This guide will be used by TVI-applicants with TVET programs for the System for TVET Accreditation and Recognition (STAR)
Program to evaluate the validate the program-applicant for the STAR Program based on the set criteria. It shall be accomplished on
a per program application basis.

This Evaluation Instrument contains a table of specifications and the bodies of evidence required that must be attached by the TVI-
applicant. The columns in the table are described as follows:
1. Requirement – is the standard that should be satisfied
2. Respondent – refers to the person who is the target of the process check/question
3. Process/question – is the main method that will be checked and/or asked in probing compliance to the requirement.
4. Evidence – the document required to be presented to show compliance to the requirement.
5. Score – sets the points from highest to lowest that will be earned for a given requirement.
6. Evaluator’s score – is the validated score from the point of view of the evaluator for the STAR Program.
7. Remarks – column provided for the evaluator’s comments relative to the requirement.

A Consolidated Table of Requirements and Corresponding Points Garnered for all the STAR-rated Criteria is provided at the
end to consolidate all the points earned relative to the indicators. The total points earned can then be compared to the last table
which sets the total score ranges to determine the STAR level of the program.
