OBJECTIVES:

AFTER THREE YEARS OF IMPLEMENTATION OF COMMUNITY ORGANIZING PARTICIPATORY ACTION AND RESEARCH (COPAR) IN THE
COMMUNITY, THE MSN STUDENT WILL BE ABLE TO ACHIEVE THE FOLLOWING OBJECTIVES:

GENERAL OBJECTIVES: The main goal of the program is to contribute development, promote health, prevent and control illnesses and improve healthy
lifestyle leading to a better living of the residents of Barangay Guiddam, Abulug, Cagayan; to conduct programs that specifically focus to the identified problems
and needs of the community based from the outcome of research and survey of the area and to contribute great learnings towards the exposure in the area chosen.

SPECIFIC OBJECTIVES:
1. To conduct an ocular survey of the area.
2. To collect, interpret and analyze data gathered from the community.
3. To determine the demographic data like number of population, number of household and etc.
4. To identify agricultural products, livelihood, ways of living, sanitation and culture.
5. To organize community leaders as Non- Government Organization (NGO’s).
6. To present to the community residents their present community situation.
7. To make plans for different activities such as: conduct seminars that enhance learning and skills that improve living condition.
8. To collaborate and find linkages with the government and private agencies capable of helping and assisting the people in the community.
9. To make manuscript that will be used as future reference for community development projects.
INTRODUCTION:

Primary Health Care (PHC) as defined by the World Health Organization (WHO), is a essential health care made universally accessible to individuals
and families in the community by means acceptable to them through their full participation and at a cost that community and country can afford at every stage of
development. This means that PHC is meeting people’s health needs through comprehensive promotive, protective, preventive, curative, rehabilitative, and
palliative care throughout the life course, strategically prioritizing key health care services aimed at individuals and families through primary care and the
population through public health functions as the central elements of integrated health services. Moreover, primary health care is done through systematically
addressing the broader determinants of health (including social, economic, environmental, as well as people’s characteristics and behaviors) through evidence-
informed public policies and actions across all sectors; and empowering individuals, families, and communities to optimize their health, as advocates for policies
that promote and protect health and well-being, as co-developers of health and social services, and as self-carers and care-givers to others. Primary health care has
been proven to be a highly effective and efficient way to address the main causes and risks of poor health and well-being today, as well as handling the emerging
challenges that threaten health and well-being of the people. It has also been shown to be a good value investment, as there is evidence that quality primary health
care reduces total healthcare costs and improves efficiency by reducing hospital admissions. Addressing increasingly complex health needs calls for a multisectoral
approach that integrates health-promoting and preventive policies, solutions that are responsive to communities, and health services that are people-centered.

Community Organizing Participatory Action Research is a vital part of public health nursing that aims to transform the apathetic, individualistic, and
voiceless poor into dynamic, participatory, and politically responsive community. COPAR is a process by which a community identifies its needs and objectives,
develops confidence to act and extends and develops cooperative and collaborative attitudes and practices in the community (Ross 1967). In the conduct of COPAR,
it follows series of steps or sequence of steps whereby members of a community come together to critically assess to evaluate community conditions and work
together to improve those conditions. Critical steps in COPAR includes integration, social investigation, tentative program planning, groundwork, meeting, role play,
mobilization, evaluation, reflection and organization. COPAR also is consists of different phases which are the pre- entry phase, entry phase , Core Group Formation
Phase, Organization – building phase, Sustenance and strengthening phase and Phase-out. Each phase has its corresponding activities to follow. It starts with the
initial phase where the community organizer looks for a community to serve and help up to the last phase when the health care workers leave the community to
stand alone. COPAR is considered as an important tool for community development, people empowerment and prepares people to eventually take over the
management of the developed programs with the use of community resources mobilized for community services.

Barangay Guiddam is one of the barangays in the municipality of Abulug, in the province of Cagayan. It is located on the northern part of Cagayan and its
population as determined by the 2019 Census was 3,522 in particular which represent 10.21% of the total population of the municipality of Abulug. Guiddam
belongs to the second congressional district of Cagayan that consists of 9 sitios namely Proper, Pinaron West, Pinaron East, Macugay, Lagum, Bunnong, Lanao,
Pacupac, and Pagappo which is headed by their barangay Captain Hon. Felix De San Jose.

The geographical location of the barangay Guiddam is more or less 15 kilometers away from Centro, Poblacion surrounded by the following Barangay:

NORTH: Barangay San Agustin, Abulug


SOUTH: Barangay Sta. Marcela, Apayao
EAST: Barangay Nararagan, Ballesteros
WEST: Barangay Lucban, Abulug

Barangay Guiddam is considered to be a third- class municipality and is considered to be rural area with a total land area in hectares of 2,655 Hectares. It consists of
3,522 individuals with 1,089 families and consists of 844 houses. People in the barangay were mostly Catholics by religion about 95% of the population and the rest
were affiliated to other religion. With regards to health, Guiddam has a Barangay Health Station with one midwife on duty and a human resource for health that
caters different health programs within the barangay.

PROJECT BACKGROUND/ RATIONALE

COPAR is an important tool for community development and people empowerment as this helps the community people to generate community participation
in development activities that suits with the identified problems within the community. The activities which will be implemented in the community will cover
different phases such as: the pre entry phase, entry phase, core group formation phase, organization building phase, sustenance and strengthening phase and phase
out phase. Through these activities, the community will be prepared on the different aspects of community organizing until such time that they shall be able take
over project implementation by themselves in the future years to come. They could develop programs in the future that can help them address their own problems
and they can stand alone through their organized and sustained organization.
COPAR maximizes community participation and involvement thus their resources are mobilized for community services. The program to be implemented
will be based from the data which will be gathered in the first phase of COPAR. All the problems that will be encountered and identified will be carefully analyzed
and be presented to the community of which priority setting will be taken. Through their collaborative efforts, empowerment among the members shall be felt thus
help bring positive change among themselves and the whole community. These activities will eventually change the life of the people that has the capacity to change
and are able to make a change.
Barangay Guiddam has been my chosen community to conduct the COPAR because of some reasons. It consists of nine (9) sitios and one of the biggest
barangays of Abulug in terms of population and land area. It also consists of oppressed individuals like the indigenous people. As of this date, these sitios are
loosely organized hence, it is observed that there is no cooperation and coordination among individuals, lack of dedicated individuals who could lead in the
implementation of activities related to environmental protection and sanitation and very low initiatives.
Through COPAR, MSN students will understand and appreciate how the different factors affect their life and health conditions in terms of their economic,
political, social and cultural aspect. More importantly, the root causes of community health problems will be determined. Also, a strong and stable organization
among the community with dedicated leaders will be formed wherein they will be able to formulate and implement plans, programs and projects that would benefit
them and in the long run, they shall be able to stand by themselves with less guidance. As MSN student, my role is to facilitate the identified activities within the
community and let the community people collaborate in order to have a positive impact within their communities. The MSN student will assist the group.
DURATION AND VENUE OF PRACTICUM: Community Participatory Action Research will be conducted in barangay Guiddam, Abulug, Cagayan. This activity
will take place on the different sitios of the mentioned barangay from September 2020 to September 2023.
