The Villages in Florida
The rioting in major cities across the
U.S. has spread to The Villages, Florida, a
retirement community of over 100,000.
Looters in Florida’s friendliest hometown
have especially broken into stores that sell
items like laxatives, toilet paper, vitamins,
hearing aids, reading glasses, energy drinks,
surgical stockings and poly grip.
The Seniors, that left the scene, were
easily caught and arrested since they were
using their walkers and golf carts to flee.
The protests have been limited to
the evening hours because most of the
lawbreakers either had doctor’s appointments
during the day or rioting earlier would have
interfered with their naps.
The marches didn’t last that long because
many of the demonstrators had to get home
to pee. In many cases, the demonstrators
were caught standing around because they
simply forgot why they were even there.
Officials considered a curfew starting at
9 p.m. but since that’s the time when most
of the residents go to bed anyway, it was
decided that it wasn’t needed.
Community leaders concluded that
part of the problem was that residents were
restless because they had too much time
on their hands since the recreation centers,
pools, theaters, bingo parlors, boutique
stores and especially the bars were closed
due to the corona 19 virus.
Community officials wanted to form a
committee to look further into the problem,
but the next day no one could remember
why they needed a committee.

The Midnight Stroll
The fall sports season in Glasgow officially got underway Friday
night (12:01 a.m. Saturday morning) as the Scotty Cross Country
teams took off from the high school to get their first practice in.
Volleyball got underway with a 6:45 this morning and football
practice was scheduled for 3:00 this afternoon. Let’s go, Scotties!

Cow Creek Reservoir closed
The landowners of Cow Creek Reservoir, located
approximately 20 miles southwest of Cleveland in Blaine
Co., have requested that the reservoir be temporarily
closed to public access due to a fish kill and the potential
presence of harmful algal blooms (HABs). Montana
Fish, Wildlife and Parks , in partnership with the Sand
Creek Ranch, have managed Cow Creek Reservoir for
public access for several years.
An FWP warden reported the fish kill on Aug.
12 and Havre fisheries staff investigated. Dead fish,
including yellow perch, walleye, and channel catfish,
were seen throughout the reservoir with the highest
concentrations occurring on the upper end of the
reservoir. Tests were also taken for dissolved oxygen,
temperature, and the presence of algal toxins.
FWP personnel will continue testing and will
collect live fish to determine the cause of the fish kill.
In addition, monitoring for HABs will continue. Sand
Creek Ranch has requested the reservoir be closed to
protect public safety.

Seeking comment on ice fishing contests
Montana Fish, Wildlife & Parks is seeking public
comment on ice fishing contests proposed for the 2020-
2021 season. Participants must comply with state fishing
regulations, including daily and possession limits.
Applications for fishing contests may be approved,
approved with conditions, or denied by the FWP
Fisheries Division in Helena. Conditions placed on
contests may help to minimize fish mortality, regulate
harvest, reduce user conflicts, and/or require additional
access site maintenance when needed.
Information on the proposed fishing contests can
be found on the FWP Fishing Contest webpage or by
calling 406-444-2449. All comments must be received
on or before Sept. 14, 2020.

NVCW/S District Happenings
Per Montana Rural Water Assoc. guidelines the
following information is disclosed:
The NVCW/S BOARD has announced numerous
times in public meetings 2 Board Director vacancies.
The posted agendas and minutes in the Courthouse and
St. Marie Townhall have mentioned same. In the St.
Marie Condo newsletter mailed out with all condo bills
DeAnn Ketchum has made mention of 2 Water/Sewer
Board vacancies. BUZZ articles have stated previous 2
Board Director vacancies. I personally have talked to
many qualified residents (5) of St. Marie asking if they
would entertain the notion of serving on the NVCW/S
Board and 2 came on the Board to serve and didn’t
register for re-election.
And per Montana Code Annotated 2019- Part 22
County Water and/or Sewer Districts 7-13-2262 that
reads as follows:
VACANCIES on Board of Directors-
Appointment.... “Any vacancy in the Board of
Directors, whether the vacant office is elective or
appointive, MUST BE filled by majority vote of the
remaining Directors.” It goes on to say “If there are
NO DIRECTORS remaining on the Board and no
nominees for any Director position to be elected,
the COUNTY COMMISSIONERS may appoint the
number of Directors specified in 7-13-2232.
Not only were there 3 remaining Directors on the
NVCW/S District Board as required, but also a quorum
that was not needed.

and Frank Piocos and were subsequently appointed.
Mr. Frankson had served on the Board many times
and had working knowledge of the operation already.
Additionally Mr. Frankson managed 150 or more people
for Lockheed in Egypt and Saudi Arabia (17 years) and
possesses financial and managerial experience. Mr.
Piocos is a practicing Attorney for Roosevelt County
and his legal knowledge was welcomed.
If anyone has higher qualifications and expresses
interest in serving NVCW/S District for $55 per month
pay, please let us know. When the next vacancy occurs
THE BOARD will consider your appointment to our
Board.
Unlike “Dependent Special Districts” or “Non
Enterprise Special Districts” that deliver services
funded by property taxes....NVCW/S District is a
“Enterprise Special District” providing water and sewer
services funded by fees paid by the service recipients or
customers.
At my first encounter with Mr. Jensen, the County
Attorney, he made it clear to me that he could not get
involved with our operation since we do not receive tax
dollars from Valley County.
We do have an outstanding loan from USDA
currently and must abide by Sunshine Laws. Our
current applications for DEQ and USDA Grants are
independent of Valley County....they are not involved
or at risk financially. If Valley County goes forward
with SPONSORING NVCW/S Districts application
for a CDBG Grant it is simply a formality with DEQ
and Valley County has no financial risk. This may be
verified by Great West Engineering and DEQ.
