 Contribute to the development, preparation and


review of NPH policies, strategies and plans, liaising
with internal and external stakeholders as necessary,
ensuring a robust Strategy and Policy framework.
 Co-ordinate the approach to performance management,
leading on the development and presentation of
performance reports and benchmarking activities, and
supporting the corporate performance management
framework.

Main Job Purpose:  Lead on the continual development and embedding


of a performance culture throughout the
organisation.
 Plan, scope and deliver a range of individual service
reviews and projects in line with key corporate and
service improvement plan objectives, to continually
improve service efficiency, outcomes, delivery and
performance.
 Support and assist NPH to meet objectives identified
within key corporate and service plans including
development of best practice.

MAIN AREAS OF WORK

 Establish, maintain and continually review a comprehensive corporate performance


management framework to ensure it remains fit for purpose
 Be responsible for the accurate collection, analysis and reporting of performance data
and work in conjunction with senior managers and team leaders. Ensure that the
capture and the analysis of data from IT systems is complete and comprehensive in
formats accessible to staff and service users.

 Present service performance information (monitoring and identifying trends) against
key indicators through a variety of means e.g. monthly performance management
reports, performance clinics, ensuring that managers and team leaders are fully
appraised of key performance trends and issues and that areas of under-performance
can be effectively challenged.
 Ensure that all performance information meets all the key requirements of data
quality and to act as the data quality lead for NPH.
 Represent NPH at interagency and benchmarking group meetings.
 Contribute to the development and preparation of NPH policies, strategies and plans,
liaising with internal and external stakeholders as necessary.
 Complete key statutory and regulatory returns for Government and associated
agencies ensuring that they are completed accurately and within submission deadlines
and ensure regulatory compliance
 Lead on the annual review and target setting of performance indicators and methods
to capture key business activity.
 Take a lead in the development and co-ordination of benchmarking activities and
Value for money activities; including the provision of accurate and relevant
benchmarking data, to enable the service to assess its performance and costs across a
range of peer groups and implement change, as a result.
 Undertake audit checks of performance data and where necessary, co-ordinate
external validation checks.
 Play a key role in assisting managers and team leaders to identify, develop and
implement a range of various service reviews.
 Research emerging legislation and best practice and translate these into operational
procedures, guidance and policy statements as appropriate.
KNOWLEDGE, SKILLS & EXPERIENCE
 Educated to degree level or NVQ equivalent or significant relevant business or
research experience
 Understanding of social housing regulation, legislation and housing related issues
 Experience of developing and reviewing policies and strategies
 Analytical, literacy and numeracy skills sufficient to research, interpret, compile and
write performance reports on housing and housing related issues
 Understanding of performance indicators and their purpose
 Understanding of Data Quality principles
 Experience of undertaking and completing project related work and general
understanding of project management principles
 Excellent communication skills, written, verbal, presentation and negotiation
 Good analytical skills with the ability to analyse financial and statistical data and
present findings

 Ability to identify, retrieve and interpret information from a variety of sources to
produce reports to multiple audiences
 Ability to develop and maintain good working relationships with internal and external
partners
 Ability to communicate complex issues in a simple and easy to understand manner
 Effective consultation, negotiation and influencing skills
 Experience of meeting tight deadlines and targets, demonstrating an ability to achieve
despite constraints or obstacles
 An understanding of the need and commitment to ensure equality of opportunity for
customers and internal and external stakeholders
 Willingness to take personal responsibility for delivering an excellent service to meet
the needs of internal and external customers
