the Hon'ble High Court of Kerala.
ORDER
As per the G.O as read as 1 st paper above sanction was
accorded for including IRC:12-2016 in the PWD Manual as appendix
along with the other codes mentioned in the Manual. Since the IRC:12-
2016 "Unified Guidelines for access permission to fuel station" has
been withdrawn by Govt. of India as per Notification No.28, effective
from 1st December, 2019, the stipulated norms and specifications for
ensuring the safety of roads and traffic in Kerala were issued as per the
G.O read as 2nd paper above.
2.Several Writ Petitions challenging the G.O read as 2 nd paper
above are pending before the Hon'ble High Court of Kerala.
3. Government have examined the matter in detail and an Expert
Committee is constituted hereby as follows to study and report the
norms for ensuring the safety of roads and traffic in Kerala, if any to be
formulated by the State as the Central Government norms are
withdrawn.
(i) Chief Engineer (Roads) - Chairman
(ii) Chief Engineer (National Highway) - Member
(iii) Chief Engineer (Kerala State Transport Project) - Member

(iv) Executive Engineer, Road Safety Cell, Office of Chief Engineer

4. The Committee have to submit the report to Government
within one month. Till then the present norms be continued.
