Scope of Contract: This is a Lump Sum (LS) Contract, which includes all physical works,
activities and services necessary to improve and manage the road. The
Contract scope is divided into the following major components:
Improvement Works: consisting of a set of specific improvements,
detailed in these Specifications, to add new characteristics to the Roads
in response to existing or new traffic, environmental, social and safety or
other considerations. Locally the Improvement Works are termed as
Upgrading Works and typically involve geometric improvement to ERA
DC5 road standard, widening of the existing pavement, upgrading of
gravel roads to Asphalt Concrete surfacing, construction and repair of
drainage structures, construction and rehabilitation of bridges and road
ancillary works.
Management and Maintenance Services: consisting of all interventions
on the Road which are to be carried out by the Contractor in order to
achieve and maintain the road performance standards defined by the
Service Levels included in these Specifications, and all activities related
to the management and auditing of the road contract performance
measures. Management activities will include regular patrolling,
reporting of road crashes and emergency situations, continual self-
assessment and monthly reporting of Service Levels being achieved.
Maintenance activities: will include carriageway, shoulder and drainage
maintenance, routine bridge and minor structure maintenance, sign
maintenance, pavement marking, and marker post maintenance,
vegetation control, rubbish and litter removal accident damage
reporting and emergency works as required on the road section
comprising the 86.1km.

The Contractor shall provide at least one (1) Contractor’s site
establishment on the road section for managing the project road during
the Construction and Maintenance Stage.
Emergency Works: consisting of activities needed to respond to damage
resulting from severe natural events such as flooding, rock falls and
landslides and reinstating the road assets to the required standard which
has been damaged as a result of natural phenomena, such as strong
storms, flooding, and earthquakes.

Duration of Contract: Eight (8) years out of which three years is for improvement works and
the remaining five years is for management and maintenance.
