GOVERNMENT ELECTION VIS-A-V]S YOUTH LEADERS SUMMITAND
TEACHER-ADVISERS TRAINING PROGRAM

Concerned

1- Pursuant to the DepEd Order No. 47 s. 2014, otherwise known as the ConstifuUon and By-
Laws of the Supreme Government and DepEd Order No. 11 s. 2016 entitled 'Additional
Guidelines to DepEd Order No.47", the Division of Quezon shall conducl District and Division.
Supreme Pupil Government and Supreme Student Government Elec{ion.
2. District Election for both SPG and SSG is scheduled on March 10, 2020 and shall be conducted
in their respective districts. Participants are the elecied officers of the seven key positions and
their advisers. Election for District Oflicers for Teacher-Advisers will also be conducted on the
same day.
3. Division Eleclion, Youth Leaders Summit and Teacher-Advisers Training Program will be held at
M.l. Sevilla's Hotel and Resort, Brgy. Domoit, Lucena City on April 21-22,2O2O. Participants are
the elected district SPG and SSG presidents, vice-presidents, and elected distric{ president and
vice- president of teacher-advisers.
4. Appropriate measure must be observed to ensure safety of participants as stated in DepEd Order
No. 66, s. 2017 which includes parents' permit.
5. The Projec{ Development Officers shall facilitate the Division Election and participants of the
Regional TeacherAdvisers Training Program in 2019 will be the members of the Technical
Working Group.(See attached list)
6. The Technical Working Group is expecred to be at the venue by 8:00 am on April 20,2o2o.
7. A registration fee of P3000.00 per participant shall be collecled to cover meals (2 snacks, 2
breakfast, 2lunch, and 2 dinner) and other related expenses. Registration and travel expenses

OISTRICT ELECTION OF SPG AND SSG OFFICERS

1. Participants for the District Election will be the seven key positions of each school. The same
positions will be filled up in the District Level Ofiicers.
2. Participants shall be grouped into their respective positions. Each participant vvill be given 2-3
minutes for self- introduction.
3. Each group (e.9. Group of Presidents, Group of Vice Presidents, Group of Secretaries, etc-) will
cast their votes for one who they think deserves to be elec{ed in the position. The top 2
participants will be the ofiicial candidates for lhe position. ln case of a tie, a toss coin will be
applied.
4. Using draw lots strategy, the top 2 candidates for each of the seven key positions will be
separated into Party A and Party B. After being grouped into two, the official candidates may nou,
decide for their party name.
5. ln case of a District with only 2 schools for the SSG, the District may disregard the eleclion rule
numbers 2, 3 and 4. They will automatically be the two competing parties.
6. Meeting de Avance will follow with a 3-minute limit for the presidential and vice. presidential
candidates while 2-minute speech limit for other positions to campaign. After this, a 2o-minute
open forum shall be allotted and to be followed by casting of votes through secret balloting.
7. ln case of a tie, a toss coin will be applied.
8. The Public Schools District Supervisors are tasked to appoint the members of the Districi
COMELEC which is composed of 3 teachers from elementary and 3 teachers from secondary.
Members of the District COMELEC shall not be the incumbent or incoming adviser of the SPG
and SSG of the schools.
9. Election results such as the List of District Ofiicers and Newsletter Report must be submifted by
the Distric{ Youth Formation Coordinator at sdo.quezon.yfd@deped.gov.ph using flame of
Districl_zo20EleclionReport as the subject.
10. Central schools will be the venue of elections.

DISTRICT FEDERATION OF STUDENT GOVERNMENT ADVISERS

1. COMELEC shall facilitate the elec{ion.

2. The District Federation of Student Government Advisers shall be composed of all duly appointed
advisers of the incoming SPG and SSG officers.
3. All advisers are automatically nominated for the seven key positions and will be given 2-3 minutes
for self-introduction.
4. The participants will then cast their votes starting with the position of president. Secret balloting
shall apply. The same procedure will be followed doivn to the position of peace ofiicer.
5. Proclamation of winners is immediately followed by oath taking to be led by the PSDS.
6. The results of this election shall be included to the reports to be submitted as stated in no. 10 of
Endosure '1.1.
