I. Amendment to Republic Act 9275: An Act Providing for a


Comprehensive Water Quality Management and for Other Purposes,
Chapter2, Article 2, Sec. 14

A. Content
According to the Department of Environment and Natural Resources-
EMB, owners or operators of facilities that discharge regulated effluents
pursuant to this act are required to secure a permit to discharge. The
discharge permit serves as a legal authorization to discharge wastewater.

B. Rationale
In this section, it was stated that a management are required to
secure a permit. Industries, without any discharge permit, are given a
period of twelve (12) months to comply and secure a discharge permit. I
have concluded that the given period of twelve (12) months to comply and
secure a discharge permit, in such span, may already lead to a deleterious
effect in harming living resources and human health.

As a possible solution to the problem, we may amend the law that


instead of giving a period of twelve (12) months to comply it should be
lowered to six (6) months from the start of operation to avoid further
destruction of the environment.

C. Beneficiaries
The beneficiary of this is mainly the Philippines itself, lowering the
period for completion of requirements in securing a discharge permit will
be of great impact in saving the environment.

II. Amendment to IRR of RA 9297: Implementing Rules and Regulations
of the Chemical Engineering Law of 2004, Rule 6, Sec. 36

A. Content
According to this section of Teaching and Lecturing Engagements in
Chemical Engineering, professional chemical engineering subjects shall
comprise of chemical engineering thermodynamics; chemical engineering
calculations; physical and chemical principles; industrial processes;
momentum transfer; heat transfer; mass transfer; industrial waste
management and control; process equipment and plant design; and
biochemical engineering and bioengineering

B. Rationale
In this section, the number of credited subjects and additional years
of education should also be specified and centralized with other countries
that also offer chemical engineering as a course. This would help in the
validity of their license not only here in the Philippines but also in other
countries as well.

C. Beneficiaries
The beneficiary of this are mainly the chemical engineering students.
This would be of great help for the students to widen their knowledge and
horizon from their chosen field.
