MESSAGE
This year marks a new beginning of this young legislative council whose
distinguished members received an overwhelming mandate from the Nagahanons
in the recently concluded local elections.

This clearly manifests your trust and confidence in us to craft and enact
measures pursuant to the general welfare provision of RA 7160 better known as the
Local Government Code of 1991.

As your new City Vice Mayor and Sangguniang Panlungsod (SP) presiding
chair, let me assure everyone that this new City Council will be responsive to the
needs and demands of the city’s constituents through an administrative tool that
outlines the priorities of the City Government in the next three years.

I am referring to the newly-crafted Executive-Legislative Agenda (ELA),

which integrates the ten-point development agenda of this new administration and
serves as the SP’s guide to enact measures particularly in the fields of education,
health, infrastructure development, environment, peace and order and disaster
response.

I, therefore, deem it proper to call all the Nagahanons to extend your full
cooperation and support to this new ELA, a vital key to help propel our beloved
City of Naga towards its sustainable development and economic growth.
