1. OBJECTIVE
This procedure describes Material Receiving inspection for Steel plates, profiles, … etc.

2. SCOPE
The aim is to identify the process carried out during the material inspection during the receiving.

4. RESPONSIBILITIES
4.1. MATERIAL ENGINEER shall be responsible for review the purchase orders in order to insure the compliance with
the project specification and relevant standard
4.2. MATERIAL INSPECTOR shall be responsible for ensuring that the material has been delivered in a proper way,
tested, inspected and accepted in accordance with the governing standards.

6. PROCEDURE
6.1. MATERIAL STORE REQUISITION
6.1.1. MSR for any material are prepared by the Design Engineer, except for welding material is prepared by the WE
6.1.2. The MSR shall include the material specification, type, class or grade selected from the applicable and
relevant standard.
6.1.3. MSR shall also include marking and Material Test Report and/or Certificate of Compliance, if required, and
any supplementary or additional requirements of Code, such as special testing, Charpy impact tests at
minimum design metal temperature, grain size, methods of forming Rolling and subsequent heat treatment,
if any.

6.1.4. Completed MSR are signed and dated by the Design Engineer. The MSR are then forwarded to the Material
Control Engineer to verify the material available on stock to establish the quantity required to be purchased.
6.1.5. Material specifications as requested by the Code/Standard shall be attached to any material PR and shall be
strictly adhered to.

6.2. PURCHASE REQUEST


6.2.1. The Material Control Engineer copies the approved Material Store Requisition checking the availability of the
materials in the store (with Store & PR follow up Officer) in the PR form no. P/901/F/1 and forwards it to the
Procurement Manager for his action.
6.2.2. For Welding Material, the Welding Engineer calculates the required welding consumable for the order then
contact the Warehouse Manager to check the availability of the required welding consumable, then the
welding engineer prepares and approves Welding Consumable Purchase Request form no. P/901/F/1 for the
missing welding consumable which is not available in store and forward it to the Procurement Manager.
6.2.3. Procurement Manager received the Purchase Requisitions with its attached material specifications and issues
the PO accordingly.
6.2.4. Copy of the MSR/PR is sent to the Material Engineer for use during receiving inspection.
6.2.5. For material to be sent to a field site, copy of the MSR/PR shall be forwarded to the QC Engineer at field site.
6.2.6. Changes to MSR will be prepared, reviewed and approved in the same manner as the originals.
6.2.7. Substitution of material is not permitted without the prior approval of the Engineering Manager. In such case,
revised drawings, calculations, MSR shall be prepared as necessary and approved as originals.

6.3. MATERIAL SUBSTITUTION:


6.3.1. No Material Substitution is allowed without Pre-Formal Consent of Design Engineer and approval of
Engineering Manager
6.3.2. When ASTM Material got prepared to be used, The Design Engineer shall advise the Requirements to use such,
Material Engineer shall follow the Design Engineer's Instructions, if found in compliance with, the said
Materials shall be used

6.4. RECEIVING AND MATERIAL INSPECTION.


6.4.1. All the inspection documents for the material received shall be inspected as per table 1
(unless specified by client)
6.4.2. All material received at the shop is placed in a hold area identified with a signboard HOLD INSPECTION AREA
and shall be pending till the quality control Inspection according to the standard as per table 2 and 3
accordingly
6.4.3. The Material Engineer, using his copy of the MSR/PR examines all material (except welding material) for
dimensions including formed and shell radius using correct templates, for marking, condition and quantity.
6.4.4. All material marking and dimensions are recorded on the Material Receiving Inspection Report form no. ASF-
QC-MRI-002
6.4.5. For welding consumables, the inspection shall be done by the Welding Engineer using Welding Material
Inspection Report form no. ASF-QC-MRI-003, accepted material will be placed and stored properly.
6.4.6. When Material Test Reports are requested by PR, it will be reviewed by Material Engineer, with Respect to
compliance with applicable requisition together with traceability with requested Marking.
6.4.7. When acceptable, the Material Engineer signs and dates the material test report and the Material Inspection
Report form no. ASF-QC-MRI-002 to release the materials. The Material Engineer release the material for
storage or fabrication.
6.4.8. Material which does not meet MSR/PR and standard requirements is tagged with a HOLD tag ASF-QC-MRI-005.
6.4.9. For Thickness tolerance, unless otherwise specified, the thickness tolerances for structural steel plates shall be
in accordance to class A complying with EN 10029 for hot rolled steel plates and EN ISO 18286 for hot-rolled
stainless-steel plates
6.4.10. For surface condition requirement shall be according EN 10163-2 and EN 10163-3
