General Rules of Measurement

M1 This can be classified and measured under one of the following system, together with their
pipe work, equipment and ancillaries
a ) Automatic fire sprinkler system (wet system contains water inside the pipes at all times)
b) Dry Standpipe system (has no water insides the pipes)
c) Fire Extinguishers
d) Gas suppression system (i.e. FM-200, Inergen, Nitrogen, etc.)
e) Others, stated

C1 Most fixings and components are held to be included with the measured works. Brackets,
saddles, hangers, screws, bolts and all other fixings and supports, anti-vibration fixings and
mountings, spring compensated and seismic restraints, vibration isolators and isolating
components and other sundry work are held to be included.

This rule must therefore be considered when measuring the pipe works and equipment.

Items to Measure
Pipes and fittings (usually black steel (BI) for interior suspended piping; galvanized steel (GI) for
external piping exposed to elements and ductile iron for below ground; also sometimes GI for dry
standpipe system and reaction system)

Ancillaries (gate valves, check valves, sprinkler heads, etc.)

Equipment (diesel or electric driven fire and jockey pumps)

Fire Extinguishers (carbon dioxide type, dry chemical type, etc.)

Field devices (heat detectors, smoke detectors, etc. – very seldom-measurable items here; usually
under preaction system)
Any other related work

This list is only intended to give the typical items to consider for a taking off list.

A taking off list should be drafted covering in detail all the items to be measured. As we go through
examples you will see the level of detail you should go to.

You must always draft a taking off list prior to starting taking off.

Fire protection works is measured based on drawings and specifications but must have full descriptions
including :-

S1 Kind and quality of materials


S2 Method of jointing (most commonly screwed, flanged or welded)

Pipe Runs :-
15300.2 Classified according to specification and size. Measured in
meters and measured over all in-line fittings.
15300.2.1.1 to 5 – pipes laid or fixed to walls/columns, floors,
ceilings / soffits, in trenches shall each be so described.

15300.4 Extra over pipes for fittings.

M6 Fittings on pipes are only measured where exceeding 60mm diameter.


M7 Reducing fittings are measured extra over the largest diameter of the pipes on which they
occur and include for separate reducers where a fitting of the required sizes is not available.
D2 Fittings on pipes include bends, junctions (equal tees and reducing tees), reducers, end caps,
etc.

C3 Joints (any joints which differ from those generally occurring in the
running length – most commonly screwed, flanged or welded joints)
are held to be included where “not designed by the Engineer” (ie
those joints which the Contractor chooses to make his own method
of working).

Where the Engineer designs special joints that are specifically


detailed in the drawings or specifically required in the specifications
they are measured in detail under 15300.4.2.

15300.4.4 Extra over pipes for – flexible connectors, flexible pipes,


expansion loops, special joints and connections not
designed by the Mechanical/Sanitary Engineer (must
always be included, so that any additional work required by the Contractor can be
allowed for).
Option: included in Special Preambles i.e. flexible
connectors which are not specifically so detailed or
required shall be held to be included in the pipework.
Where the Engineer designs flexible connectors, flexible
pipes, expansion loops, special joints and connections they are measured in detail
under 15300.4.2 and 15300.4..3

C5 Pipes not exceeding 60mm diameter are held to include all fittings.

Note that for fittings on pipes :-

(a) no deduction is made from the length of pipe which such


fittings replace (see also General Principles Rule 9.6 for the
definitions of the term “extra for”)

(b) and at the same time no additional measurement is made for


length of pipes.

Basically no adjustments are made for length of pipes due to


fittings.

Ancillaries :-

15300.5 Ancillaries shall be enumerated stating the type and size


(include valves, sprinkler heads, fire department
connections, fire hose cabinet complete with accessories,
etc.).
Equipment :-

15300.6 Equipment shall be enumerated stating the type and size


(usually fire pump and jockey pump)

Fire extinguishers :-

15300.7 Fire extinguishers shall be enumerated stating the type and


size

General (Sundries) :-

An item shall be given where appropriate, for each of the following


(these are to be read in conjunction wit the Preliminary items):

15300.9 Identification, color coding and labeling


15300.10 Marking positions of holes, etc
15300.11 Cutting holes, etc
15300.12 Providing pipe sleeves, etc
15300.13 Wrapping pipes, etc
15300.14 Sealing, packing and fireproofing, etc
15300.15 Providing all necessary spares and tools

15300.16 Testing and commissioning

C8 Testing and commissioning is held to include cost of all


necessary power and fuel, making good all defects and
re-testing as necessary.

15300.18 Preparing drawings (shop drawings and as-built drawings)


stating all requirements including the information required,
method of presentation and number of copies required.
15300.19 Operating and maintenance manuals
– stating the number of copies required.
15300.20 Temporary operation of installations to Owner’s requirement
(very seldom measurable item) – stating scope and
duration
15300.21 Instruction of Owner’s representatives in operation,
maintenance, etc.- stating scope and duration
etc 15300.22 Maintenance (other than that required under defects
liability). If maintenance is required beyond the contract
defects liability period this shall be given separately
– stating scope and duration.
