BAC RESOLUTION NO. 16-04-521 s. 2016

WHEREAS, Various Purchase Request were approved for the Provision of

Catering Services, Venue and Accommodation for various activities for the
period April – December 2016 in the Province of Masbate with an Approved
Budget for the Contract (ABC) in the amount of Two Million One Hundred Forty-
Two Thousand Nine Hundred Twenty Pesos only (₱ 2,142,920.00);

WHEREAS, Invitation to Bid for the Provision of Catering Services, Venue and
Accommodation for various activities for the period April – December 2016 in the
Province of Masbate was posted in PhilGeps website with Reference No. 3682113 dated
February 10, 2016, likewise to three (3) conspicuous places within the premises of this
Office, as well as Published in the Manila Times on the same date;

WHEREAS, in response to the Invitation to Bid, only one (1) prospective bidder,
Costa Palmera Resort and Seaside Apartel/Coastal View Resort (JVA) purchased the bid
document;

WHEREAS, pre-bidding conference was conducted February 17, 2016, 9:00 a.m.
at the R.C. Daguinsin Hall, this office participated by BAC Members, TWG Members, BAC
Secretariat, observers and several bidders;

WHEREAS, submission and opening of bids was conducted March 1, 2016, 9:00
a.m. at the R.C. Daguinsin Hall, this office. Costa Palmera Resort and Seaside
Apartel/Coastal View Resort (JVA) the lone bidder dropped its bid proposal, which
resulted to:

WHEREAS, Costa Palmera Resort and Seaside Apartel submitted a Motion for
Reconsideration, presenting Coastal View Resort’s DTI Registration, Mayor’s Permit and
BIR Certificate of Registration as their JV partners legal documents in compliance to the
eligibility and technical requirements;

WHEREAS, on March 2, 2016, the BAC has considered the Motion for
Reconsideration during its Emergency Meeting held on the same date, considering that
they have submitted their JV partners legal documents;

WHEREAS, on March 4, 2016, 4:00 p.m., the BAC resumed the Opening of Bids of
Costa Palmera Resort and Seaside Apartel/Coastal View Resort (JVA), which passed the
eligibility and technical requirements, as well as, resulted to:
