Tasks of public Establishment for transmission and Distribution of

electricity:
A. Electricity Transmission activity:
1- Practicing everything related to the activity of public
Establishment for transmission of electricity in Syrian Arab
Republic
-2- Managing all services in the field of transmission electricity
and may take the necessary measurements in this regard, taking
into account transparency and non-discrimination, and that these
measurements be carried out in accordance with the commercial
bases declared to all parties in the electricity sector.
3-Proposal to develop the general plan for the electrical system and
operational time programs for electricity generation and
transmission projects
4-Monitoring and following up the demand balance and available
generation for electricity and forecasting future electrical loads and
capacities required to meet the demand in near, medium and long
term and taking measurements that ensure the stability of the
network and documented it and making the necessary proposals to
meet the future demand.
5-Regulating the sale, purchase and exchange of electricity on
connecting networks.

B - Electricity distribution activity


1- Practicing everything related to the electricity distribution
activity in Syrian Arab Republic.
2- Studying,constructing,implementing andoperating medium and
low voltage lines and transfer centers mentioned in the investment
and discretionary plans by it or through its subsidiaries, including
providing subscribers.
3- Concluding agreements related to new distribution projects that
will be implemented by investors or management projects or
operating any of the existing distribution activities by the
Establishment directly or by the companies concerned in
accordance with the provisions of the law.
Article 6. The Establishment shall, in cooperation with the
concerned authorities, carry out the following tasks:
A. At the supervisory level:
1. developing the strategic plan for electricity companies,
supervise its work, monitor their performance, approve the
executive plans prepared by it and follow up their implementation
2-preparing studies and research in the field of development of its
activities.
3-preparing information and statistics to the parties of the
electricity sector without discrimination.

4. Disseminating the necessary information about its activities to


other parties in the sector.
-5- Preparing an annual report on the reality of electric supply that
includes production and consumption for different purposes,
current and future needs and how to secure them.
6. - Following -up of the readiness of small generation sets directly
or through their subsidiaries, including micro-hydro-obstetric sets.
7-maintaining through the electricity companies the readiness of
the reserved generation sets belonging to the public sector and vital
private sector facilities and submitting periodic reports on them to
the ministry.

B- At the executive level:


1- Preparing expanding studies for transmission networks to meet
the demand for electricity.
2- Constructing, implementing, operating and maintenance of
transmission networks of high voltage lines and transfer stations.
3- Implementation, operation and maintenance of national
Coordination Center and Sub-Coordination Centers.
4- Carrying out works and activities of electricity transmission and
distribution and complementary activities.
5- Implementation of the electrical interconnection projects
approved by the ministry and exchange of electricity with other
countries in accordance with the provisions of the electrical
interconnection in accordance by law 19 of 1993 and the
agreements concluded in this regard.
6-Setting up rules for the transmission network and its
amendments in coordination with all parties of the sector which
would be effective after approval and circulation by a decision of
the Minister, provided that these rules include in particular the
following:
A.) Technical requirements and limitations that apply to entities
wishing to connect to the transmission network in accordance with
the provisions of the law, and this includes, for example,
specifications for measuring and counting devices, and
requirements of electrical protection systems.
B) Emphasizing on the technical conditions that apply to the
licensees who wish to connect to the transmission network in
accordance with the provisions of the law, ensuring that there is no
discrimination between the licensees and the main subscribers.
C) The rules that help to raise efficiency and readiness, develop
transmission network economically.
D ) Instructions for operating the electrical network.
E) Necessary information and data required for the operation and
planning of the electrical grid.
F) Criteria for evaluating the operation and performance of the
electrical grid.

7. Take all necessary measurements to meet the demand for


electric power and electrical capacity in order to achieve safe and
stable operation of the electric grid in a transparent and non-
discriminatory manner in terms of:
A) Scheduling various operation generation information and
coordinating stopping programs to each of them.
B)scheduling the operation of transmission lines, and managing the
optimal loading for them, to avoid bottlenecks.
C) Scheduling the exchange with neighboring countries' networks.
8. Regulating the procedures for buying and selling electricity in
accordance with the provisions of the law88.
9. Carry out sale and purchase of electricity between the parties of
the sector on transmission network.
10. Transferring electricity produced by the licensees or the
authorized ones through the transmission network in return for fees
approved by a decision of the Minister.
11. Purchase electricity produced from generating stations
belonging to public entities, and from licensees, maintain
confidentiality of generating and surplus production authorized to
generate, and sell or export them to the governorates electricity
companies and the main subscribers.
12. Allow the authorized persons to be connected to the transform
network in exchange for fees proposed by the establishment and
approved by the Ministry.
13. Preparing an annual report on taken measurements to ensure
that there is no discrimination between the licensees, keep their
obtained business information confidential while doing its work
and mechanism to monitoring it.
14. Establish and operate electrical and mechanical fittings
laboratories, repair workshops and other fittings.
15. The Establishment has to provide the needs of its subsidiaries
from basic and common electrical materials and equipment
produced locally or imported.
16. The relevant establishment or electricity company is obliged
(as the case) to connect the generation stations or systems of
electricity from renewable energies to its network depending on
the capacity of the plant, or the generation system, provided that
the licensee implement the requirements of the connection in
accordance with the law.
17. Developing counting, billing and collection systems ,take the
necessary measurements to reduce electricity failure and losses
improve energy efficiency at the level of transmission and
distribution activities.
18. The ministry's participation in the preparation of integrated
planning studies for resources .
19. Propose the conditions to be met in the main participant and be
adopted by the decision of the Minister.
20. Construction and operation of concrete column factories, and
others.
