ANNEXURE-II

UNIT WISE FACILITIES

1.0 PRFCC Unit

1.1. PRFCC unit consists of the following sections:

 PRFCC Reactor and Regeneration


 Main Fractionator and Unsaturated Gas Plant (USGP)
 Flue Gas Treatment Facilities
 Power Recovery System
 Unsaturated LPG Treating Unit (LTU)
 Propylene Recovery Unit (PRU)

1.2. The facilities under PRFCC Block battery limits typically consist of the following
sections

Petro Resid Fluid Catalytic Cracker Unit

1) Feed Surge Drum and Feed Pumpingfacilities


2) Reaction-RegenerationSection including catalyst cooler if required
3) For meeting FCCU Flue gas specifications released from stack,
combination of Tertiary Separator System (TSS) and Electrostatic
Precipitator (ESP) etc. shall be considered.
4) Flue GasStack
5) Power Recovery Train (PRT).
6) Flue Gas Heat Recovery Steam GenerationSection (CO incinerator and
boiler section)
7) Flue gas scrubber (SOx, NOx removal facilities)
8) Facilities for catalyst storage, loading andunloading.
9) Main Air Blower section including regeneration air heaterfacilities
10) Feed Preheating and Charge Heater Section
11) Main Fractionation section including main fractionator, side strippers, slurry
pump around/ recycle pump, various pump-around pumps, product pumps,
overhead condensers, reflux drum and associated pumps including wash
water injection facilities etc.
12) Gas concentration section including Wet Gas compressor with knock
outdrum at the suction of each stage.
13) Absorber / StripperSection.
14) Debutaniser Section
15) Sponge AbsorberSection
16) Fuel Gas Amine Absorber
17) H2S/Sulfur removal from sour FG / LPG by amine treating
18) 20 wt% caustic solution shall be available from OSBL for H2S removal and
for LPG treatment facilities. Facilities for dilution, storage and injection
facilities to be included within the battery limit of PRFCCBlock

Unsaturated LPG Treating Unit

The Unsaturated LPG Treating Unit (LTU) removes sulphur compounds


(mercaptans, H2S and COS) from amine treated LPG received from PRFCC.
The Unsaturated LPG Treating Unit (LTU) shall typically include but not limited
to the following:

1) Caustic wash section


2) Water wash section
3) Caustic regeneration section
4) Spent Caustic Degassing

The treated LPG is sent to Propylene Recovery Unit for Propylene Recovery.

Propylene Recovery Unit

The treated LPG from LTU is separated into polymer grade Propylene, Propane
and Mixed C4’s in a Propylene Recovery Unit (PRU).

The Propylene Recovery Unit (PRU) shall typically include but not limited to the
following:
1) C3/C4 Splitter
2) Dryer and Contaminant Removal facilities
3) De-ethaniser
4) C3 Splitter with Heat Pump Compressor

Propylene treating section is required for producing polymer grade propylene.

Common Facilities

1) Facilities for heat integration for improving energy optimisation, as required


2) Facilities for adsorbent loading and unloading as required
3) Facilities for in-plant steam generation and superheating, ifany.
4) All instrumentation required for normal operation, handling emergencies
and shutdown along with advance control strategies.
5) Neutralisation / passivation facilities, if required.
6) Necessary facilities required for environment protection and occupational
safety related to offered process
7) Facilities for carrying out on-stream and shut down maintenance.
8) Any special facilities required for smooth and safe start up/operation/
Shutdown of the unit.
9) Facilities for safeguarding process system/ catalyst.
10) Facilities for corrosion monitoring and corrosion control.
11) BFW preheating facilities for steam generation, if required.
12) Lean Amine surge drum, filtration, pumping & cooling facilities.
13) Rich Amine break vessel and rich amine pumping facilities.
14) Sour water break vessel and sour water pumping facilities.
15) Flushing Oil System as appropriate.
16) Catalyst handling and storing facilities. Facilities required for facilitating
catalyst skimming, if any
17) Facilities for preparation, dilution, storage and injection of chemicals and
similar items required if any, within the battery limit. LICENSOR shall give
detailed data sheets required for design and development of the system.
18) Facilities for receiving , storing and pumping wash water to identified
locations
19) It is desired to utilize sour water generated within Unit as wash water to the
maximum extent in the unit. LICENSOR to indicate the limitation, if any. DM
water/ Boiler feed water (BFW) and Steam condensates are the alternate
streams to be considered as process wash water.
20) Special firefighting and safety systems, as necessary.
21) Caustic and Ammonia handling and dosing facilities, if required.
22) Steam pressure reduction and conditioning Facilities, as required.
23) Condensate segregation, collection , stabilization and return facilities, as
applicable
24) Spent Caustic Degassing System, as necessary.
25) In case of generation of liquid waste which cannot be disposed off in ETP,
incineration, if required, will be included within battery limit.

2.0 Poly Propylene Unit

PP unit consists of the following sections


1) Monomer/Co-monomer/Hydrogen/Utilities Purification sections
2) Catalyst Preparation & Metering
3) Co-Catalyst (1) TEAL Handling and Metering
4) Co-Catalyst (2) Donor Handling and Metering
5) Chemicals Handling and Metering
6) Polymerization Reactors (Parallel, Cascade Operation as required)
7) Powder Degassing/ Deashing/Drying
8) Monomer Recovery
9) Intermediate Powder Storage and Transport
10) Powder Additivation
11) Powder Extrusion
12) Product Blending, Handling and Storage
13) Product Packaging (25 kg. bags, 1 Tonne Jumbo Bag, Rail Car, Road
Tanker)
3.0 SRU unit

SRU and TGTU common facilities:


1. Acid gas KO drums, Sour Gas KO drum; NH3 gas KO drums
2. Combustion Air blowers, Acid gas condensate collection pot; BFW
preheater.
3. Condensate pumps

SRU Claus section:

ANNEXURE IV

BASIS OF INDIRECT CHARGES

Indirect charges will be calculated based on the following norms:

1. Ocean Freight: @ 8% on FOB cost of imported items.


2. Marine Insurance: @ 1 % on FOB cost of imported items
3. Basic Custom Duty (BCD) @ 7.5% on assessable value (Based on HSN
Code)
4. Cess on BCD @ 10%
5. IGST on imported items based on HSN Code.
6. Port Handling @ 3% of FOB value.
7. Inland Transportation: @ 2% on total landed cost (for foreign supply) & 2 %
on basic value for indigenous material.
8. IGST @ 18% on all indigenous supply cost depending on HSN Code.
9. Insurance @ 1% on all indigenous and imported items to cover risks during
transit, storage at site and during construction.
10. Foreign exchange rate as per published rates at the time of estimation.
11. IGST @18% for service portion.
