Chapter 1
PROJECT DESCRIPTION
1.1 Project Background and Rationale

Pursuant to the Local Government Code of 1991 or R.A. 7160, the City of Tanauan
exercised its mandate to formulate a Comprehensive Land Use Plan (CLUP) for a ten-
year period from 2004 to 2014. This CLUP must be in line with the Country’s Medium
Term Development Plan (MTDP) and shall serve as its blueprint for growth and
development and is deemed vital towards attaining local and regional progress and self-
sufficiency.

The formulation of the plan was made possible through the initiative and leadership of
the City Mayor, Honorable Alfredo C. Corona and the active participation of the City
Administrator, Mr. Norberto S. Mendoza, the City Planning and Development
Coordinator, Mrs. Nieves P. Borja, the Project Technical Working Group composed of
City Department Heads, and the Sangguniang Panglunsod Land Use Committee
composed of Honorable Julius Caesar G. Platon (Chairman), Honorable Manolito D.
Javier (Vice-Chairman), Honorable Marcelo Eric O. Manglo, Honorable Aurelio G. Llanto
Jr. and Honorable Armin L. Roxas.

1.2 Project Objectives

The primary objective was to provide technical assistance to the City Government of
Tanauan in the preparation of a Comprehensive Land Use Plan (CLUP) and GIS-
assisted Tax Mapping System. Specially, it involved the following:

1.2.1 Formulation of the CLUP which was made consistent and complementary to the
provincial and regional development plans to the overall development thrust of the
country, and shall serve as the City’s blueprint for the rational and optimum use of its
natural resources.

1.2.2 Establishment of GIS-assisted Tax Map structure for a more efficient tax
assessment and collection process.

1.3 Scope

The project covered and included the following key strategies and components:

1.3.1 Sectoral Strategies designed to achieve accelerated economic growth.

1.3.2 Spatial strategies that will integrate sectoral thrust to specific geographic
development areas.

1.3.3 Strategic development plans that will provide the key to long-term development of
Tanauan City in the following:

a) Social and Economic


b) Physical Infrastructure and Utilities
c) Environmental Management
d) Local Administration and Fiscal Management

1.3.4 A Land Use and Zoning Plan to support and provide the basis for the formulation of
Zoning Ordinance for the consideration of the Sangguniang Panglungsod.

1.4 Consultation and Liaison

The CLUP is a product of an extensive consultative process. The MADECOR


Environmental Management Systems, Inc. (MEMSI) provided the technical pool of
consultants that led in the formulation of this CLUP. In close coordination and
consultation with the Technical Working Group composed of key local city government
officials, the MEMSI project team conducted the situational studies and analysis
(demographic and sectoral studies) and formulated the strategies for development of the
City (Social Development Plan, Economic Development Plan, Local Administration and
Fiscal Management Plan, and the Land Use/Zoning Plan).

1.5 Approach and Methodology

The formulation of the plan was guided by the following approach and general
methodology:

1.5.1 Adoption of the human ecological perspective as a tool for a holistic,


integrative and multidisciplinary approach to the planning process.

A systems approach was utilized to consider all sectoral components at all levels of
analysis. The social, economic, natural features, environmental, physical infrastructure,
administrative and land use components were studied to serve as bases for planning.

1.5.2 Integration of environmental concerns with socio-economic concerns


according to the principle of sustainable development.

The integration of environmental protection and management principles within the


context of local socio-economic development plan was given emphasis to regulate or
minimize environmental degradation and ensure the optimal utilization and sustainable
productivity of the City’s natural resources.

1.5.3 A Multi-stakeholders’ approach to participatory planning.

As an approach to the operationalization of the concept of sustainable development,


representatives from the civil society, the local government and the business sector were
invited to participate in the planning process. They actively participated in the interactive
process of generating information during the socio-economic surveys, public
consultations and workshops where community problems, issues and needs were
identified and action strategies and visions were formulated. City officials and twenty
percent of all barangay residents were invited to participate in the public consultation and
land use planning workshops.

1.5.4 Application of Geographic Information System

A geographic information system (GIS) software that integrated maps and texts data was
used in the storage, retrieval and analysis of map information. Information on land
surface characteristics were obtained from satellite acquired images (IKONOS). Various
key spatial data was determined by the use of the Global Positioning System (GPS).
The computerized facility provided a rapid and highly accurate tool for interactive
decision-making between the technical staff and the counterpart Technical Working
Group from the City.

1.5.5 Specific Operational methods and Objectives:


a) Allocate and delineate the different uses of the land to their rational and best uses,
and thus, prevent premature and wasteful development;
b) Identify the intrinsic value and limitations of environmentally critical areas;
c) Identify conservation and protection strategies for areas with ecological aesthetic
value and historical significance;
d) Mapped out an efficient settlement pattern that would provide better access to
basic services and prevent population habitation and high risk activities in
environmentally critical areas;
c) Developed a GIS-formatted tax map.

1.6 Report Structure

This Final Report (Volume 1) on the formulation of the Comprehensive Land Use Plan of
Tanauan City consists of two parts. Part I contains the Situational Profile of Tanauan
City featuring its History, Demography and Physical Attributes. Part II contains the
Sectoral Development Plans which outline the overall growth direction of Tanauan City
within the plan period of ten years. The preparation of each Sectoral Development Plan
followed the prescribed guidelines consisting of situational analysis, development needs,
assessment, goals and objectives setting, and formulation of development strategies and
implementation plan.

1.7 The Study Area

Tanauan City is located within 1210 6’ latitude and 140 5’ longitude in the northeastern
part of Batangas Province. It is bounded by the Municipality of Talisay, Batangas to the
West; the Municipalities of Malvar and Balete, Batangas to the South; Sto. Tomas,
Batangas to the East; and the City of Calamba, Laguna to the North. (refer Figure 1.1
Location Map).

Tanauan City is strategically located near major growth centers, such as Metro Manila
and Batangas City, which serves as an advantage for its urbanization. It has good
access to market, to development inputs, and to skilled and semi-skilled labor within and
outside the province. Likewise, the presence of Taal Lake at the southwestern part of
the City, and Mount Makiling at the eastern part, provide additional opportunities for
pursuing eco-tourism development for Tanauan City.

Tanauan City is composed of 48 Barangays with an aggregate land area of 10,716


hectares which represent 3.38% of the total land area of 316,581 hectares of the
province of Batangas. The Poblacion lies at the corridor of the national highway on the
Southeastern border of the City, and is traversed by the President Jose P. Laurel
highway linking the City with Metro Manila, which is about 68 kilometers to the North;
Batangas City—the capital, 45 kilometers to the South, and the rest of Batangas;
Quezon province and the Bicol region. Except in the areas occupied by the Poblacion
(which is approximately 155 hectares) and other residential and institutional lands,
majority of the entire land surface of Tanauan City is suitable for agriculture and is
currently being extensively used as such. However, with the current industrialization and
commercialization going on in the City of Tanauan, its agricultural lands are highly
affected (refer Figure 1.2 Barangay Map).

1.8 The Vision for Tanauan City


“A city of empowered and peaceful citizens living in an atmosphere of justice, freedom
and social equity, actively participating in and enjoying the benefits of a balanced agro-
industrialized-eco-tourism economy within an ecologically stable environment through a
responsible and efficient leadership of a good government.”

1.9 Prerequisites for Development of Tanauan City

Based on the results of the collective visioning process in all barangays, the following are
the basic prerequisites to ensure a better quality of life for the people and the
development of the City of Tanauan:

From the collective visioning process participated in by all barangays, the prerequisites
for community development and ensuring a better quality of life for the people of
Tanauan City were identified as follows:

1.9.1 Every family is (must be) able to meet their basic human needs;

1.9.2 Improved social conditions and services such as provision of better quality of
education, public health facilities, environmental protection, and stable peace and order
condition;

1.9.3 Sustained economic growth through the development of sustainable agricultural


production system, establishment of more but appropriate industries, and provision of
employment opportunities and highly skilled work force;

1.9.4 Wise use or conservation of natural resources; and

1.9.5 A united and civic citizenry ready and willing to participate in community
development.
