The Umiray National High School was first envisioned in 1992 but was not established until 1998 due to various reasons. On September 1, 1998, the Barangay Council passed Resolution Number 28 to establish the school in order to provide free high school education, avoid risks of travel to other schools, and give students opportunities for higher education. The resolution was endorsed to higher levels of government and the school division required preparations be made. On June 7, 1999, the school started as an annex to another school with three borrowed teachers and 135 initial students housed in a condemned building. Over time the school grew facilities and now has 15 teachers, 397 total students across 4 grade levels, and various buildings and rooms on campus.

The creation of the Umiray National High School was first
envisioned by the Sangguniang Barangay in 1992 but was not substantiated due to some reasons. Years had passed and the responsible Sangguniang Barangay officials, with their zealous aspirations for an independent high school, untiringly pushed series of follow-ups resolution bearing the same subject but to their dismay, unfortunate consequences of their unified efforts resulted to futile and bitter fruit. Until finally, on September 1, 1998, through the initiative of the Barangay Council, the Barangay Resolution Number 28,s 1998 was studied. The resolution aimed to the establishments of the Umiray National High School due to the following reasons. 1. To avoid risk in traveling to neighboring high schools especially during heavy rains and floods; 3. To provide accessible institution of learning for the youth and emancipate to parents from everyday mental anguish on how to provide support for their children’s expenses; 4. To provide opportunity to students to attained higher education. The resolution was endorsed to the Sangguniang Bayan and thus, created the SB Resolution No. 98-47 dated. September 28, 1998. This in turn was forwarded to the Sangguniang Panlalawigan for further study, and endorsed to the Division Office for its confirmation. The Division Office then required the local government of Dingalan to prepare the needed requirement for the establishment of Umiray National High School. On May 1999, Dr. Aurora P. Gervacio, the Schools Divisions Superintendent had an ocular inspection of the area as well as the needed facilities.
