BRIEF ON CONSTRUCTION OF DEOPANI BRIDGE

INTRODUCTION

1. Construction of 300 Mtr Major Pmt Bridge over Deopani river was sanctioned on 02
Sep 2003 for ` 1050.00 Lacs under Job No. 803/236. The construction of said bridge was
proposed to be executed through contract and the contract was awarded to M/s Banka
infrastructure Pvt Ltd. The contractor executed only 36.887% work upto March 2009 and
left the site. Inspite of several notices issued, contractor did not start the work, hence the
subject contract was cancelled by the Accepting Officer and it was decided to complete the
balance sub structure departmentally and super structure though contract. Accordingly
RAE prepared and submitted to Dte for sanction. The observations raised by HQ DGBR on
RAE Deopani bridge have already been replied vide CE (P) Udayak letter NO.
20007/964/RAE/BR/Deopani/44/E2 Estg dated Oct 2012.

PRESENT POSITION OF RAE

2. On 04 Sep 2006, an AE for construction of 400 feet BSB alongwith 80 feet DSBB on
the same river was submitted for sanction. On examining the said AE, IFA BR raised
certain observations on inordinate delay in executing Pmt Bridge already sanctioned. Also
observed that the completion period of BSB and superstructure of Pmt is almost same and
completion of Pmt Bridge be expedited so that infructous expenditure by construction of
temp bridge can be avoided. A BOO has been convened by HQ DGBR vide their letter No.
10434/CO/DGBR/26/Coord dated 12 Jul 2012 to investigate and resolve the issue raised
by IFA (BR) for construction of 400 feet BSB over Deopani river on road Roing-Hunli under
project Udayak. The requirement of any alternate proposal may also be recommended by
BOO. The RAE has been kept pending for submission for above BOO.

HISTORY OF CONNECTIVITY ACROSS DEOPANI RIVER

3. Initially 940 feet multi span bailey bridge was constructed over river Deopani during
1981. The bridge was completely damaged due to washing of piers during monsoon of
1988. A 940 feet (880 ft TS + 60 ft DS) multi span bailey bridge was again launched during
Feb 90. The entire bridge was de launched during June 1995 due to major damages of its
substructure and tilting of pier No 3 to avoid further collapse of the Bailey bridge
component. Again 230 feet bridge was launched on 15 Sep 1995, which was collapsed on
23 Sep 95 due to structural failure of BB parts. During Mar 1999, 400 feet BSB was
launched which was de launched on 8 th Jul 2003 due to damages occurred to the one of
the abutment. Subsequently it was relaunched on same location by construction new
abutment. On 18th Jul 2004, this BSB was washed away due to failure of anchor block.
Further a 130 Ft BB launched over the middle river channel to pass restricted traffic during
fare weather only. This bridge was also delaunched due to damages caused, during heavy
rains. Again a 100 ft Span BB was launched under maintenance .During Dec 2011, 100
feet BB launched over river Deopani was collapsed due to over loaded veh. To restore the
communication, 120 feet DSRBB was launched and road was made through. In the recent
monsoon one of the abutments (Hunli side) of 120 feet DSRBB also collapsed on 20 Sep
2012. The bridge has been delaunched with minor damages and temporary diversion has
been made in river bed for restoration of line of communication.

OPINION/CONCLUSION

4. It is amply clear after looking at the history of connectivity across Deopani Bridge,
that no temporary or semi permanent solution can with stand the fury of the river. However,
since the bridge is life line to the Dibang Valley District, it is obligatory to maintain the
connectivity by incurring expenditure for creating temporary solution each year, which are
of recurring nature due to devastating nature of river during monsoon.

5. Under these circumstances it was proposed to drop the AE for construction of 400
feet BSB and expedite sanction of RAE of Deopani Bridge so that the contract action for
construction of super structure can be concluded for early completion of Pmt Bridge. It is
pertinent to mention here that, 2 Nos Abutment and One No Pier has already been
completed and well foundation for balance 2 Nos Piers are proposed to be completed
during FY 2012-13. In view, the work on at least one superstructure of the subject bridge
can immediately be taken up by the contractor once the contract is finalized. In the
meantime the balance work for substructure will be completed departmentally.

UPWARD REVISION OF FOUNDING LEVEL OF PIER P1 & P2

6. The area experiences heavy rainfall during monsoons. The river bed is on foot hills
and water flows from the hill with slides causing deposition of muck on river bed. Hence the
ground level of river bed has got aggradations tendency. The lower bed level during the
time of hydraulic data collection was 432.03 Mtr which has further aggraded upto 438.39
Mtr during Sep 2013. During the year 2012-13 heavy discharge of water was experienced
in the river Deopani due to devastating rainfall at the tune of 147 mm in a day. Thereby
heavy soil/muck deposited on the river bed and bed level aggraded considerably. This
nature of aggradations has also been noticed in the nearby river i.e. Iphipani. Considering
all these aspects, it can be confirmed that the river bed is of aggrading nature and revision
of foundation level can be recommended.

7. The founding level of Pier P1 has already been revised vide HQ Dte GBR Bridge &
Tunnel letter No. 40650/Deopani/UDK/DGBR/52/Br Dte dated 15 Jul 2011 from 418.900
Mtr to 424.00 Mtr. Considering the scouring criteria of the Pier P2 it has been seen that it is
similar to Pier P1 and therefore upward revision of founding level has been proposed. The
present cutting edge level is at 425.30 Mtr and it is proposed to revise the founding RL of
Pier 2 from 415.90 to 424.00

8. calculation of foundation level considering present HFL (440.00 Mtr) for Pier P2 has
been worked out and it is clear that in case the well Pier P2 is plugged at RL 424.00 Mtr the
same is safe wrt scour depth. The efforts required to sink the well pier further are becoming
difficult considering the hard consolidated boulder strata and very high rate of seepage.
Any further well sinking would be uneconomical and unnecessary as safe design criteria
are being met at this level.

9. Since the design/type of superstructure is not yet finalised, the loading on Pier
caps/Pier shafts is likely to vary consequently depending upon type of superstructure
selected varying the design of pier cap/Pier shaft. Further reinforcement used in Pier shafts
originate from well cap, therefore it is proposed that work up to top plugging for both P1 and
P2 well can only be done till the finalization of superstructure.

10. Accordingly a case has been taken up with HQ CE (P) Udayak vide this HQ letter
No. 2083/Deopani/Pmt Br/46/E2 dated 04 Oct 2013 for upward revision of founding level
from 415.90 Mtr to 424.00 Mtr for well Pier 2 and RL of top of well cap P1 and P2 to be kept
as 439.800 and 440.280 Mtr respectively keeping in view of the subsequent aggradation of
river in place of 436.175 Mtr and 436.925 Mtr earlier adopted before aggradations of 300
Mtr span Deopani bridge.

SALIENT FEATURES OF PROJECT : DEOPANI BRIDGE

1. Initially 940 feet multi span bailey bridge was constructed over river Deopani
during 1981. The bridge was completely damaged due to washing out of piers
during monsoon of 1988.

2. Again 940 feet multi span BB was launched during Feb 1990. The BB was
de launched during Jun 1995 due to tilting of pier no 3.

3. 230 feet bridge was launched on 15 Sep 1995 which was collapsed due to
structural failure of BB parts.

4. During March 1999, 400 ft BSB was launched which was delaunched on 8th
July 2003 due to damages occurred to the one of the abutments. Subsequently it
was relaunched on same location by constructing new abutment. On 18th July
2004 this BSB was washed away.

5. Further 130 ft BB could be launched over the middle river channel to pass
restricted traffic during fare weather only. This bridge was also delaunched due to
damage caused during heavy rains.

6. Again 100 ft span BB was launched at this location which was collapsed due
to over loaded vehicle on 24 Dec 2011 .

7. 120 ft DSRBB was launched at mid stream main channel. Bridge


delaunched on 20 Sep 2012 due to collapse of Hunli side abutment.

8. To restore line of communication 130 ft DSRBB + 30 ft SSBB launched in


Apr 2013.

PRESENT STATUS OF PERMANENT BRIDGE

9. Construction of 300 mtr Major Pmt bridge over Deopani river was sanctioned
on 02 Sep 2003 for Rs 1050.00 lakh under Job No 803/236 and the work was
commenced on 12 July 2004. The construction of said bridge was proposed to be
executed through contract and the contract was awarded to M/S Banka
infrastructure Pvt Ltd. The contractor executed only 37% work upto Mar 2009 and
left site.

10. Contract has been cancelled at the risk and cost of contractor.

11. Department started constructing balance substructure in 2012 and RAE


sanctioned in Feb 2014 for Rs 2524.55 lacs. Fresh contract for superstructure
awarded to M/s Podar on Oct 2015 for Rs. 1764.00 Lacs with 24 Months
completion periods. Work not yet started by contractor on ground.

12. Deopani Bridge is located at Km 2.00 on Deopani River of Roing-Hunli


road. The salient features of the bridge are as under.

STATEMENT OF CASE
UPWARD REVISION OF FOUNDING LEVEL FROM 415.90 MTR TO 424.00 MTR FOR
WELL PIER P2 OF 300 MTR SPAN DEOPANI BRIDGE AT KM 2.00 ON ROING-HUNLI
ROAD

INTRODUCTION

1. The road Roing-Hunli is an important axis to Anini in Arunachal Pradesh.


Construction of Roing-Hunli road was included in BRDB programme in year 1964.

2. Based on hydraulic parameters and the ground conditions a bridge scheme of 300
Mtr long major permanent bridge of continuous type superstructure with roller bearing over
all Piers and Roing side abutment and rocker bearing over Hunli side abutment with span
arrangement of 50 Mtr + 2x100 Mtr + 50 Mtr was approved accordingly.

3. Construction of 300 Mtr long Major permanent bridge at Km 2.00 on Roing-Hunli


road was sanctioned vide HQ DGBR letter No. 30204/DGBR/UDK/6218/WP Dte dated Sep
2003 against Job No. 803/236 for ` 1050.00 lacs and same was entrusted to M/s Banka
Construction Pvt Ltd under contract (CA No. CE (P) Udayak/MB-02/2004-05) for
construction of Br. The contractor executed only 37% of the work and left the site. Due to
non commencement of work even after repeated notices the contract was cancelled vide
HQ CE (P) Udayak letter No. 80263/583/E8 dated 11 Dec 2008 and then it was decided to
construct balance substructure departmentally and superstructure through contract.

4. During the time, it was noticed that the aggradations of Deopani River took place
and consequently a longitudinal section survey was carried out and it confirmed severe
aggradations.

PROPOSAL

5. Upward revision of founding RL of well Pier 2 from 415.90 to 424.00 Mtr and revision
of well cap level of Pier 1 and 2.

NECESSITY

6. The present status of well P2 is tabulated below:-

7. It is observed that, the site is aggrading, as it is on foot hills. Cross section of river
along the bridge at present is enclosed as Appendix “A” and calculation for founding RL in
both scenarios before aggrading and after aggrading is enclosed at Appx “B”.

8. The total scope of stenning including well curb for well P2 was 19.025 Mtr and out of
which 14.30 Mtr has been casted as on 20 Sep 2013. At present RL of cutting edge is
425.300 Mtr. and only 1.30 Mtr sinking is balance for cutting edge to reach proposed
founding RL of 424.00 Mtr.

It can be seen that RL of top of well cap is almost matching with ground level which
is in order, it is therefore proposed to accord approval for the same wherein RL of top of
well cap is 40.280 Mtr in place of 436.925 Mtr earlier adopted before aggradations.

9. The total scope of steining including well curb for well P1 was 16.025 Mtr and out of
which 14.300 Mtr has been casted when founding RL was revised from 418.90 Mtr to
424.00 Mtr vide Br Dte letter No. 40650/Deopani/UDK/DGBR/52/Br Dte dated 15 Jul 2011.
At present RL of cutting edge is 424.725 Mtr and only 0.725 Mtr sinking is balance to
revised founding RL of 424.00 Mtr. RL details of P1 well are as under :-

10. It can be seen from the above table that RL of top of well cap is slightly above with
ground level which is in order keeping in view the subsequent aggradations of River.
Therefore it is proposed to accord approval for the same where in RL of top of well cap is
439.80 Mtr in place of 436.175 Mtr earlier before aggradations.
JUSTIFICATION

11. It is clear from the detailed calculation attached at Appx ‘B’ that in case the well Pier
P2 is plugged at RL 424.00 Mtr the same is safe wrt scour depth. The efforts required to
sink the well pier further are becoming difficult considering the hard consolidated boulder
strata and very high rate of seepage. Any further well sinking would be uneconomical and
unnecessary as safe design criteria are being met at this level.

13. In view of the above and considering the maximum scour depth criteria, following are
recommended:-
(a) Founding RL of well Pier P2 to be revised from 415.90 to 424.00 Mtr.
