SUBJECT: AN ORDINANCE ESTABLISHING THE CITY OF NAGA LOCAL MEAT


INSPECTION SERVICES (CNLMIS)

FINDINGS:
The committee called for a meeting held at Legislative Building in conference room last
September 25, 2019 at 1:32 p.m. to discuss the proposed Ordinance Establishing the City of
Naga Local Meat Inspection Services (CNLMIS).

In attendance were Dr. Raymundo Ramirez, City Veterinarian, Hon. Justino L. Dakay, SP
Committee Chairman on Agriculture and Food, Hon. Dominador A. Libor, the Vice-Chairman,
Hon. Ray A. Manabat, Hon. Luzminda R. Lapitan and Hon. Porferio V. Resaba Jr., all
Committee Members, and SP Secretary Garry A. Cabotaje.

The City of Naga has an existing ordinance that needs updating or revising pursuant to the
Executive Order of Cebu Governor Gwendolyn Garcia, and, more importantly, to protect the
health of the people within the jurisdiction of the City of Naga, Cebu. It also aims to promote
awareness about the safety of the food we eat.

The committee initiated the meeting because of the threat brought by African Swine Fever
(ASF), a virus that causes hemorrhagic fever with high mortality rates in domestic pigs.

The meeting was held to discuss the actions to be adopted and executed so that Nagahanons
will be aware on how to prevent the said virus. In relation to this, all local establishments must
follow the legislative measure and protocol of the local ordinance.

They must meet the set standards and submit all the necessary documents to make sure that
they are selling meat with good and safe quality.

The SP Committee on Agriculture and Food and Dr. Ramirez reached a consensus to officially
adopt the title of the proposed ordinance as: “An Ordinance Establishing the City of Naga Local
Meat Inspection Services (CNLMIS).

Thus, the designated officials who were assigned in the inspection should do their job according
to the rules set in order to have a safe and healthy environment in the city.

RECOMMENDATION:

The committee hereby recommends that the City Veterinarian, together with the Chairman, Vice
chairman and members of the committee on Agriculture and Food, will set the standards and
give necessary documents to the establishments in the City of Naga for them to provide safe
and virus-free meat to the Nagahanons. The documents need to be complied with and
submitted during inspection are as follows:

(a) Veterinary Health Certificate. This certificate issued by a licensed veterinarian is presented
upon entering or travelling the livestock inside and outside of the City of Naga;

(b) Animal Courier Permit. A licensed vehicle that meets the standards of the regulatory
division of the Department of Agriculture. (DA). Hon. Ray A. Manabat raised a concern about
the cleanliness or proper hygiene of the carrier. The committee agreed to implement the existing
ordinance concerning the cleanliness of the livestock courier that is passing through the City of
Naga. Live animal permit as well is needed;

(c) Handlers Permit, during the delivery of the meat, a permit from the regulatory division is
needed to allow them to deliver the meat anywhere; and

(d) Disinfection Permit or clearance from point of origin. A sanitary officer will check the
vehicle and will justify that the vehicle is sanitize and sanitary permit is presented as well.

The committee also recommends that any person who shall violate of the provisions of the
proposed ordinance shall be imposed with the following sanctions:
a. First Offense - Warning
b. Second Offense - One month suspension of business permit with One Thousand Pesos
(P1,000.00) fine.
c. Third Offense - Total ban from engaging the said business with Five Thousand
Pesos (P5,000.00) fine.
