The Civic Welfare Training Service (CWTS) is one of the components of the National
Service Training Program (NSTP) course for first year students both males and
females designed to help them understand, appreciate and eventually live by the
basic concepts of the Student's Transformation and Enrichment for Truth (STET)
with the end in view of empowering them into becoming a potent resource for
community development.

With this in mind aligned to the letter sent by Hon. Mayor Roderick D.G. Tiongson
with his request of our school to join hands with him in the perpetuation of his
project on “Clean and Green Program” which is seen as a way of maintaining the
cleanliness of the entire Province of Bulacan, may I present to you the attached
Project Proposal entitled “Operation: Linis sa Paaralan”, a six (6) - hour campus
clean-up, flower planting and vegetable gardening activities divided in each NSTP
class scheduled three meetings a week and with hopes of sustaining the activities all
throughout the school year. Attached here also is a sample portfolio of students
undergone same programs before.

Should there be inadequacy of the proposal and should need more details, I am
willing to come for suggestions at your most convenient time.

NSTP/ CWTS classes shall sustain initial step of the Project Proposal found herein
with date proposed on August 26, 2011, Friday at , as specified on the letter sent to
the Office of the EVP from the Office of the Municipal Mayor, San Miguel, Bulacan.
This, however can be conducted even before the numbers mentioned upon the
approval of the Office of the Executive Vice- President.

INTRODUCTION

What makes community worth calling the name is the group of people living in that
same area, sharing the same needs and meeting the same problems they have to
deal with.

A group of people living in a same area is not considered a community without the
unity of the people in such particular place. Community is also considered as the
unison among the people to have good intentions for one another. This makes it
possible for them to find new and effective ways on how to have a better and
prosperous living condition. This unity will lead them to the development of their
place which, in turn, makes their lives a lot easier to manage.

 Community Background

The following barangays were asked, just the same as the school was, to share on the
vision of the Municipality on the advocacy of a “Clean and Green Environment”.
Other schools were also tasked and urged to work their means to share in the same
vision.

Nevertheless, in the context of the Project Proposal found herein, the school shall
have the initial step of its job to work in its own community, thus, is a manner of
realization to the theme “Hindi Ikaw, Hindi Ako, Hindi Kayo, Kung Hindi Tayong
Lahat Ang Magtatas at Ipagmalaki and Bayan ng San Miguel… Ang Bagong St. Paul
University at San Miguel”.

The school community has had its deep concern on environmental awareness even
before the said letter was sent to the Office of the EVP and actually has its projects
done on clean and green movements. To name some of these were the regular
cleaning hours of selected and assigned course group students during weekdays and
scheduled class Clean and Green Program of NSTP class in coordination with the
Barangay Captain and known to have extended service among the seven zones of
Salangan, San Miguel, Bulacan.

Now, as we observed the state to where the school lies in terms of cleanliness and
orderliness within its premises, there are a lot still to improve. The front part of the
school, adjacent to the concrete fence covering the view of how the school looks in
the inside, has been used as parking space for tricycle drivers, vendors, and the like
leaving the area trashed and dirty. The flowering plants which are ideal in the
beautification of the same area never used its purpose. These are just some of the
problems that need to be resolved as soon as possible. There is also a lot of space in
the school that can be used for agricultural purposes, hence, might just help
students in learning the ethics of work in the field. It is of great desires of this
proposal to acquire a land space for students do vegetable gardening inside the
school. One perfect location is the land space at the back of NB building.

 COMMUNITY ORGANIZING

Here is the list of the proposed projects for St. Paul University at San Miguel, A
Branch of SPUQC from August 26, 2011 until end of the school year:

 COMMUNITY DEVELOPMENT PLAN

 Project Title 1: Operation “Linis sa Paaralan” and Flower Growing

Time Frame: Three (3) meetings a week under NSTP classes or six (6) hours of
service weekly of the same classes.

Target date/s and time of implementation: August 26, 2011, Friday afternoon and
duration of NSTP class schedules for the First Semester of the S. Y. 2010-2011

Duration: Tuesdays, Wednesdays, and Fridays in the First Semester of S.Y. 2010-
2011 and may change consequently if changes may appear on the
schedules of NSTP classes in the Second Semester of the school year.

Materials and Means: Cleaning materials such as: Hard broom, sacks, shovel, hand
gloves, working clothes; flowering plants (santan-red); NSTP class, vegetable seedling,
water supply

Objective and Goal: The aim of this project is to maximize the potential of the school
community to reach its help in serving the wider community in its vision of a clean
and green environment: on sustainable cleaning sessions; on growing flowering
plants; and on proper waste disposal. Upon start of the activities, it shall open an
idea of awareness on the preservation of the natural beauty of the community. And
as the school works on these, other communities might just derive inspiration to do
the same.

Steps/Procedures:

1. Small cell grouping shall be implemented in each class concerned. There


must be at least 10 members in a group with an elected officer.
2. Groups shall be assigned to their working areas.
a. Division of working area and work schedule must be divided
according to: (plan and instruction monitored according to class
hours and schedules; venue: Gymnasium; bulletin board update;
working clothes: P.E. uniform and civilian)
3. The first area of concern is the front of the school.
4. The first job is to assure cleanliness of the site.
5. There are areas where weeds are at large and must have to be removed.
6. Prior to planting flowering plants, soil must be cultivated and be ready for its
use.
7. It is required for each student to have had his/ her own working tool.
8. To assure the availability of the flowering plants, each student is required to
pay an amount of PHP 15.00-30.00 costs of a seedling. This serves as
requirement for completing the term.
9. On growing flowering plants. Each group is required of the availability of the
flowering plant to be planted on the proposed schedule.

What (Needed item): Buy flowering plants (Red Santan)
Where (Availability): Tabang, Guiginto, Bulacan          
How (Means to get at Tabang): School Service with teachers concerned.
When: August 19, 2011
Who (People required of the item): Each student concerned is required to
contribute an amount of PHP15-30.00 costs of a seedling. Class leaders shall
collect.
How much/many: PHP15.00/ seedling
250-350-seedlings
Number of students enrolled in NSTP: 122/ each shall donate two seedlings
