Instruction to Bidders for submission of Bids and general
conditions of contract/PO:

1. Eligibility of Bidders: Only those bidders are eligible to apply who:

a) Are registered with tax authorities and have National Tax

Number (NTN) and/or GST. (Please submit copy of NTN and
GST certificates)
b) Have experience for supply of similar items and experience of
executing significant amount of orders i.e. single order
exceeding one (01) Million Pak Rupees during preceding two (2)
years. (Please compile complete details as per Annexure “B” and
attach relevant proof).
c) Must have own assembling facility/setup. (Save the Children
may physically inspect the applicant’s organizational setup /
facility at time of his own convenience )

2. Scope of Work: Supply of aluminum partition with glass as per

attached specifications in annexure “A” to this document. Successful
bidder need to comply with relevant quality standard and must
physically shows his most recently completed work upon intimation of
competent authority of Save the children and sample of one partition
with complete fixing must be established at desired premises within 2
calendar days of award of contract. Subsequent complete order will be
subject to approval of competent authority which minutely reviews
design & specifications requirements along with fixing work. In case
established aluminum partition sample does not meet minimum
quality standards and purchase order is cancelled, competent
authority may allow payment/ cost of submitted sample as per bid
price.

3. Delivery and Installation Location: Delivery and Installation shall

be required at address: Rana Plaza, 88-West, Block F, Fazal-e-Haq
Road, Blue Area, Islamabad within Fifteen (15) days after approval of
sample. The financial proposal must be supported by work execution
schedule which comply with lead time stipulated above.

4. Bid prices: Prices should be quoted in Pak Rupees as per attached

annexes “A”. The quoted price of must be final and inclusive of all
applicable taxes. No price variation shall be accepted after bid
opening and the quoted prices shall be considered as final prices.

5. Validity of Bid prices: Bid submitted by the bidders should have

quote validity period of at least thirty (30) days.

6. Bid Security: At the time of bid submission, interested eligible

bidders must submit a bid security (refundable) @ 3% of the total bid
value in the shape of Pay-order/Demand Draft issued by a scheduled
bank in the name of “Save the Children”. Bids submitted without bid
security shall not be considered. Bid security will be returned to
unsuccessful bidders within five (5) days of completion of evaluation of
bids to be completed within 2 weeks of bid submission. The bid
security of successful bidders shall only be returned after the
successful completion of the purchase order.

7. Cutting and overwriting: Only those bids will be considered which

are absolutely clear/unambiguous and legible. Any unavoidable
cutting/over-writing must be signed and stamped.

8. Bids Evaluation: Bids shall be evaluated on the basis of offered price

as submitted on Annexure “A” along with all required documentary
evidence as per clause 01 (Eligibility criteria).

9. Purchase Order: Purchase order will be issued to the successful

bidder and the organization reserves the right to award contract to
any bidder without assigning any reason whatsoever to the bidders. In
this regard, decision of the Country Director, Save the Children
Pakistan Program shall be final and non-challengeable in any forum.

10. Delivery: In case any completed/delivered work is found

not matching the earlier proved sample, defective/below standard
work will be rejected and no payment will be made for rejected work.
With the written consent of competent authority rejected work may be
replaced within 5 working days of communication of rejection.

11. Warranty: Supplied aluminum work with glass will have a 6

months warranty of manufacturing/assembling defects. Supplier will
replace faulty panels/parts/accessories free of cost within six months
of completion of supplies. Such faults when communicated via email
will be fixed/repaired within 2-3 working days.

12. Penalty: In case of work is delayed from given deadline of

15 days as per purchase order Save the Children shall impose penalty
on the bidder as per below schedule.

Day 1 to 5: 0.25 % per calendar day on the value of remaining items

that remains un-delivered as on the last date of work completion as
per the Contract.

Day 6 to 15: 0.5 % per day on the value of remaining items that
remains un-delivered as on the last date of work completion as per the
Contract.

The delay in delivery/fulfilling the complete order will not be acceptable

after 15 calendar days of expiry of deadline. In such a delay, the order
will be deemed as cancelled with defaulter becoming ineligible for any
claim whatsoever.

13. Payment: Save the Children shall make payment within 10

working days of work completion and receipt of invoice from the
bidder. Taxes at source shall be deducted from all payments made to
bidder/supplier as per Pakistan government tax laws and rules unless
a valid exemption certificate is provided by the bidder/supplier.

14. Preparation of Bid and submission: The bid documents

including the price schedule must be prepared on the attached
annexure “A” stamped and signed by the supplier and should be
submitted in sealed condition in marked envelopes as “Quotation for
Supply of Aluminum partition & glass” with complete return
address and contact numbers/cell numbers of the bidder/supplier.

Sealed bids with requested documents and information should be

dropped in the sealed bid box at below stated address against an
acknowledgment by or before 3:00 PM on Monday May 30, 2016.

Note:
 Your bid/proposal must be inclusive of freight and all other taxes
delivered at Save the Children Islamabad office.
 Tax at source will be deducted as per Pakistan Govt. Rule from all
payment to Supplier, unless a valid tax exemption is provided by
the supplier.
 Payment will only be made on submission of invoice in the name of
Save the Children.
 Bids after due date and time will not be entertained.
 Payment will be made as per name of business mentioned on
invoice.
