1. INTRODUCTION
The Tataouine Gas Project (TGP) is developed by ETAP. The project is intended to recover
associated and non-associated gas reserves from existing concessions/permits in Southern
Tunisia.
The TGP is composed of:
- Dry and partially dew pointed gas from concessions being taken from main 24” TBL
Pipeline at the Deviation Point.
- A spur line which will deliver gas from Deviation Point to a Gas Treatment Plant (GTP-T)
located at Tataouine
- The GTP-T will produce Sales Gas, commercial LPG products and stabilized Condensate
- Sales Gas will be delivered to customers at STEG reception point through dedicated
product line
- Separate export facility by road tanker will be provided for produced LPG and Condensate
at the GTP-T
- Bottling Unit next to the GTP-T LPG recovery plant.

2. PURPOSE
This document describes the environmental impacts/risks associated with the project and the
mitigation measures for an appropriate management of these during construction and operation
phases, related to Gas pipeline.
The Environmental Management Plan will be prepared in compliance with: the Tunisian laws and
the environmental policy of the Company.
The purposes of this Plan have to be implemented by the Contractor, by referring to the project
technical specification and the operating manuals.
3.1 Responsibilities
Management will have overall responsibility for ensuring that all environmental commitments
are met. All employees will be responsible for day-to-day implementation of the requirements of
the EMP. Area Managers will report on the implementation and performance of the EMP within
their areas of responsibility. In the event of a non-compliance with the EMP, it will be the
responsibility of the Area Managers to ensure appropriate investigation, reporting and
implementation of corrective actions in accordance with COMPANY and CONTRACTOR
procedures.
At the Operational level, environmental functions are mainly part of the local HSSE organization.
In cases where no separate HSSE organization exists or for specific functions (e.g. technical
qualification in the field of hazardous goods or waste management, or appointed officers for
pollution or water protection, as might be requested by law) operational staff can be entrusted
as well.
Regarding construction phase, HSSE department is responsible for all Environmental aspects.
Although each member of the project at all levels has the responsibility for environmental
aspects, commensurate with their own particular area of experience, project tasks and area of
activity.

Contractor shall be responsible for the execution of all Construction subject activities. Field works
will be performed by experienced persons, under the supervision of the relevant persons here
below indicated. Key personnel responsible for safe and effective execution of the operation will
include but are not limited to:

Take reasonable care to ensure their actions do not cause detrimental effects to
themselves or others. Become conversant with, and follow systems and
procedures on site. (Applicable to all employees)
Comply to the best of their ability with specific safety requirements /
procedures and guidelines disseminated through the project induction’s and
participate in JSA’s, Safety, Job-Start meetings and site instructions
Stop any observed unsafe acts and not commence tasks until hazards are
reduced to as low a risk as is reasonably practical
Be pro-active towards achieving project goals and targets, and encourage
team mates to follow safety practices
Correctly use and maintain the equipment and PPE supplied
Project employees Ensure the correct tools and equipment is used and maintained in a good

Warn other employees of known hazards

Subcontractors and their employees shall at all times when on site, be
accountable to the Construction Manager and shall comply with this HSSE
Management system and all relevant site and statutory regulations applicable to
the scope of work.
All visitors and vendors visiting the site shall comply with the requirements
of this HSSE Management system
Vendors, Supplier
& Visitors Visitors and vendors shall be inducted prior to entry, be accompanied by
authorised inducted person at all times during the visit in construction areas
on the project and wear appropriate PPE.

Based on EIA results and other analysis, like HAZID/ENVID Study Report (see Ref. n. [6]), a list of
environmental aspects is reported, considering each project choices which could involve the
different environmental compartments.
These aspects are different between construction and operation phases, especially because the
low impact during the second phase.
What differs between the two phases is the size, frequency, likelihood and duration of the
impact elements.
As already written up, the impact during the operation phase is widely lower than during
construction, and it’s due for maintenance operation or in case of emergency.
The choice of the gas pipeline route was based on several environmental criteria:
The gas Pipeline will be buried because of its length and will not have
visual/aesthetic impacts
No conflict with the existing infrastructure (roads, Gas Pipeline, oil pipeline…) and
with the urban areas it crosses.

The Gas Pipeline will not disturb wild life because other pipelines are already
installed and the animals are either accustomed to them or have migrated to
other lands
During the different construction, operation and maintenance stages, ETAP is committed to
applying all safety standards relating to Gas transportation (NT 109.01) and to respecting all
safety rules covering employees and inhabitants.
An optimum land management: the gas pipeline route will follow the defined
pipeline ROW which minimize the land occupation and the associated
disturbances to biophysical environment. In fact, the selected ROW will go mostly
along the existing tracks pipeline;
Best operating conditions: the gas export pipeline provides better operating
conditions as it does not require significant maintenance and human intervention.
Besides, it doesn’t rely on weather condition and climatic hazard. Moreover, the
pipeline will be equipped with appropriate tools to record pressure, temperature
and flow at both ends. The gathered information will be assessed and analyzed
using calculation tools to identify any leakage on the pipeline. Some line Valve
Stations (LVS) will be installed to reduce the amount of gas that would be lost in
the event of a line break.
In order to improve the environmental performance and minimize the effects of the activity, a
proper environmental awareness is required.
Different positions will require different levels of environmental competency. For instance, a
site/venture General Manager would be expected to have an overview (i.e. awareness) of
environmental impact assessment, whilst a higher level of expertise (i.e. knowledge, skills) will
come from a HSSE Manager and/or environmental expert. The awareness in environmental
matters is fundamental for new employees.
The main awareness form is training course; the Environmental training is included in HSSE

Training and is required for all personnel employed and should be make for specific activity.
Environmental Training, as part of HSSE training activities are essential for the proper
implementation of the EMMP during construction and operation works.
To ensure the purpose specified above the following actions should be planned:
All workers should receive training on environmental, health and safety issues;
All workers should receive training on risks, precautions and procedures for safe storage,
handling and use of all potentially hazardous materials relevant to each task and work
area, accident prevention, safe practices, control and proper maintenance of equipment
and facilities;
The training should also consider emergency response, including the location and proper
use of emergency equipment, use of personal protective equipment, procedures to give
the alarm and notify emergency response teams and appropriate response actions for
each emergency situation envisaged.
At the Operational level, the TBL sites shall develop a specific training framework that responds
to specific operational and/or local competency requirements, in addition to the general
framework for HSSE competencies and training. This framework should list the position, training
contents, time frame in which the training shall be received and repeated.
All HSSE Training shall be recorded by the HR Departments, to ensure that competency based
training is tracked at all times.

Environmental audit shall be carried out in accordance with ISO 19001 “Guidelines for Quality
and Environmental Management Systems Auditing”.
A toolbox meeting shall be performed immediately before any operation, in order to confirm the
awareness of the whole operating team with the requirements.
Such toolbox meeting shall be performed by the responsible of the operations (i.e., Toolbox talk
leader, HSE officer) reviewing the operation according to schedule, verifying the composition of
the team as it has been approved and the suitability of the equipment. Specific deviations or
remarkable situations shall be reported.
The toolbox meeting should include a discussion on environmental aspects, recent incident and
observation and possible improvement in procedures. These meetings reinforce the training and
promote greater awareness of specific issues. The site based environmental advisors will
regularly interact with employees and contractors across work areas sharing knowledge and
providing feedback on environmental management requirements.
Other forms of internal communication are the installation of alert or information panel in the
worksite, during construction. Informal internal communication forms are conference call, e-
mail, publication of any kind of advice in the Company intranet and face to face conversation.

This kind of communication is fundamental to develop and promote a functional dialogue with
any external part and stakeholders involved in the TBL.
Environment is a key pillar of company sustainability approach and TBL Pipeline project is aligned
with sustainability and eco-efficiency strategies carried out by the Company, which includes
appropriate, waste, water and carbon management.
After the identification of the Environmental aspects involved to the TBL Pipeline project, a list of
KPIs is reported, taking into account project objective and environmental target.
Compliance against KPIs and the achievement of the target is one of the strategy adopted to
monitor mitigation and implementation of impact reduction strategies.
In the list below we consider only Environmental KPIs, divided by construction and operational
phase.

Operation phase
Southern Tunisia is characterized by an arid climate with strict temperatures variation between
day and night. Maximum temperature is around 40°C in summer while in winter it is about 15°C
on average.
The nature and quality of the soil cover are widely affected by the ancient and current climate.
Soils are primitive and not much developed in general. Soils are developing on limestone and
dolomite, on calcareous crusts and/or gypsum and on a gross colluvium of the slope.
- Treated soils (poorly developed): they are shaped by erosion (lithosols or regosols)
- Alluvial soils particularly developed in “jessours” made by the inhabitants on the ravines, similar
to hill reservoirs

4.2 Waste
The management of all kind of waste shall be done in accordance with the Waste Management
and Plan.
During operation phase atmospheric emission will be generated from the depressurization
mobile flare.
Abatement of dust emission from stored materials, using covers, screens, water
spraying, etc.;
Dust emission from stockpiles, tracks or other fugitive sources will be avoided by
water spraying;
Planning of the construction material supplies and the waste discharge in order to
reduce dust emissions and taking care of the specific arid climatic conditions of
the area in the qualification of works and the choice of equipment.
4.4 Noise
Given the desert and arid character of the area, the various stakeholders will be asked to:

international standards, in particular the recommendations of the European
Union relating to the permitted acoustic power levels.

identify any leakage on the pipeline. In addition, regular survey patrols driving along the pipeline
right of way will be planned in order to detect any abnormal activities or damages.
Oil tanks will be located far from workplace, habitations, open fire, ignition, and other causes of
heating. A trench waterproofed with a polyethylene or polypropylene membrane will delimit the
fuel storage area to avoid the contamination of underground water with the hydrocarbons in
case of a leakage.
In order to reduce the soil contamination risk, no tune ups of any mobile equipment will be
allowed on site during the construction phase. The lubricants changes and the used filters of
fixed equipment on site will be recovered in special containers and delivered to SOTULUB. A
register will be maintained by the contractor in order to facilitate the traceability of these waste
products in conformity with the Decree no. 693-2002 of April 1st 2002.
All civil works will be designed and operated in accordance with standards, norms and good
engineering practices and governed by the applicable environmental regulations of Tunisia.
