1 General Compliance
1.1 The Contractor shall ensure full compliance to the Contractor Guidelines For Health & Safety
Standards document Rev 00 (Document No Document No: GUD-FXI-001) issued by Oman
Broadband on 13.04.2015.
1.2 Oman Broadband reserves the right to amend the above document during the time of construction
and the contractor shall ensure full compliance of the updated version as and when issued to him.

2 Special Compliance
2.1 The Contractor shall at all times operate and vigorously pursue a “zero – accident” policy. The
contractor will ensure that all works adhere to and are compliant with MD 286.
2.2 The Contractor must submit, during mobilisation, his project specific Health, Safety and
Environmental policy, and procedures in the form of fully integrated HSE Plans for the approach to
HS&E during the design, construction phases. He shall be fully responsible for the provision of a
comprehensive training programme for all levels of his personnel and subcontractors in the
requirements of the Plan. He shall employ a full time qualified and experienced Health and Safety
Manager and appropriate HSE Professionals to adequately staff the engineering and construction of
the project to ensure full compliance of the HSE Plan. The HSE Plan shall be regularly reviewed and
revised at the direction of the OBC’s Project Manager.
2.3 Oman Broadbsnf current construction HSE policies and procedures will be issued to the Contractor
during mobilisation if changes have been introduced from the version issued at the time of signing
the Contract Document. The Contractor shall examine and comment on these documents to ensure
compatibility between all of the policies. During the mobilisation period, discussions shall be held
between Oman Broadband and the Contractor to ensure that an adequate HSE strategy is in place
for all elements and phases of the construction of the Project and this is fully detailed in his HSE
Plan.
2.4 The Contractor shall establish on site first-aid and medical facilities which shall be available to the
Oman Broadband and Oman Broadband’s site personnel.
2.5 The Contractor shall provide and fully maintain throughout the construction Period all necessary
HSE equipment, emergency response and welfare facilities for staff and workers as required for
compliance with the approved HSE Plans.
2.6 The Contractor shall provide and fully maintain throughout the construction Period Emergency
Response Plans developed from a structured risk assessment process undertaken by personnel
trained and certified in such emergency response activities.
2.7 The Contractor shall make note of the incentive amount included in the schedule of prices for
observing and maintaining strict compliance with the QHSE requirements. The QHSE shall be
evaluated monthly
