Children can easily choose their favorite clothes from the imported
collections and it is hassle free as well.” 

SME: Definition in Bangladesh

Bangladesh, like many other countries around the world does not have a unique
definition for small and medium enterprises. Different government agencies, like
the Bangladesh Bank, Bangladesh Bureau of Statistics (BBS) and so on, use their
own definition. The absence of a single SME definition makes it difficult to identify
target firms, align development programs, collect data and monitor progress.

Policy Strategies for Small & Medium Enterprises (SME) Development in


Bangladesh, (January 2005) defined SMEs as:

Enterprises shall be categorized using the following definition (fixed investment


implies exclusion of land and building, and valuation on the basis of current
replacement cost only):

♦ Small enterprise: an enterprise should be treated as small if, in today’s market


prices, the replacement cost of plant, machinery and other parts/components,
fixtures, support utility, and associated technical services by way of capitalized
costs (of turn-key consultancy services, for example), etc , excluding land and
building, were to be up to Tk. 15 million;

♦ Medium enterprise: an enterprise would be treated as medium if, in today’s


market prices, the replacement cost of plant, machinery, and other
parts/components, fixtures, support utility, and associated technical services
(such as turn-key consultancy), etc , excluding land and building, were to be up to
Tk. 100 million;

a. For non-manufacturing activities (such as trading or other services), the


Taskforce defines:

♦ Small enterprise: an enterprise should be treated as small if it has less than 25


workers, in full-time equivalents;

♦ Medium enterprise: an enterprise would be treated as medium if it has


between 25 and 100 employees;

Bangladesh Bank

The Bangladesh Bank classifies small enterprises as manufacturing sector, trading


and service sector. 1. In the manufacturing sector, small enterprises have with no
more than 60 workers with total assets between BDT 0.05 million and BDT 10.0
million. 2. In the trading sector, a small enterprise has no more than 20 workers
with total assets between BDT 0.05 million and BDT 5.0 million. 3. For the services
sector, a small industry has no more than 30 workers with total assets between
BDT 0.05 million and BDT 3.0 million.

Bangladesh Bureau of Statistics

The Bangladesh Bureau of Statistics (BBS) classifies enterprises according to total


persons engaged. 1. Micro enterprises are those with total persons engaged of
fewer than 10, 2. Small enterprises employ between 10 to 49 people 3. Medium
enterprises employ between 50 to 99 people 4. Large firms are those that have
more than 100 people working for them.
National Industrial Policy 2010
Infrastructural transformation, diversification of the economic base, accelerated
economic growth, employment generation, increase of income and development
of livelihood of the people among others, are the universally recognized dynamic
determinants of industrialization. In order to accelerate the pace of
industrialization in the country, the present Government is committed to
announce a realistic Industrial Policy. Accordingly, the Government has
announced the National Industrial Policy 2010.

The important and underlying objectives of the Industrial Policy 2010 include
generation of productive employment, mainstreaming women in the
industrialization process and poverty alleviation. To these ends, consistent with
the imperative that labor-intensive industries are more suited than capital-
intensive industries, the policy document spells out measures for the promotion
of cottage, small and medium industries (SMEs). It also spells out special efforts
for ensuring diversified uses of jute to make the jute industry profitable. In line
with the provisions of the SME policy, special measures will be taken to develop
women entrepreneurship ensuring access to land and finance and business
support services.

The three important characteristics of industrial sector of Bangladesh will be


proper development of local industries; establishment of import-substitute
industries, where possible and keeping on uninterrupted, increased development
of export industries. A vibrant and dynamic private sector will be the principal
actor in Bangladesh's industrial arena.

In the “Sixth Five Year Plan (SFYP): 2011-2015” and “Outline Perspective Plan of
Bangladesh (2010-2021): Making Vision 2021 A Reality” pledges have been made
to build a modern and vibrant industrial sector.

In order to achieve national growth through industrialization, a range of


initiatives will be taken for the development of private sector. These initiatives
will reflect the measures laid down in all strategy papers of development.
Recognizing the need for a planned and balanced development of SMEs and
labor-intensive industries, SME sector has been given priority.

The strategies set out in the Industrial Policy 2010 are expected to help planned
expansion of industrialization in the country. As a result, a vibrant and potential
base of the SMEs of Bangladesh: A critical study of Leather Industry 11 economy
will be established which will alleviate poverty, reduce unemployment, create
employment opportunity, develop livelihood as well as accelerate the pace of
achieving economic growth.

This study mainly focused the following criteria based on standard method in
data collection. These are:

 Contribution on Economy (Both SMEs and Leather Industry),

 Current Situation,

 Funding of SMEs,

 Health and safety: Occupational health,


Data Collection
Following methods were applied for data collection:

Questionnaire Survey: The study has collected and analyzed information from the
entrepreneurs. The research involves a questionnaire survey. The questionnaire
asks mostly questions keeping in mind the time factor and the variation in
educational background among the respondents. Majority of the questions are
pre-coded to facilitate the analysis of data. In some cases, interviews were
conducted using the questionnaire as a guide.

Group discussion session: One group discussion session with the people nearer to
each of the sampled enterprises was conducted. Representation from different
classes (service holders, business men, day laborers etc.) was ensured. Fifteen
group discussion sessions were conducted near the 15 sampled enterprises. A
unified checklist was used.

Observation: Data were also collected through observation during interview,


group and focus group discussions at each of the sampled enterprises.

Literature review: Most of the data has been collected from secondary sources.
So the researcher work is based on published information and data available in
any form such as books, journals, magazines, newspapers etc. devoted to SME
sector specially Leather Industry. Secondary information has been collected from
Ministry of Industries, Bangladesh Bank, SME foundation, Bangladesh Bureau of
Statistics, MIDAS and Financial Institutions and from other SME related
organizations. Relevant articles and literature in this context will also be
consulted. In this paper researcher has analyzed the data of last few years of
SMEs of Bangladesh. Researcher has tried to analyze the performances of SMEs
by applying simple statistical analysis i.e., growth percentage, average etc.

Data were collected in 26th October, 2019. Analysis was done based on qualitative
research method.
