CHLORINATION SYSTEM

1.0 SCOPE

1.1 This checklist gives guidelines for points to be checked during preparation of an enquiry
specification, carrying out bid analysis and making a purchase recommendation for
Chlorination System.

1.2 For general guidelines for preparation of an enquiry specification, carrying out bid analysis
and making purchase recommendation refer TCE.M12-ME-000-901 and TCE.M12-
ME-CL-500-091.

2.0 ENQUIRY SPECIFICATION

2.1 Refer following documents for preparation of enquiry specification:

(a) Approved basic study which covers the chlorination system

(b) TCE.M6-ME-612-203 “Design Guide for Water Treatment Plant”

2.2 Based on the capacity, select the applicable standard specification module amongst the
following available:

(a) TCE.M4-110-18 Chlorinators with Cylinders or Tonners

(b) TCE.M4-110-19 Chlorinators with Evaporators and Tonners

2.3 TCE.M4-110-17 “Chlorination Equipment and Accessories General Requirements ” shall

always be enclosed.

2.4 Prepare section C as per guidelines given in TCE.M12-ME-000-901. Include bid

purpose Piping and Instrumentation Drawing (P&I D) and General
Arrangement (GA) drawing.

2.5 Check whether any statutory requirements are to be complied with or any statutory
approvals are to be obtained by the contractor. Include these in section C.

2.6 Following guidelines may be followed for filling data sheet A:

(a) For gas chlorination, shock dosing upto 10 Kg/Hr or continuous dosing upto 1
Kg/Hr, cylinder mounted chlorinators may be specified. For tonners, wall or floor
mounted chlorinators may be specified. Wall mounted chlorinators may be
specified depending upon availability of wall nearby.

(b) Type of control depends upon degree of criticality and control philosophy. Discuss
with instrument engineer and suitably specify.

(c) Number of tonners or cylinders may be decided based on site location, availability,
capacity, daily consumption and storage facility.

(d) Chorination accessories may be provided based on the size of chlorination system.
For storage of more than five tonners, approval from Chief Controller of Explosive
is required. Hence, for large system, all the accessories and instrumentation as
listed in data sheet A may be provided. All safety equipment, interlocks, leak
detection and absorption system may be provided for large chlorination system.
For smaller system, depending upon criticality, chlorine leak detection and
neutralising system alternative 1 as described in TCE.M4-110-17, safety shower
and eyewash fountain, ammonia and silica gel bottle, breathing apparatus and
protective clothing may be provided. Maintenance repair kit-A shall be provided
for cylinders and kit-B for tonners.

(e) Back pressure at dosing point shall be calculated based on site layout.

(f) Check whether specifications like piping material specifications, pumps, material
handling devices, ventilation system as indicated in data sheet A are enclosed
depending upon scope requirements.

3.0 BID ANALYSIS AND PURCHASE RECOMMENDATION

3.1 Check and ensure that the bids are in line with the enquiry specification with respect to
scope of equipment and accessories, material specifications, testing and inspection and
other technical particulars, sizes and quantities.

3.2 Check whether line size of chlorine solution is such that chlorine concentration does not
exceed 2,000 mg/lit.

3.3 Check whether P&I D and GA drawing are furnished along with bid document. Check
whether space provided as per bid purpose GA drawing is sufficient.

3.4 Check whether scope including all terminal points are clearly indicated and chlorine
solution line with number of diffusers are clearly indicated in P&I D and GA drawing.
3.5 Check whether motive water pressure is sufficient or there is a need of booster pump.
Check the parameters of the booster pump.

3.6 Check the alarms and interlocks on control panel.

3.7 Check whether the bidder has considered approval of Chief Controller of Explosives in his
scope, if specified.

3.8 Cost loading shall be considered for power requirement of booster pump and electrically
heated evaporator, if specified.
3.9 Check technical deviations indicated by bidders and assess them for acceptability.
