from eligible and registered contractors of U.P. State Construction And Infrastructure
Development Corporation Ltd./Under Judiction of Executive Engineer, Maharajganj/
Lucknow Head Office registered in Required category. Bidders are advised to note the
minimum criteria.

1- The contractors who fulfill the following requirements shall be eligible to apply.
(i) Should have successfully completed similar works during the last three year ending 31st March
2020, as a prime contractor satisfying either of the following.
(a) Three similar completed works each costing not less then 40% of Tender Cost.
or
(b) Two similar completed works each costing not less than 60% of Tender cost.
or
(c) One similar completed work costing not less than 80% of Tender cost.
Note :- One Completed work of any nature (either part of (i) or a separate one) costing not less than
the amount equal to mentioned above of the estimated cost put to tender with some Central
Government Department/State Government Department/Central Autonomous Body/Central
Public Sector undertaking.
(i) Should have an average annual financial turnover of 100% of estimated cost on construction work
of similar nature during last three years, ending 31st March 2020 (copy of certificate from C.A.
to be submitted).
(ii) Should not have incurred any loss in more than two years during the last five years. Solvency
certificate from Banker.

(iii) Information regarding projects in hand, current litigation, orders regarding exclusion, expulsion
or black listing, if any should be indicated.
2- The bids shall remain valid for acceptance for a period of 60 (Sixty) days from the last date of
submission of bids.
3- Bidders shall submit two separate covers marked “technical bid” and fee in PDF format and
“financial bid” in cover “b” in Excel format.
4- Financial bids shall be opened of those bidder whose bids are technically qualified tender cost
and E.M.D. properly submitted and found eligible.
5- A set of Bidding documents may be downloaded from the e-tender portal of NIC as mentioned in
column-7 between dated mentioned in tender input from section ‘F’ (critical dates).
6- The successful bidder will have submieted 5% performance guarantee of the tendered cost in
the form of bank guarantee/FDR of nationalized Bank/Scheduled bank (HDFC/ICICI/AXIS
Bank Only) or Demand Draft. If the rates quoted by the bidder is below the BOQ, additional
security will have to be deposited with reference to G.O. No. 622/23/12-2012-2 Audit/08 T.C.-2
Dt. 08-06-2012 of UPPWD- Anubhag 12 as per following :-
(i) 0.50% per 1.00 below up to 10% below of BOQ.
(ii) 1.00% per 1.00 below up to 10% below of BOQ.
7- A per bid meeting shall be held in the office of the Executive Engineer on dated 23.10.2020 at
12:00 PM.
8- Bid must be uploaded on e-tender portal of NIC on before dated mention in section ‘F’ and the
technical bids will be opened on 27.10.2020 at 02.00 PM,
in the office of Executive Engineer, and the name of qualified bidders Shall be uploaded to
portal, the financial bids shall be opened on dated mention in section‘F’ and name of successful
bidder shall be uploaded and displayed.
9- Bid must be accompanied with earnest money of the amount specified for the work. The Earnest
Money may be deposited in the form of DemandDraft/FDR of Nationalized Bank (payable at
Maharajganj in favors of Excutive Engineer U.P. State Construction And Infrastructure
Development Corporation Ltd. The intending bidders has to fill all the details such as Bankers name,
Demand Draft, F.D.R. No. and Amount and Date of issue. The same may be deposited online in
UPSCIDCO A/c. as specified. The Cost of Bid Document (Tender Fess).
10- No Engineer of gazette rank of other Gazette officer employed in Engineering or Administrative
duties in an Engineering Department of the state / Central Government is allowed to work as a
contractor for a period of two years after his retirement from government service, without
Government permission . this contract is liable to be cancelled if either the contractor or any of
his employees is found any time to be such as person who had not obtained the permission of the
Government as aforesaid before submission of the tender or engagement in the contractor’
Service.
11- Any bidder who is having criminal record is not allowed to participate in the bidding process.
12- Any bidder who is registered with the state bar council is not allowed to participate in the
bidding process.
13- General condition of contract & Special condition of contract can be seen at office of Executive
Engineer at Maharajganj.
14- The officer inviting procurement shall have the right of rejecting all or any of the tenders and
will not be bound to accept the lowest or any other bids.
15- Payment shall be made to the Firm/ Contractor after receiving fund from client time to time.
16- Bid document cost /Tender Fees may be Credited by RTGS only ( DD Not Accepted )
