On September 16, 2020 at approximately 13:56 H.R. I Officer L. Avila responded to the location.

I attempted to make contact by knocking at the front door. I did not receive a response.

I then called Zoe Ann Sheppard by cell phone. I identified myself and advised Mrs. Sheppard I am at
the location due to possible hoarding and loose rabbits.

Mrs. Sheppard advised she is 15 minutes away and could meet me at her home. Shortly after I met
with a white older female identified herself as Zoe Sheppard.

Mrs. Sheppard advised some of her rabbits have dug out of the back enclosure.

I asked Mrs. Sheppard to provide me with the amount of animals she currently has. Mrs. Sheppard
advised she has one dog and maybe 50 rabbits.

I asked Mrs. Sheppard if she housed any rabbits in her home. She stated "no". She advised she only
has one large white large Great Pyrenees, inside the home.

I requested permission to view the home living conditions along were the rabbits are being housed.

Mrs. Sheppard immediately retracted her statement earlier and said she has rabbits in a room.

She escorted me to through her garage to the side door. She invited me in her home at which point I
viewed the inside of the home. The home appeared to be in complete disarray with clothes and
material objects. items scattered throughout the home. I also smelled a strong odor ammonia.

Mrs. Sheppard escorted me to the room being located to the right of the home. Upon entering the
room I viewed a large wooden pen with several rabbits in the pen.

The pen floor were covered in feces and urine. Several of the rabbits in the pen appeared to have
missing fur and appeared injured limping, eyes with discharge.

Mrs. Sheppard then walked to the backyard with me and showed me a large pen. I viewed large
amount of rabbits inside the pen. I viewed large burrows in the pen as well. The burrows appear to
be caving in.

I also viewed metal fence line on the ground with sharp points facing upwards. I advised Mrs.
Sheppard the metal fencing appears to be hazards to the rabbits along with the burrows.

I could clearly see the burrows have caused the foundation of the right back side of the lower part of
the home to crack.

I viewed the two large houses inside the pen. The floors appears to be covered in rabbit feces.

I viewed the rabbits majority of the rabbits appeared to be fighting with each other heavily panting
and had several injuries.

Mrs. Sheppard advised she knows the rabbits breeding has become out of control. She states she is
overwhelmed and requesting help.

I contacted my direct Supervisor P. Santana and relayed all the information. I received permission to
move forward with the large impound.

Lee County Sheriff Department Sergeant J. Najarro was contacted for assistance. LCSO Sergeant J.
Najarro arrived shortly before Supervisor P. Santana along with Senior Officer Urbanski and Senior
Officer Sechrist arrived on scene with a second unit being Animal Care Specialist Patsy Pelaez and
Elizabeth Wisniewski.

I explained to Mrs. Sheppard due to the unsanitary conditions along several rabbits being injured and
not treated she would be receiving citations under Cruelty to Animals. Mrs. Sheppard advised she
fully understands.

Mrs. Sheppard read and completed Lee County Domestic Animal Service owner release form. Lee
County Sheriff Department Sergeant J. Najarro as witnessed.

Total of 71 rabbits were removed and transported to Lee County Domestic Animal Services.
