MINUTES OF THE BARANGAY DEVELOPMENT COUNCIL (BDC) MEETING OF


THE BARANGAY SAN ISIDRO HELD ON MAY 3, 2020 AT 8:00 IN THE MORNING
AT THE BARANGAY SESSION HALL

ATTENDANCE

Copy of attendance of the BDC Members is attached on a separate sheet with their
signature affixed.

PRELIMINARY MATTERS:

Declaration of Quorum and Call to Order

Brgy. Captain Ian Jay L. Arevalo, called the meeting to order at exactly 8:00 am and
informed the council of the existence of the quorum.

Immediately thereafter, Barangay Treasurer Jenny Jean B. Sampan led the invocation.
This was followed by the singing of the Philippine National Anthem by the attendees.
Thereafter, Brgy. Captain Ian Jay L. Arevalo introduced and acknowledge the members of the
Sangguniang Barangay, the members of the Barangay Development Council, NGO’s and
other guest which capped the preliminary portion of the meeting.

Presentation of Agenda

The BDC Secretary Marjorie A. Encarnacion then presented the agenda of the meeting
which is the Revised Annual Investment Program for 20% EDF for the year 2020. Ian
Jay L. Arevalo, the BDC Chairman, explained the importance of the Revised AIP due to the
declaration of the State of Health due to COVID-19. He also explained further that the
amount under this 20% EDF will be utilized for COVID-19 related expenses.

MAIN TOPIC

Revised Annual Investment Program (AIP) for the Calendar Year 2020

The Chairman of BDC then presented the Annual Investment Program (AIP) for the
Calendar Year 2020 of Brgy. San Isidro, Palompon, Leyte and started his presentation.

Rationale

It is legally mandated under Section 109 (a) of the Local Government Code of 1991 to
prepare the Annual Investment Program. The Updated Budget Operations Manual for Local
Government Units published by the Department of Budget and Management (DBM) in June
2005, specifically in 1.2.1 of Part 1 thereof provides the preparation of an Annual Investment
Program (AIP) by Local Government Units (LGU’s), which is one of the requisite documents
prior to the preparation of annual/supplemental budgets.
Sectoral Priorities

The Revised Annual Investment Program (AIP) is comprised of Programs, Projects and
Activities by Barangay for implementation in CY 2020 by the Local Government of Palompon.
These Programs, Projects, and Activities are categorizing into three sectors namely:

GENERAL SERVICES

This sector requires P 2,219,476.48 of the total funding requirement of the AIP.

SOCIAL SERVICES

The proposed Programs, Projects and Activities in this sector have a funding requirement of
P 860,408.32

ECONOMIC SERVICES

The Programs, Projects and Activities identified under this sector amount to P 763,971.20 of the total
funding requirement of the AIP.

Funding Requirement
The Annual Investment Program (AIP) for CY 2020 has a total funding requirement of P 3,843,856.00.
The funding is envisioned to be derived from the Barangay Internal Revenue in the amount of P 3,819,856.00,
RPT Share in the amount of P 20,000.00, Other sources of Income in the amount P 4,000.00.

In terms of fund allocation of the Programs, Projects and Activities (PPA’s identified in the AIP under the
regular operational budget items these are broken down Personal Services (PS) P1,639,400.00. Maintenance
and Other Operating Expenses (MOOE) P 1,914,456.00 and Capital Outlay (CO) P290,000.00.

Thereafter BDC Chairman Ian Jay L. Arevalo asked the council for comments and suggestion about the
presentation of the funding of the PPA’s. So, there’s being no suggestion & Objections Barangay Kagawad
Gilbert R. Pintoy moves for the approved of the agenda which was duly seconded by Baragay Kagawad Joenard
M. Mercado.

ADJOURNMENT

The meeting adjourned at 10:30 am.
