Introduction

This module is created to help the students learn the concepts and practices in Safety
Management, that the learners may use in their everyday living, may be apply in practicing
their field profession. Learning Module 01 will familiarize the students with the concepts,

Management is a systematical process that is used to achieve the objectives of an
organization. The key for a successful management is a comprehnsive planning, organizing,
directing and controlling.
Safety Management is systematic process of creating plans applying safety
principles, organizing safety precaution, directing and controlling the risks to prevent

h. Personal Protective Equipment (PPE)


Personal Protective Equipment is a specialized clothing or equipment designed to
protect workers against safety and health hazards that may cause serious workplace
injuries and illnesses.

Wearing of PPE’s is a right of the workers. Every employer, contractor shall provide
free Personal Protective Equipment for any part of the body that is exposed to danger
that may caused injury and impairment I the function of any part of the body through
absorption, inhalation or physical contact.

i. Safety and Health Committee

C This Committee is a group of people created within the workplace tasked with the
authority to plan, develop and implement Safety and Health Management policies and

programs, monitor and evaluate the Safety program, and inspect and investigate all
aspects of the work pertaining to safety and health of workers.

Safety Officer is any employee or officer of the company trained by Department of

Safety Signage is any emergency, warning or danger signpost using the standard

l. Worker
Worker is any member of the labor force, regardless of employment status.

1.2 Accident and Its Consequences

Accidents are unplanned and unforeseen event that may interrupt the normal
progress of the project it may also cause physical harm to the workers, damage to
property and delay in operation.

The consequences of an accident may be Disabling or Non-disabling. Disabling


Accidents can be fatal, may cause death, temporary or permanent Partial or Total

a. Policy
Effective health and Safety Policies set a clear direction for the employer and
employees to follow. Policies are rules that are implemented within the workplaces
that shall be follow in order to assure safety.

b. Planning
Planning is important to secure an effective management and
implementation of Safety Policies. A planned and systematic approach on
implementing the health and safety policy may be helpful in securing safety.

C c. Implementing
Implementing the policies is the most difficult, it requires good management

skills in order to control safety and the behavior of the people. Discipline shall be
imposed inside the workplace to ensure a safe operation of the facility.

Performance of implementing the policy has to be assessed and be measured

e against agreed standards in order to understand what is good and what needs and
improvement.

The duties of the employers and workers are dictated by the Occupational Safety
and Health Standards set by Article 162, Book IV of the Labor Code of the Philippines,
P.D. 442. The objectives of the OSH standards is to protect every working man against

01 the dangers of injury, sickness or death through safe and healthful working conditions.

 Furnish his workers a place of employment free from hazardous conditions
that are causing or are likely to cause death, illness or physical harm to his
workers.
 Give complete Job Safety Instructions to all his workers, especially to
those entering the job for the first time including those relating to the
familiarization with their work environment hazards to which the workers
are exposed and steps to take in case of emergency.
 Comply with the requirements of the Standards.

 Use only approved devices and equipment in his workplace.

c. Duties of Workers

• Cooperate with the employer in carrying out the provisions of the Standards.
• Report to his Supervisor any work hazard that maybe discovered in his
workplace.

1.5 Importance of Occupational Safety and Health in the Construction Industry


According to the reports of International Labor Organization (ILO) there are about 2
millions of workers die every year. There are 100,000 work fatalities occur every month

C having more than 5,000 everyday and 4 for every minute. From theses recorded incidents
at least 60,000 fatalities occur at construction sites, around the world, every year. There is

one fatal accident occurs every 10 minutes and around 17% of all fatalities at work are
construction fatalities.

With a highly mobile population of workers and different contractors working on
dangerous construction sites at the same time, construction continues to be a major cause
of death and disabilities.

e After an accident, a common reason that causes accident is the inadequacy of


management systems that may prevent the accident from occurring. Some of the issues

that may cause incident are: lack of hazard review and risk assessment to predict and
prevent incidents; insufficient investigation and follow up after previous incidents;
inadequate training of staff; and failure to implement effective mechanical integrity
