Under BI 10-00688, Saudi Aramco will expand the Berri Gas Plant Sulfur Handling & Export
facility to upgrade the Industrial Security countermeasures to be compliant with the HCIS Security
Directives (2017). The BGP Sulfur Handling & Export facility is located inside of King Fahad
Industrial Port in Jubail, Saudi Arabia on the Arabian Gulf coast of the Kingdom of Saudi Arabia.

The facility has existed since 1982, when the location was rebuilt due to an industrial accident.
The main business of the facility is the solidification, into pelletized form, of liquid sulfur that is

pumped via pipeline from the main Berri Gas Plant facility, located to the west. Sulfur is a bi-

product of the Gas Processing activities in Berri Gas Plant.
The intent of Saudi Aramco, under the direction of Saudi Aramco, for this project is to upgrade the
Sulfur Handling & Export Plant located in the King Fahd Industrial Port to meet HCIS Security
Directive 01-19 requirements so that the facility is fully compliant with government requirements.
Saudi Aramco will do this by replacing the perimeter, on all elevations, apart from the seaward

facing elevation as this would impact directly on the ability of the facility loading operations to
function effectively. Furthermore, the intent is to replace the main entrance gate, to be
Classification 3 compliant and install ancillary measures required of a Classification 3 facility.
It should be noted that the proposed facility is located within a high security zone integral to the
wider King Abdullah Industrial Port complex. The port complex was previously classified, by HCIS,
as being Classification 1 and has been built to this specification. Therefore, any vehicles or
pedestrians approaching the Sulfur Handling & Export facility are required to transit through the
checks and procedures required for a Classification 1 facility in order to get to the Aramco facility.
Specifically, to get to the Sulfur Handling & Export facility a vehicle must pass through the Coast

Guard checkpoint at the entrance on the causeway to the KFIP and then the KFIP Port Authority
Main Access Gate and finally the Saudi Aramco Main Entrance Gate at the facility itself. The

Sulfur Handling & Export facility is much less attractive than other facilities within the King Fahd
Industrial Port in that the facility is not exporting a material that is critically important to the Saudi
economy. Sulfur produced by Berri Gas Plant is a by-product of the gas plant’s gas processing
