Dear Dir. Usman:

Greetings of peace and prosperity!

Pursuant to the DBM-CHED Joint Circular No. 1, 2019 which pertains to the formulation of Guidelines for the
implementation of the NBC No. 461, Cycle 7-A, the CFCST Board of Trustees approved Resolution No. 51, series
of 2019 during its 179th Regular Meeting held on September 18, 2019 at the CHED Central Office, Quezon City,
creating AdHoc Committee to review the documents submitted by the faculty members to determine whether or not
the same are in accordance with the law. Series of meetings were conducted for this purpose. As a result, documents
of various faculty members, including that of Dr. Esmael Abas, were evaluated by the AdHoc Committee. However,
his promotion was not implemented together with the previous batch of faculty pending the result of his National
Accreditation Certification (NAC) from the PASUC National Office. Fortunately, his NAC was issued to him on
January 31, 2020 by PASUC.

As such, the AdHoc is highly endorsing Dr. Cabilo to your good office for the reclassification of his appointment to
Professor V (per Final Print Out of NBC 461, Cycle 7-A from the Zonal Center) since he has now satisfactorily
complied the requirements for such position.
