MINUTES OF THE BIDS AND AWARDS COMMITTEE ON THE BID EVALUATION HELD AT
THE LIGA HALL, PASUQUIN, ILOCOS NORTE ON FEBRUARY 27, 2024 AT 2:00 O’CLOCK IN
THE AFTERNOON.

ORDER OF BUSINESS:

I. Call to Order:
The Meeting was called to order by the BAC Chairperson at 2:00 o’clock in the afternoon with
Jusilyn D. Garcia, presiding over the meeting.
II. Opening Prayer :
BAC Member Jerald P. Rosario, led the short prayer.
III. Singing of the Philippine National Anthem:
BAC Secretariat Rhea P. Manrique conducted the singing of the Philippine National Anthem.
IV. Roll Call:
BAC Secretariat Rhea P. Manrique, called the roll and declared the presence of quorum.
V. Evaluation of Bids
Pursuant to the Procurement Timeline to earliest possible time, the meeting proceeded with the
bid evaluation report, to wit:

Purchase of Meals and Snacks for the Barangay Newly Elected Officials (BNEO) Towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT)
Barangays Program (Component 2: Jumpstarting Local Governance Basic Orientation
Course)
Project No.: 2024-02-02
Project Location: Paoay lake, JLP Resort, Paoay, Ilocos Norte
Appropriation/Source of Fund: Liga Fund
Approved Budget of the Contract: Php712,330.00

In line with this, the BAC Chairperson inquired form from the Technical Working Group (TWG)
the result of their evaluation.
The TWG Member Richard P. Guira presented the result of their preliminary examination and
validation of the detailed computation of bid. A copy of the working papers for the received bids was
reproduce to all the BAC Members present and adopted to form a part of BAC Records. After the bid
have been received, opened, examined, and evaluated. The BAC Secretariat shall prepare the
corresponding Abstract of Bids and on motion of BAC Member Melvin A. Batuyong duly seconded by
BAC Member Jerald P. Rosario and approved by all members present, the following resolution was
passed:

BAC RESOLUTION No. 2024-02-04

 “BAC Resolution Conforming the TWG Bid Evaluation Report and Declaring LCB and
Recommending further for Post Qualification”

The BAC Chairperson recommended further that the TWG will conduct the Post Qualification of
the Bidder with the Lowest Calculated Bid – Paoay Lake JLP Resort for submission of the additional post
qualification document pursuant to Section 34.2 of the Revised Implementing Rules and Regulations of
the R.A. 9184.

There being no more matters to be discuss on the BID EVALUATION and on the motion of the
BAC Vice Chairman Willie G. Viernes duly seconded by BAC Member Melvin A. Batuyong and
approved by the members present, the Bid Evaluation meeting was ADJOURNED at 4:15 in the
afternoon.

I HEREBY CERTIFY to the correctness of the above quoted minutes of the Bid Evaluation
meeting.
